Per BreakingNews.com, Interpol has just issued an international arrest warrant for Julian Assange. The offense listed: SEX CRIMES. And somehow Interpol does not have access to the Internet and is unable to pull an image of the wanted criminal. Unclear if Ben Bernanke will follow suit in the same Sex Crime category for repeated involuntary fornication with the world's middle class. In other news, we are now taking odds on a dramatic, globally televized slow speed chase on a California highway in Julian Assange's future?

As I understand it Interpol have not issued an international arrest warrant at all, and your headline is wrong. They've issued a Red Notice, which is not the same thing.
What is the difference, and does the Red Notice confer any instruction to detain?

According to Interpol they are to "assist the national police forces in identifying or locating those persons with a view to their arrest and extradition." I think (though I'm no expert) their primary purpose is to locate, not to arrest, but with a view to possible subsequent arrest.
I gather Assange is thought to be hiding out somewhere in England and they want to find him. Probably not so they can buy him a pint either.

Well the guy did an interview in London on Nov. 11, after the Swedes had their criminal complaint. London is filed with cameras and MI-6 and supposedly this guy has been under surveillance by the NSA for Lord knows how long. Will he be picked up in the UK, or somewhere else.
