Very easy for him to offer a peace plan, even with the luxury of being workable, as Chavez knows that the plan will be rejected.

Which relieves Chavez (or somebody else by the way) from the possibility of seeing any plan (including credible plans) that would go against the US/Europe best interests being accepted.
