Bond holders can be entirely voluntary, perfectly willing to lend new money, and it still won't work. This is like Saudi Arabia being perfectly willing to offer new oil, that is heavy and laced with sulphur and vanadium. There will be no takers and they will declare the market to be "fully supplied".
Similarly the bond rollers will announce that they loaned Greece all it requested.
