The army of the Democratic People's Republic of Korea issued an order, saying the army and people in North Korea should get ready for warfare in response to the U.S.-South Korean joint military exercise, Xinhua News Agency reported Monday, citing North Korea's official KCNA news agency.

I've got a picture of the haarp cloud on my phone. No I have NO way to get it off. I hope North Korea slams the shit out of alaska with a nuke. Or russia or SOMEONE could. HAARP isn't the only HAARP other there. Other countries have either already developed their own HAARP or are currently developing one. Only it's never called HAARP.

Wow, so Haarp is not only a weapon that can knock out technology (I always knew that) and to change weather patterns (suspected), it CAN be used to mess with the ground and plasma! I may be going out on a limb here, but if this thing is a form of communication, and it can affect plasma, do I need to say it? Our government is trying it's hardest to contact something else. "Is there anybody out there?"
More likely they just want to knock out satellites and communications, and develop enhanced methods of long distance wireless communication via non-satellite dependent methods.
The earthquake angle seems like a stretch to me, at least based on that pamphlet.

This is concerning. The paper stated that the Effective Radiated Power (think of the magnification of a flashlight bulb with a reflector) is 86 to 93 dBW.
In layman's terms:
86 dBW = 400,000,000 watts.
93 dBW = 2,000,000,000 watts.
That's very interesting. What the hell do they need THAT kind of radiated power for?
A GEO satellite (26,000 miles up), does just fine with ~ 60 dBW of power. That's 1,000,000 watts. Yet this thing is 400-1000 times more powerful.

You need that power density to ionize the ionosphere. They state it is an array of 360 10KW transmitters. So the actual power is equivalent to 360 broadcast stations. The "effective radiated powe"r comes from focusing the energy on a target, much like a flashlight reflector. That is what the large antenna system does.
If you can ionize the ionosphere, you can create vhf/uhf communications links from backscatter. Backscatter offers a means of broadband communications w/o satellite dependancy.

Are you an EE? Consider this. Can you think of a better way to direct ultra-ULF energy than to modulate first? Even with 99% loss from carrier attenuation (20 dB), that's still 63 dBW of ULF power. And if it's all magnetic, and it's at the resonant frequency of some ferromagnetic fault in the crust, well....
What the paper didn't mention is how the baseband is demodulated in the atmosphere. Since I cannot think of any practical way to use the atmosphere to do that, I cannot reasonbly conclude that this thing is used to generate quakes.

I do not like that one chart with the 2 hz crap. The more low frequency they put into earth the more it draws down the average frueqency and the harder it is for people to enter states of high concentration and alertness.

As a Korean, I want to say "don't worry". North Korean Government has been so good at bluffing, and this kind of threat has always been almost every year, whenever joint military exercise between S.Korean and U.S. troops is held.
I personally don't take their threat seriously. And I don't think other Koreans would take it serious, either. Just look at the Kospi. It's going up today.
