Life In America's Most Dangerous City About To Become "Living Hell" As Layoffs Of One Quarter Of Government Labor Force Begin

Life in Camden, NJ has never been fun. Frequently ranked as America's most dangerous city, whose only claim to fame are the corporate offices of Campbell's Soup, Camden is about to get even more dangerous as it is among the first to experience wholesale cuts to its government labor pool. Bloomberg reports that "as many as 383 workers, representing one-fourth of the local government's work force, are expected to lose their jobs, including about half the police force and one-third of the city's firefighters." It seems cuts have already commenced: "police officers are turning in their badges as part of deep municipal layoffs that began Tuesday." It's a good thing then that unlike the rest of the world, New Jersey does not (yet) have surging food inflation as otherwise one may be tempted to argue this could be a rather interesting hot spot in the future, especially with the local police force deciding to find better pastures even as it starts collecting 99 weeks of unemployment benefits.

From Bloomberg:

Firefighters are planning to march to City Hall on Tuesday, and Mayor Dana Redd is planning a noon news conference to talk about the layoffs in a city facing a huge budget deficit and declining state aid.

The officers began turning in their badges Monday as it became clear that no last-minute deal was going to save many jobs.

Located directly across the Delaware River from Philadelphia, Camden is rampant with open drug-dealing, prostitution and related crimes. More than half of Camden's 80,000 residents, mostly black and Hispanic, live in poverty.

The anti-crime volunteer group Guardian Angels also says it will patrol Camden, as it has Newark, where there were major police layoffs in November.

The fire department, meanwhile, has already been relying on help from volunteer departments in neighboring towns. Interim fire chief David Yates, who retired Jan. 1, has warned that that layoffs will increase response times.

A local pastor says "the fear quotient has been raised," and a police union took out a full-page newspaper advertisement last week warning that Camden would become a "living hell" if layoffs were not averted.

Of course, this being Camden, the only thing that could really push the city to recreate the living conditions of Hades would be a surge not so much in the price of food, or even iPads, but crack cocaine. And according to the Chairman there is substantial slack in the drug production vertical. Which means there are at least a few months before Camden becomes ground zero for what happens when surging inflation and insolvent municipalities mix with curious consequences.

Exactly.  This is what birmingham was facing when it cut its sheriff dept...  basically said if anything big happens, we'll call in the national guard.  Essentially, let the federal government/state pay for it.  This plan will work to a certain extent for a limited duration...  at some point, the guard will be stretched too thin and uncle sugar's pocket book unwanting to dole out more money (despite a general intent to control).

Agree.  It's the first play in the playbook on how to scare a city into accepting a tax increase.  Nationwide teachers, police and firefighters combined make up less than half of municipal payrolls but somehow cost cutting proposals always have them taking 90% of the layoffs.

Instill fear in the voters ( in order to extract the desired tax or fee inceases when the electorate eventually cries "uncle" ) by reducing those emergency services which occupy the front line. The "assistant deputy director of [ fill in the useless municipal appendage; said position occupied by a relative of a city pol ]" and like "officials" are covered by the old political saw: Forgotten, but not gone.

This is because the people are more impacted and upset by the loss of security and education than administrators. This is an attempt to influence public perception and their willingness to pay new higher taxes.

Let the people of Camden vote with their feet. If they stay, they accept the new status quo. If they leave, Camden can restructure government costs to better appease them.

The least desirable towns and cities will be the first deserted.

Actually, I am rather grateful for the water treatment employees, the public works folk who keep the creek from clogging and flooding the streets and homes, the social workers who soothe the mentally ill and remove abused children from rough homes and get them to a helpful place, the people who clear the road after an accident or a fallen tree, even the city planner who rejects the 4 story brick building plan in an earthquake zone next to a small one story wooden family home. Doesn't mean there isn't waste and some ridiculous fatcat benefits and pensions, but not all muni employees are your enemy.  Just saying . . .

Of course it would be cheaper. The elimination of bureaucracy and the presence of competition in the market would guarantee a lower cost for protective services just like it does for any other good or service.

Firefighters helped stabilize my child when she had a seizure, save lives at car accidents, assist with hazardous spills, and oh yeah, put out fires.  Fortunately, there aren't many fires.

Yep, lots of donut shops and coffee stops for the police.  But they are in visible places that at least inspire better driving behaviors in the vicinity, and are often across the street from the local saloon and the frequent flier DUIs.  I wouldn't rather they be in an office writing reports.  Better to do some of the paper work in a more visible setting.

The Fed screws with your life a lot more than your local firefighters and police.

Obviously. So many of those police and prosecutors are enforcing laws against made-up crimes. Drugs use, mainly. Eliminate all laws against victimless acts (ie., in which there is no citizen complainant to come forward and articulate the specific way in which he was harmed) and watch how much of the bloated police-state evaporates away.

Yes...but there's a downside.

One of the obvious (and less widely publicized) goals of maintaining a police state is to provide employment and corralling of otherwise suplus population.

Think about what would happen to the unemployment rate if we let our drug offenders out of prison.  In addition to the former inmates, also out on the bricks would be all the relatively high-paid prison workers.

Young human males are wired for violence.  A society that can't find them something to do isn't going to work well.

The costs of maintaining these prisons and 'justice' system at their current levels is huge. That money has to come from somewhere - if it hadn't been confiscated from that somewhere, that somewhere would have spent it on other goods and services, creating alternative value-creating employment.

It's like saying that we should pay people to dig holes and then fill them up again, to "provide employment and corralling of otherwise suplus population." No. All you're doing is destroying value.

I agree in one sense.

As long as the investors are prepared to settle for a lower annual yield, SURE their investment vehicles will hire more workers.

Although as long as the "affluent" class believes they deserve 5% returns on their liquid, there's nothing left to pay the assholes on the corner.

So let 'em shoot each other, hawk crack, and suck dicks.  It's a good way to go.  We're really all here for the rich guys, anyway.  Higher yields are well worth the price of bodyguards and home security.

I may be mis-interpreting you - in which case, my apologies - but it seems to me you're suggesting that the "So let 'em shoot each other, hawk crack, and suck dicks. " situation would continue if drugs were legalised.

Obviously, the dick sucking would continue (and who would want THAT to stop, anyway?), but the massive profits that arise from the drug trade's illicit nature would disappear - and thus so would the crack-hawking and gang-rivalry-induced shootings.

I suppose I am more struck by what is cut rather than the cuts themselves.  I'm all for bloated governents slimming down.  I just think it's a bit amusing that the most common tactic is to cut services first and keep bureaucrats enshrined.  Seems like it should be the other way around.

Total employees = 383 x 4 = 1532

45% of police  = 168

Total police  = 168/.45 = 373

Percentage of total employees who are police = (373/1532)100 = 24.34%

33% of firefighters = 67

Total firefighters = 67/.33 = 203

Percentage of total employees who are firefighters = (203/1532)100 = 13.25%

Police and firefighters make up 37.59% of the employee roster.  Of the 383 employees being cut, 235 are police and firefighters.  61.36%.

Well, I'm still not quite understanding your point.  (Not your fault, I'm just thick.)  Personally, I think the police and fire dept are generally overstaffed, and every other department is generally understaffed.  Further, the police and fire dept. typically are your costliest units, so cuts in those departments are going to be more effective both immediately and long term considering pensions.

Life expectancy of any retired municipal employees living in Camden will drop, decreasing the pension obligations.  Also, fewer new employees will live long enough to vest.  More cops will die, and they will likely be vested since the new guys got the axe.  This will further reduce pension obligations.
