How The CIA Will Manipulate Public Opinion In Germany And France To Support Continued War In Afghanistan

Tyler Durden's picture

The latest stunner from the CIA and the Obama administration via Wikileaks. To wit:

This classified CIA analysis from March, outlines possible PR-strategies to shore up public support in Germany and France for a continued war in Afghanistan. After the Dutch government fell on the issue of dutch troops in Afghanistan last month, the CIA became worried that similar events could happen in the countries that post the third and fourth largest troop contingents to the ISAF-mission. The proposed PR strategies focus on pressure points that have been identified within these countries. For France it is the sympathy of the public for Afghan refugees and women. For Germany it is the fear of the consequences of defeat (drugs, more refugees, terrorism) as well as for Germany’s standing in the NATO. The memo is a recipe for the targeted manipulation of public opinion in two NATO ally countries, written by the CIA. It is classified as Confidential / No Foreign Nationals.

Full report demonstrating the level to which US foreign policy has collapsed. Perhaps someone can forward this to the Nobel peace prize committee?

Agreed.  A simple PR campaign is really too subtle, too ethereal a tool for them.  They don't seem to really understand people except at the mercy of garrote wire or such.

People gotta die for them to really get inspired.

And this is precisely the type of "project" in which the handy work of a little known but very powerful company comes into play...

Look into a company called "Strategic Communications Laboratories".

I'm sure we've all experienced some of their work...but if they did their job well, and they usually would have never known you were being...worked.

Better that more people realize that when you hear about a "Color" (insert Green/Orange, maybe the latest is Red...) revolution/opposition in foreign lands, figure that the CIA (at the least) is funding that "noble" opposition.

by the use of 'manipulation' you mean-a that somebody does something-a that's not to his-a benefit, hence he was fooled to do it.

this is not clearly demonstrated that the war on the barbarians is not a benefit to these fellow fascists.

The CIA is the enforcer of the oligarchy. It is inept, it is filled with bungling idiots, but it has a secret budget. The CIA cannot boil water without scalding itself. It does not even have enough sense to check someone for a suicide vest in a war zone but, it has a secret budget. If we depended on the CIA to save this country, we would all be dead as a result of them trying to save us. The CIA does not have to plan, it has a secret budget. The CIA deals in drugs when the secret budget does not cover all of the expenses. They did not even have enough sense to know that on a sunny day in downtown Dallas, people given notice of a special event would be carrying cameras to that event. Every success of the CIA has been an accident.

Spin baby spin.  I would hope this country considers how to rally others in the world to its side.  You know that others who  oppose the USA just because we are The Great Satan are using propaganda against us.  Wars are fought on many fronts.

Whether the CIA is inept is another question.  I bet the CIA is trying to do it in-house.   The CIA should tap in to the marketing minds of our international conglomerates like P&G, Kraft etc.  They are already trying to sell in those markets.  We already have the best and the brightest working on selling the Europeans goods, why not toss in a war or two, too.

the recent US Russia disarmanent treaty is probably more important to the EU members. The tension concerning the gas supplies, the problem in Ukraine, can all be put to rest if the two superpowers sign this treaty. we should assume that the missiles dick cheney pointed at Moscow have been dismounted. Afghanistan may be the price, but really it isn't much of a war, al-qaida has moved on, the taliban isn't our enemy. the CIA wants the Pakistani nuclear arsenal, and they put up Bhutto but the deal blew up. there are other puppet leaders to be appointed. the real question is how they will bullshit the pakistani people into ignoring the strings that support the candidate. this is a red herring. CIA leaks classified document, how about the one where Bush and Obama discuss policy every day on the phone.

The production of heroin was marginal to unknown in the Golden Crescent of Afghanistan and Pakistan before the CIA/Russian conflict commenced in earnest in 1979. Since then the region has grown into the largest center of heroin production in the world, producing by late 1997 some 500 tons of the white powder with wholesale value of $50 billion in the U.S. alone,an amount roughly 10 times the level of pre-war years. The result in North America was an increase of more than 100 % in recorded heroin related fatalities. Add to that an exponential increase to 1.7 million addicts, including 200,000 children, in Pakistan itself, in a country where heroin usage was again marginal or unknown in the pre-war years.

In an operation reminiscent of the transshipment of weapons to the Illopango Air Force Base in San Salvador, El Salvador and the return of the same Air Force Cargo planes laden with tons of cocaine much of it destined for clandestine air strips in Mena, Arkansas, opium and heroin were moved down into Pakistan from heroin labs in Landi Kotal back over the Khyber pass in the same vehicles which had previously carried CIA weaponry into the Afghanistan from forward positions in Pakistan.

Of course the American public remains either completely indifferent or inured to this complex and insidious web of government drug trafficking, and prefers the sanitized pablum and red herring journalism which typifies the MSM reports.Criminal enterprises draped in the flag of empire have been the unfortunate history of Central and South Asia since colonial times when the Dutch East India Trading Company opened the original trade routes to the Far East.

I've been waiting for something to happen
For a week or a month or a year
With the blood in the ink of the headlines
And the sound of the crowd in my ear
You might ask what it takes to remember
When you know that you've seen it before
Where a government lies to a people
And a country is drifting to war

And there's a shadow on the faces
Of the men who send the guns
To the wars that are fought in places
Where their business interest runs

On the radio talk shows and the T.V.
You hear one thing again and again
How the U.S.A. stands for freedom
And we come to the aid of a friend
But who are the ones that we call our friends--
These governments killing their own?
Or the people who finally can't take any more
And they pick up a gun or a brick or a stone
There are lives in the balance
There are people under fire
There are children at the cannons
And there is blood on the wire

There's a shadow on the faces
Of the men who fan the flames
Of the wars that are fought in places
Where we can't even say the names

They sell us the President the same way
They sell us our clothes and our cars
They sell us every thing from youth to religion
The same time they sell us our wars
I want to know who the men in the shadows are
I want to hear somebody asking them why

They can be counted on to tell us who our enemies are
But they're never the ones to fight or to die
And there are lives in the balance
There are people under fire
There are children at the cannons
And there is blood on the wire

Lives in the balance, Jackson Browne 1986

And this (alleged) CIA piece is confidential why?

On a slight sidenote:

NATO rejects Russian call for Afghan poppy spraying

NATO spokesman James Appathurai said the drug problem had to be handled carefully to avoid alienating local people. He said the alliance was continuing efforts to target drug lords and drug labs, but added at a news briefing:

"We cannot be in a situation where we remove the only source of income of people who live in the second poorest country in the world without being able to provide them with an alternative."

Ivanov said drugs were killing 100,000 Afghans a year and quoted U.N. figures showing that annual deaths from heroin overdoses in the more 40 than countries contributing to the NATO mission in Afghanistan were 50 times higher than their total military losses, which stand at nearly 1,600 in eight years.

"Is that not a threat to world peace and security?" he said, adding that there was a need to take a new view on the scale of the threat. "I believe this is a question of morality," he said.

How about that kind of reasoning? Air it during prime-time on TV and you gonna get some heads rolling.

The CIA's and NATO's of the world are there to enforce an agenda and to protect special interests. Yes they do drug traffiking and false flag attacks. They have always been at it. It's just during these times it has intensified. Kinda said to see people remaining deaf and dumb to this matter, the reaction you get is "bahh!! a yet another conspiracy theory, give me a break!"

Indeed it would.  One wonders just what the "war on drugs" is all about--why does the same "compassion" not hold in US urban centers?  Or, perhaps it does--communities "self destructing", except that in this case it also funds a mammoth prison industry in the country with the highest per capita incarceration rate on Earth.  Ya gotta feel for the folks whose incomes depend upon terrorizing and punishing the end users here, too, I guess.
