Obama's Budget Banter Omission: The Banks Broke the Bank
Since the White House announced its 2012 budget,
the requisite punditry stream has been breaking down its specific
pluses and minuses. I could grab illustrative quotes from various places
and people, or add to the analytical details, but for the most part, it
boils down to something like this:
GOP and GOP supporters: Obama didn't
make enough spending cuts, he's not taking this whole budget thing
seriously. Oh, and about the cuts he did suggest with regard to
corporate tax benefits, high-end mortgage-holder deductions and
(his-own) extension of wealthy individual Bushian tax breaks - well,
that's just plain anti-American and - will kill jobs. (The fact that
corporations were contributing just 6.6% and 7.2% in 2009 and 2010,
of the total federal tax receipts, a 50% drop relative to the rate
before the financial crisis, or about $150 billion per year, isn't
relevant in the scheme of things.) Now, where can we cut another $100
billion?
DEMs and DEM supporters: Obama inherited
a bum economy, bum budget and bum deficit from Bush. And, he's turning
around the crap hand he was dealt, slowly. That means he has to cut
back on some important programs, but he's gonna champion a high-speed
railway, electric cars (to drive along side the high-speed railway?),
and clean energy initiatives, and those will most certainly put millions
of people back to work. Yes, he appointed Tim Geithner, one of the lead
bank bailout builders, whose Treasury department colluded with the Fed,
under Ben Bernanke, the other guy Obama kept on deck to help the
economy, to increase the amount of US Treasury debt to $9.4 trillion from $5.4 trillion since
the financial system began inhaling subsidies in the fall of 2008, and
went on to post record bonuses and profits. But, he had no choice.
The intent of the actual discourse kind
of makes me imagine a burning building across the street, raging flames,
engulfing smoke, crumbling over its foundation, and there are two
people watching, one's a Democrat and one's a Republican. While the fire
intensifies, they are arguing over whether it's better to use a thimble
or a teaspoon of water as an extinguisher aid. Somewhere, off in the
distance, is an engineer trying to figure out how to rebuild the
building over its ashes.
The sad truth is that the budget deficit
is a direct outcome of the economic policies that were adopted by both
parties over the years. National debt nearly doubled under Bush, and
continued to grow under Obama, while the financial system pillaged the
country for trillions of dollars twice - first, during the leveraged
build-up to the economic collapse, and then, via a stockpile of creative subsidization awards afterwards, the underlying debt build-up for which, lingers like a bad hangover.
Unless the real economy becomes
healthier, more people are employed and we institute a far more
progressive tax and distribution structure, there is simply no
mathematical way, to balance this budget.
So, there is no silver bullet amount of
spending cuts that is sufficient to balance it either, particularly as
long as we are only looking at, and debating about, the spending side of
the US balance sheet, and only a portion of the non-discretionary
component, at that. Quibbling over whether Obama is cutting enough or
not enough, is quibbling over the wrong question. Obama showcasing just
the cuts as these 'hard choices' that will get us more towards balance,
is meaningless. It is equally misleading for the GOP to focus on a
separate subset of potential spending cuts, and conclude that this extra
$100 billion will do the trick. Making $1.1 trillion of cuts over ten
years, all things equal, with a projected deficit per year that's higher
than that, won't balance any budget, for any political party.
You know what would have been really cool?
If Obama had just said - you know what -
the budget can't be balanced, deal with it. And you know why? Because
over the past two years, the economy, that was trashed by the banking
sector, still sucks. And, during the entirety of the Bush
administration, while prepping the economy to suck, debt to pay for wars
and tax cuts kept growing. And, when the banking system was facing the
abyss, we opened our checkbooks, we stimulated the hell out of it, but
we did it mostly through issuing Treasury debt and the magical Fed
printing machines - so it doesn't show up in the budget that we're all
debating, except for a couple hundred billion to Fannie and Freddie and
what remains of the stellar TARP project. And you know what? I admit
that was a stupid thing to do. It was stupid when it started under Bush,
and it was stupid when it continued under me and the economic team I
appointed to keep it going. The bailout binge increased our public debt
by 50% under my reckless economic advisors, Treasury Secretary, the
Federal Reserve. And, hell if other countries decide to dump Treasuries
in bulk, and their interest rates rise, and Bernanke can't QE them down
fast enough, our budget deficit will gap like the Grand Canyon.
Meanwhile folks, we need revenue. Just
like banks need profits to pay bonuses. And, that's something that can
only be remedied through a healthier economy - not just for
corporations, stock market investors and banks - that are sitting on $2
trillion in cash, with $1 trillion parked at the Fed - but for the
general population that still counts 26 million people under or
unemployed, not to mention a historically high 48.9% unemployment rate
for youth, rising food and basic needs costs, continued foreclosures on
entire families, and health insurance rates that will double within the
next three years. You know what, when this country needed revenue in the
past, Republican presidents and congresses did the math. Now, it's my
turn. Let the GOP explain exactly how a lower corporate tax contribution
created more jobs in the past two years, and while they're trying to
figure that out, I'm gonna show some real leadership, and do everything I
can - not to balance the budget - but to balance our economy.
Oh well.

This guy tries to pretend like he's a rational, common sense non-partisan (hey - Bush did it! Obama did it!) but he sets the problem up as if the only possible choices are jacking taxes (goddamn, there is a lot of private wealth out there boys!) and cutting discretionary spending (gee, there just isn't that much to cut that will add up to much...) How about recognizing that in addition to the problem of a banking system that is too big (and too plugged in) to fail, the government is too big to succeed.
Obama has spent every minute of his administration stuffing as much crap into the baseline spending folder as possible (which effectively NEVER goes away) and now he's trying to appear like Mr. Practical, dicking around with nickle and dime shit that doesn't matter.
Obama has already won. He doesn't even have to get out of bed for the next two years. And if he does he just might be able to grow the government that much more.
Obama really needs to stop mentioning Bush or "the previous administration or "this started 10 years ago" or "we inherited". It's just so unseemly but it must work because some people still believe him.
Well he's right. But more importantly, he knows that when you go around creating federal entitlements and agencies, whether it's the Dept. of Energy or Education under Carter or the Dept. of Homeland Sec. under Bush it permanently increases the size of the government (and the public sector voting bloc and the need for more and more tax revenue). If your goal happens to be making government bigger and more involved in every aspect of everyone's life, that's a great manuever to be able to pull it off. And Obama has.
Prins implies above that it isn't fair that we don't get to include all the money printing and "stimulus" in the budget debate but he ignores that we also don't get to debate Obama's 80,000 newly minted government employees or that he has just pumped the public sector to all time highs as a percentage of GDP (ex-WWII probably). If that shit is on the table I missed it.
It's like we got a little careless in bed and *oh well* now we suddenly have another baby to feed and raise...but let's see the GOP try to dress that kid in rags and on a bread and water diet. Prins sure seems like he's trying to herd consensus toward the conclusion that the private sector has to take it in the ass yet again.
There is no way out except implosion of it all and rebuild from scratch. Its too corrupt, too bankrupt, there is no shaving something here or there to make it all better. Hundreds of trillions are gone, may as well start chipping away at Mt Everst with a teaspoon youll have better results taking it down than some budget adjustment has of being anything but a fart in a cat 6 Aussie hurricane.

Baseline budgeting has been a pet peeve of mine for as long as we've done it.
It does not compliment the reality of revenue inflows from taxation...but it does go hand in hand with Treasury debt issuance to make up for any shortfalls.
It is the very definition of insanity.

Nomi, your views are tainted by your politics. OB is a fool. He had a chance to really change something, he did not take his chance. He decided to create a massive federal bureaucracy that will do nothing to fix the healthcare crisis in this country. Then he followed that up by another insane measure to re define the investment industry.
He gave the nation's car companies to the unions. And under the guise of fixing student funding for college, instead insured that tuition costs will continue to soar as college funding is as corrupt a finance system as anything in the mortgage world.
Why should we trust him now?
This budget is tragic and one wonders how long it will be before Treasuries break tend and move sharply higher...with the leverage built into this market the impact on the deficit and economy will be profound. It seems the only way to avoid the mother of all bubbles is for the rest of the world to suck up trillions in US dollars and not dump our bonds. What are the chances of that?
we can only hope Palin gets elected in '12 and becomes such a twittering farse that the sheep get their 'wizard of oz' moment and go after the real perps

The submittals and articles on ZH are for the most part excellent and Nomi's work on this site would be appreciated, but the blogs/comments that follow are also important, I find most thought provoking (viewing subject matter in a way different than I would), of course you always have trolls, but they seem to get "called on the carpet" in short order.
Given that this is Valentine's Day (a happy one to you all, I hope), I have had the opportunity to re-evaluate my marriage with the USA. That's right, I am a US citizen and am therfore wed to my cuntry. I've seen many a sexy woman with many a wealthy man for the obvious reason of....money.
That is not love.
I feel that, as a small businessman, my cuntry loves me only for my money. I read the article today about the 99'er who off-ed himself due to unemployment and basically being broke. It just reminded me of a whore-wife who leaves her husband as soon as he is out of money.
So, if my cuntry does not love me as a citizen...for who I am....then why should I continue to love my cuntry? Shouldn't I recognize and admit our relationship for what it is: as long as I am productive, pay and contribute (via taxes, creating jobs & wealth, etc) then my cuntry loves me. If my cuntry gets too greedy and takes too much from me and kills the goose that lays the golden eggs, then why should I continue to love her? As a small businessman, I am the sugar daddy of my cuntry.
I have to have enough self esteem and respect to leave this marriage. There are many others whom I could wed, and who may actually appreciate my skills and love me for who I am....or maybe it is this way all around the world...I'm not sure. All I can say is that I have lived overseas and have never had anything as bad as the way the US is treating small biz now.
So, to my partner, the USA, I am putting you on notice that if you do not change your ways, our marriage is over by fiscal year end 12/31/2011. It is not my "duty" or my "obligation" as a small business owner to support you or your goals.

Paul 'Denial is a river in Egypt' Krugman may next admit there is high inflation that's attributable in significant part to Bernanke & The Federal Reserve's insane and/or criminal monetary policy, and that Keynes was fallible.
I continue to be surprised at the assertions of high costs of bank bailouts. In fact most of the money has been repaid to the Treasury, and at a profit. It also appears that the AIG money will come back with a profit.
The money going down the rat hole is what has been given to the union owned auto companies and the GSEs. Those operations will never return funds as they are run as if it is their only purpose to lose money.
so when the NWO comes, is the world going to live like americans? or are americans going to live like the rest of the world?

High-speed railway and electric cars are exactly what is needed here in Florida. Heretofore, we were forced to run our homeless and unemployed out of town by providing them with one-way bus tickets.
