You're reading too much into this, imo. He says just that, what we already knew, in the case of Greece. The ECB works with all the central banks in the EU, not just those from the eurozone. Does he mean countries from the Eurozone or countries from the EU in general?
And no, what Trichet says doesn't have a political effect, so he can't say what you infer from that, Tyler. It's not up to him to decide that.
