Where the cops actually treat you like a human being…
When is the last time you shook a policeman’s hand, appreciative of the good work he had done for you? I live in Chile and I just did so.
In North America, I would never think of doing the same thing. Cops are to be feared there. They are not helpful allies in the fight against crime. A North American is more likely to be victimized by the police rather than helped by them. In Europe, citizens are more likely to be clubbed than supported.
YouTube is full of police abuse in the developed world; it is becoming a common reality of a politically correct society rather than a shocking exception.
These uniformed thugs break down doors and intimidate innocent people. They plant GPS tracking devices on the cars of private citizens. They arrest people for dancing, arrest them for having a “bad attitude,” harrass people for taking photographs, and otherwise go out of their way to threaten what they are charged with protected.
In Chile, things are different. Not only are the cops not corrupt like they are in every other Latin American country, they are actually helpful and efficient. Examples abound.
A couple of years ago I was driving my car in the south of Chile. At a routine stop a carabinero (Chilean cop) found that my car registration had not been paid (about US$40 on my used car). I had no idea. Normally, my car would have been impounded on the spot.
Instead, the policeman told me that he would act like he never saw me but that I had better get the tax paid right away. So he sent me on my way. I was very pleased, and I paid the tax the next day.
I have been lost, too, driving in some remote area of Chile. When all else failed, I proceeded without hesitation to the carabinero station to make my inquiry. Such events have almost always resulted in success.
In other cases I have been cited by the carabineros for traffic infractions. But to their credit, I was guilty as charged. And in some cases I got off with just a warning. The point is that in Chile the cops still treat you like a human being, and they understand that you can make a mistake at times.
They are not itching to leap at an opportunity to flex their muscles or put you in your place. There is not a latent urge in the Chilean cops to have chance to show their might or use force. Plus, as my wife says, if they did become that way, Chileans would likely rise up and lynch them on the spot!
Today, I had to visit the police station to report fraudulent use of my credit card overseas. The bank’s fraud department had spotted the problem and directed me to make a police report, known as a constancia in Chile.
I entered the building and walked into the room where the three carabineros worked to take such reports. I asked one of them to inquire if I was in the right place. He affirmed that I was. So I sat down and waited.
My wait was prolonged when the station’s server went down for 10 minutes. But other than that I was out of there in short order. The carabinero took the information from my credit card, my ID card, and the bank’s fraud department’s findings, and then he entered them into his system. I left with a printout showing a case number.
The cop did his job so well and efficiently that I shook his hand and wished him a good day. He responded in like manner, courteously saying goodbye.
One of the benefits of living in Chile is that society is civil. Cops are not marauding bands of thugs to be fear but rather people who are willing to do what they can to help. How does that reality compare with where you live?

You're right Rynak, all human beings to put themselves into groups of A vs B. They don't make broad generalizations about the people they dislike, nor do they put themselves in some form of dichotomy.
You know I can't speak for other people out in the world and yes the Democrat/Republican dichotomy is uniquely American, but it is only so in name and if you believe other wise you would be in denial.

I don't think the obsession is uniquely strong in America. I think it is uniquely displayed and amplified by the both mass and social media. I think Americans tend to be uniquely rude, and either ignorant or disregarding of the fact that discussions of politics or religion tend to be impolite. The political parties' very survival depends upon creating an impression of distinct dichotomy among the electorate.
Just because the effective differences between the Democrats and Republicans in the US are negligible, and the philosophical differences are inconsistent at best, does not mean that there aren't real ideological divisions among the parties supporters. The world is not populated with billions of closet-nihilists. If there weren't real ideological divisions- then the Green Party and the DuPont Chemical PAC would be pursuing the same political agenda.
However, the intentional misrepresentation of the divisions does seem to be a universal trait of political parties. In Switzerland, the primary political parties are the SP & the SVP (Sozialdemokratische Partei der Schweiz & Schweizerische Volkspartei). One is ostensibly Socialist and one is ostensibly Isolationist. However, during budget negotiations, for all the talk of individual responsibility, the SVP is loathe to cut any of the public fat that its membership feeds on. During elections, the supposedly egalitarian and openly Socialist SP culls candidates from its voting lists with foreign sounding names.
I think the evils of political parties are universal. Polticians and political parties are marketing a product, and are compensated by the electorate in votes. The problem is primarilly a lack of Truth in Advertising by the politicians and lack of awareness or education by the voters. In the US a entire generation of college students with (worthless) poli-sci degrees seems to be largely ignorant of the basic functioning of politics and exercise of power.
However, another part of the problem lies in the very nature of governance in a democracy. In order to rise to power, a candidate or party must sell an idea or vision to the electorate. However, in order to exercise power, the very same candidate or party must compromise the same idea or vision they sold in their rise to power.
The only exception to this is when one ideology or political party gains enough support to render the opposition meaningless, such as happened in the US in 2008,. Then the fact the whatever party is in control- it is first and foremost a whore to its big money backers, and only secondarily interested in even the semblance of adherence to the vision it sold to the electorate becomes glaringly obvious.

We have tried the one and done it to death(especially our own), perhaps it is time to give the other a try. Humans can be wonderfully creative once free to express themselves. There are models that are available (the Xeer system being a good template if you replace clans with local communities).
Xeer has its foundations in the both Clans and Dogma. In the US fixed, communities are
heterogeneous and have fluctuating memberships. I think there are some MAJOR hurdles before any such system could even come close to protecting minority rights, the first of which being that even a majority of the population joins and integrates with its local community. How many urban Americans know more about their coworkers lives (outside of work) than they do of their own neighbors?

In the US, there are political families without it being linked to professionalism. Guys who tell 'yep,I am a conservative, my daddy is a conservative. His daddy was too. And his daddy too" and so on...
Dont know Xeer but US bamboozling the world about Rwanda allowed me to see clear on the topic. It was not fixed communauties, but fluctuating communauties, contrary to what the US claimed it was.
In the US, well, much less fluctuation, people live among their peers, revenue bracket style.

How many Americans are born, raised, work an entire career, retire, and die in the same town anymore?
I think most US communities are somewhat heterogeneous in terms of race, ethnicity, and religion with certain pockets or communities that choose not to assimilate (whether Amish, Mennonite, Korea-town, or Little Mogadishu/Minneapolis).
I think, however, that when viewed from the persepctive of income or wealth- that US communities are extremely homogeneous. This however, is faciliated by an ever expanding and relatively inexpensive housing market spread out across a huge nation.
On the block where I live in Switzerland I have one neighbor who drives three tractors and one who drives a ferrari. There is a pensioner and a single welfare mom, a machinist and a waitress, and a handful of various white collar types. If you ignore PPP, the poverty line in Switzerland is above the median income in the US, but they guy in Switzerland with a ferrari lives in a smaller place than most of the people I know in the US who I think are more or less at the median income. The cramped locale and chronic housing shortage in Switzerland makes the "dream home" a rarity, as opposed to what is available and not outside one's price range. At the extremes, there are certain neighborhoods where someone with wealth simply isn't going to move in, and no poor person can afford a lakefront flat in a prestigious building for CHF 20,000 per month. But for the large majority in between, which extends from below the poverty line to almost TBTF, neighbors are a function of circumstance and housing availability as opposed to economic parity.
This can be said for dozens, if not one hundred countries. People migrate everywhere from everywhere. Save few countries like NK or stuff.
Actually, it has its' foundation in cooperation rather than coercion. It finds security in the protection of natural rights.
As a template, it shows an alternative to government that works well. It is not perfect, there are crimes and punishments and it is not something that can be transplanted without adjusting for the variances in cultures and history.
However, we have a tendency to focus on our nationality, rather than our humanity. This is our training. The Somalis are no different from you or I. They seek security and dignity in life through their community. These are common human traits.
The point is all governments revert to tyranny. Please cite an exception if you can. Therefore, the government as a social contract is a failure. It only benefits a select miniscule minority. There is no reason to continue using government unless you desire slavery over liberty.
The only major hurdle is the government, as no police state dies willingly. Of course, even after thirty years of the UN's attempt to foist a democratic government on the Somalis, which was then overthrown in 1993 and has not been replaced, and further attempts to institute another- the only result has been the creation of warlords, violence, piracy and new debt from western loans, while the majority of Somalis have reverted back to their Xeer roots.
The Somalis prefer anarchy to government- pretty hard to fault their logic.
I live most of the year in Switzerland, where the government hasn't reverted to tyranny yet/again. However, the social contract is literally changed on a regular basis, sometimes for better and sometimes for worse- whether through direct democracy or the 1291 Hapsburg rebellion, the 1648 Treaty of Westphalia, the 1848 Civil War and Federal Constitution, or the 1999 Federal Constitution. But while the Swiss model works (as well as any government be expected to) in a country the size of Maryland with a population equal to New York City's, I don't think it would scale well to US size.
The difficulty that I have with a model of cooperation rather than coercion is that can lead to tyranny of the majority since there is no inherent protection for someone who doesn't conform with community norms. Whether the non-conformity manifests itself by the apostasy of a Muslim in Minneapolis, or the gay evangelical coming out of the closet in Alabama, or the black who lives next door to an aryan nation compound in the Rocky mountains or the white who moves to Anacostia in DC, or the Puerto Rican who even sets foot in la Pequena Habana. What happens when there goes the neighborhood and Archie Bunker is sitting in judgement?
Yes, but government has already led to tyranny in the United States, so we haven't the luxury of waiting for it to break down our democratic institutions as the Federal Constitution of 1999 has begun.
Of course, you don't have to look across the Atlantic to see the tyranny that has consumed Europe. The socialization of the costs of monetary policies that have created the PIIGS debacle and yield the exquisite remarks from Juncker regarding Greece's new loss of Sovereignty, the theft of Ireland's infrastructure at the hands of politicians dictated to by Herr Rein.
You fool yourself if you think Switzerland is free from a tyranny fomented by bankers in a country of the same bankers. Tyranny is a cancer and Switzerland has a mild flu, but as it continues to consume the western democracies, your time will come.

We are a complex sea of emotions and motivations that have their heights in our compassion and charity for neighbor and non-neighbors, and lows exacerbated by a media and political machine for the purpose of pitting us one against the other for their distraction and amusement.
Remove the poisonous, toxic, cancerous actions of the World's Elites, Government and politicians and the monopolistic corporations protected by the police power of the state and we have the potential to be the "shining city on the hill". The motivations of people driven through manipulation, stampeded towards self fullfilling destructive actions are not the result of rascism, sexism, fascism or common excuse. They are result of complex manipulations for the benefit of a treasured few, protected and furthered by the police power of the state.
We have no idea what Americans or any other nationality would be like, with the exceptions of the Somalies (Xeer), the Pennslyvania colony, numerous communities in the "old west", various other tribes in Africa and South America or the American Indian. Would there be violence? Yes. Crime? of course. Fraud? without a doubt, but would it ever rise to the level of criminal theft practiced in western democracies? I think not and it would improve over time as societies adjusted.
As dependence on government was transferred to dependence on oneself and one's responsibilities to their community, people would conduct their affairs differently. They would become more aware, proud of their liberty and anxious to produce goods knowing they would receive a full reward for their labors.
There would remain the costs of civilization, I am not naive, but those costs would be voluntary. They would be more efficient and they would be necessary. Social controls would be defining, but so would the liberty to live where you pleased and with whom you pleased. However, narrow minds would find even narrower markets and this can be the greatest motivation for positive change.

In greece, also, the police have been quite civilized for most of at least the modern era. There is very little tolerance anywhere in society, even among most of the machinery of the state, for violence, and the police are quite professional. an interaction from a few years ago which illustrates this, i happened to be in athens meeting a friend. We were going to meet by the entrance to the hospital near the metro station at the ministry of defence. It was a good landmark convenient to us (he worked in the hospital so he'd be coming out of that entrance). Anyway. I got there a bit early, and didn't know _which_ entrance he meant. so, i walked up and down the block a few times over the next 15 minutes waiting for him to show up. Mind you, i'm across the street from the ministry of defence. So after my third or fourth walk back up the block, two guys approach me and ask politely if they could see my ID. I asked them what they wanted with me or my ID, and told them they must be mistaken. They said they're cops and asked why i was hanging around on a stretch of street where there's nothing to stop for, really. they were plainclothes, and i said to them (in greek of course), bullshit, you guys aren't cops. how about i see some badges?
the two laughed, and said, of course, and both of them handed their badges to me to inspect them. Then, i handed them back and gave them my ID. they told me they saw me wandering around and just wanted to know if i was up to no good, and asked why i was wandering around here. The whole time they were polite and weren't assuming i was a dangerous criminal.
In most of the west, just try telling two plainclothes cops 'bullshit, you guys aren't cops!' and see how fast you get tasered, shot, or at the very least beat senseless and of course charged with a half-dozen bogus offenses (resisting arrest, assault, failure to obey, whatever else they can dream up! maybe if your skin is too dark, they plant something on you and throw in a drug charge just to see if they can make it stick)
The only other place i feel the same degree of civility and professionalism from police is switzerland (and there, the system is creepily efficient. cops will knock on your door while making a routine pass through the neighborhood, to let you know that you left your headlights on.)
Most greek police would be more likely to go on strike than to obey orders to crack down senselessly on people. this is, however, changing the last couple of years. A friend who's a greek cop (still working at 56, by the way, so much for claims of retirement at 52 or whatever), was complaining that the past few years they have been putting rookies on the street without training them properly, theyre young and full of the power of their badge and gun and get big attitudes on people, they get cocky and abusive. He saw it as a failure in the training system, but the more things declined he saw that it looks like at least partly a design feature of the system- he lamented that as the older cops like himself retire the force will become an enemy of the people instead of the protector of civil society. so, it's changing fast, but so far, it's still a _lot_ better than most of europe, and in a different universe entirely from the USA.
Anyone seeking status and authority behind a government costume is inherently suspect.

(insert crime)." Also love the black Metro cop who only pulls over black people... asked why? His reasoning was that every time he pulled over a white person, 9 times out of 10, they didn't have guns/drugs. Pulling over black people in his estimation found guns/drugs 9 times out of 10. Bankers tend to come from wealthier families, have better (or at least more expensive) education and gainful employment, yet they tend to display the same poor judgement of choosing to do what is wrong when surrounded with others who make the same choice.

This issue needs to be talked about more, because lately I've had numerous conversations about the state of law enforcement in the U.S. We have so many laws and so many things we want people to not do, that cops are always looking to arrest or cite people. What do we really need them to do afterall? Do we need 20 cops working 6-4am on Thursday through Sunday because college kids are having a good time and need to be stopped? No, in fact it's costing taxpayers money employing them, and private citizens money in court fees and assocaited costs(of which there are many) to fight these ridiculous charges. When you get down to it, we only really need them to maintain a presence on the roadways, keep the peace, and respond to violent crimes or other situations where a cop is needed(I've never called one, or even thought of calling the police in a situation). Our society is a joke, one huge joke.
It's just a business. Politicians, who are mostly lawyers, make thousands of laws. I've read where the average American is breaking several laws every day just going about their lives. Millions of police and regulators are needed to enforce the laws. The citizens are forced to hire lawyers to defend themselves. Thousands of judges and other court officials are needed to try the cases. Thousands of jails and prisons are needed to hold the millions of criminals.
Then they tell us that ignorance of the law is no excuse. The IRS code and regulations alone are 18,000 pages.
My father was a police officer. I remember as a kid the immense respect he had for the people and the respect was reciprocated. He arrested people who broke the law and wrote speeding tickets once in a while. When they had to serve an arrest warrant, it was a real easy thing because he knew almost every house on his beat and would simply knock on the door. No battering rams and assault teams with commando ops.
I think that the North Hollywood Bank of America shootout changed policing in America forever. Police forces don't want to be outgunned anymore so everyone has invested in these commando units. But we don't have huge bank robbery shootouts every day. Can't let all these highly paid assassins sit around and let their MP5s get rusty. So they use them for warrant apprehension, drug interdiction, sting operations.... and little by little our neighborhood peace officer dies in lieu of "civilian" commandos.
Any policy that is geared for preventing *everything* 100% guaranteed, is destined for bloat and inefficiency..... because it's impossible. Basically same argument as with the terrorist bullshit.

If i'd have to design a policy to prevent something, i'd instead try to:
- hit the sweet spot in addressing causes
- hit the sweet spot in prevention
- hit the sweet spot in dealing with it happening anyways
...where with sweet spot i mean optimum efficiency (best cost/benefit ratio).
But that's probably too logical, non-paranoid and boring.

I've been arrested 4 times in the United States. On only 1 occasion was I actually in violation of a law. I was drunk for all 4 of them, but it really was a bad attitude, not a violation that I was arrested for.
Police are out to profit in North America. They have stopped doing their jobs. On the sight of any trouble, the bust out their trusty tasers and assault drunk and disorderly citizens. There is no judgment anymore. A white college educated kid in America, like myself, should get some slack when he's drunk. Many people can drive safely, and do many other intricate things while sporting a BAC over the limit. Many of those folks are cops, so they are quite aware of this, but would never admit it. It is one thing to lay in wait and pull over someone driving dangerously, and quite another to grab the patrons as they leave a bar, based on the drink count of your undercover inside. The first is protecting the public, the second is making the numbers.

The police around here (central usa) are like people everywhere, ther are some good ones and some a-holz. It is an extremely stressful job at times and most people hate work even if it isn't police work. Most police know damn well they need the support and respect of the public or else their job becomes insanely dangerous. The problem goes back to criminality in high places and I believe most cops are as frustrated about that as we are.

Here is what I am implying.
1. They were death camps in the sense that the people were worked to death. I would suspect the majority died of untreated diseases and malnutrition. I have visited some camps and that is what it looked like to me.
2. The same number of people died in the camps that were not Jews as Jews. Where are the movies, the books, the exposes' of this fact? Where is the movie about the millions of Polish Roman Catholics that died in the camps? Why are the Jews more important than the Roman Catholics or the Roma [Gypsies]? Or the homosexuals, mental defectives, cripples, felons, etc, for that matter? Why do we only get half the story? If a person did not do a dilegent job of research, you would think only Jews were in those camps.
3. An arguement I make all the time - what really happened before and during WWII is horrific enough. Stalin slaughtered millions in the Ukraine, but if you didn't read your history, you would think only Jews were killed. In the USSR, the Jews were running the Gulag. The thousands of Polish Officers killed by the USSR, not important to the Jews. The Slavs were seen as sub-human by the Germans, and treated as such. Not important to the Jews. Why not tell the truth about WWII? Why make up stories and lies and minimize other people's losses, while ignoring the crimes of Jews such as Trotsky [Lev Davidovich Bronshtein] ? Why is it only the Jew who is important? Here is a little history for you:

A fairly accurate number I found in a report based on Himmler's statement "around about 200,000 Jewish survivors at the end of the war from all the German concentration camps". This does not count those who were not in the camps, such as the 450,000 Hungarian Jews for example.
I personally have no problem with Jews, I have known them all my life, even lived amoung them in Israel and call many friends. I do have a problem with distorting history, making up lies about history etc.

Actually, some interesting tests over here have shown, that in some occassions, traffic rules, lights and signs actually INCREASE accidents. It of course depends on the location (i.e. won't work in high traffic areas), but in less traffic-burdened areas with good view, there are statistically less accidents, if (besides of speed limits) you just remove ALL rules..... reason being that if there are signs, lights and stuff, people trust the rules and pay less attention to the actual situation at hand - while if those guidelines are removed, they become more careful and pay attention.
Drive out of Logan airport sometime. Traffic laws exist because not everyone is an angel and you can't make them be such.

The general idealism is a product of the subjective viewpoint of the reader. Urban centers house a large percentage of the US population, but comprise a small percentage of the land area. There simply isn't a universal traffic model that is a viable solution for the entire US.
The self-centered urban planners should at least be considerate and egalitarian in pushing their standards upon rural dwellers, and at least bundle their product offerings- include fiber optic internet access, running water and sewer, etc. along with the traffic lights and speed cameras.
Tell me which intersections would be safer without traffic signs. If you want no traffic laws, try driving in Vietnam or Mumbai and tell me if you feel safer there
It's implemented in selected areas where i live (sometimes timed: I.e., lights being disabled during certain times of the day), and there are before/after statistics. The same has been done in many other cities across europe... the stats are consistent: People don't need rules, when they easily have the capacity to deal with situations themselves.... they however need guidance when situations are so busy or hard to estimate (i.e. bad view), that they cannot deal with it themselves.
It is not a matter of "humans are naturally evil/stupid/whatever" nor a matter of "humans are naturally good/smart/whatever".... it simply is a matter of mental capacity. Traffic-rules decrease attention, but if the task at hand is difficult enough, they make situations work, which humans couldn't deal with without help.
This is not an opinion. It has been tested across the continent, with before/after stats, and the numbers are consistent.
P.S.: Oh, and.... this is not about "feeling safer", but about actually "being safer". In the areas where rule-minimalization makes sense, people do NOT feel safer, and precisely because of this behave in a way that makes them safer.

Some murders will not be prevented (Joe, where you going with that gun in your hand?...)...some could be alleviated by a better economy because people would be busy making things instead of putting holes in each other...and some could be avoided by getting people prone to beat other people some psych help before they do so.
A moral citizenry is a lovely ideal, but rubber meeting roads requires pragmatic analysis of the situation.

Technically the bar is private property. So you're not in public. Likely though the bar owner will throw you out of his establishment.

You get back what you put out. Anyone who is disrespectful of a police officer, even a corrupt on-the-take one, is a fool. I am 70 years old and I can't tell you the number of times I have addressed a police officer in his 30's or 40's as "sir". I haven't had a ticket in 45 years, and I speed and run lights every day of my life. Don't drive drunk though - not because it's stupid but because I don't want to injure/kill anyone because of my incompetence.

spare us your slanted sales pitch soveriegn man. if the police were so effective in chile and the country is such a shangri-la, why do walled and gated communities abound there? maybe if you bothered to stroll through most suburban neighborhoods in the united states, you would find a majority of houses on tree lined streets, not constructed behind barbed wire laden concrete walls with 24 hour security-- like chile and every other latin american country. the fact that you malign police conduct in the united states, with a population of 300 million, where police are organized locally and therefore literally vary from town to town, is ludicrous.
