Obama Has Signed Secret Order Authorizing Covert US Support For Libyan Rebel Forces

While we expect the imminent attempt at refutation from Hillary Clinton, we can't help but admire the symmetry between the handling of this campaign and that of Afghanistan where Al Qaeda also ended up on the receiving end of US generosity.

From Reuters:

President Barack Obama has signed a secret order authorizing covert U.S. government support for rebel forces seeking to oust Libyan leader Muammar Gaddafi, government officials told Reuters on Wednesday.

Obama signed the order, known as a presidential "finding", within the last two or three weeks, according to four U.S. government sources familiar with the matter.

Such findings are a principal form of presidential directive used to authorize secret operations by the Central Intelligence Agency. The CIA and the White House declined immediate comment.

News that Obama had given the authorization surfaced as the President and other U.S. and allied officials spoke openly about the possibility of sending arms supplies to Gaddafi's opponents, who are fighting better-equipped government forces.

The United States is part of a coalition, with NATO members and some Arab states, which is conducting air strikes on Libyan government forces under a U.N. mandate aimed at protecting civilians opposing Gaddafi.

In interviews with American TV networks on Tuesday, Obama said the objective was for Gaddafi to "ultimately step down" from power. He spoke of applying "steady pressure, not only militarily but also through these other means" to force Gaddafi out.

Obama said the U.S. had not ruled out providing military hardware to rebels. "It's fair to say that if we wanted to get weapons into Libya, we probably could. We're looking at all our options at this point," the President told ABC News anchor Diane Sawyer.

U.S. officials monitoring events in Libya say that at present, neither Gaddafi's forces nor the rebels, who have asked the West for heavy weapons, appear able to make decisive gains.

While U.S. and allied airstrikes have seriously damaged Gaddafi's military forces and disrupted his chain of command, officials say, rebel forces remain disorganized and unable to take full advantage of western military support.

People familiar with U.S. intelligence procedures said that Presidential covert action "findings" are normally crafted to provide broad authorization for a range of potential U.S. government actions to support a particular covert objective.

In order for specific operations to be carried out under the provisions of such a broad authorization -- for example the delivery of cash or weapons to anti-Gaddafi forces -- the White House also would have to give additional "permission" allowing such activities to proceed.

Former officials say these follow-up authorizations are known in the intelligence world as "'Mother may I' findings."

In 2009 Obama gave a similar authorization for the expansion of covert U.S. counter-terrorism actions by the CIA in Yemen. The White House does not normally confirm such orders have been issued.

And here is what US taxpayers will be funding on behalf of, among others, Al Qaeda:

The article, by VOA intelligence correspondent Gary Thomas, said covert action "can encompass many things, including propaganda, covert funding, electoral manipulation, arming and training insurgents, and even encouraging a coup."

U.S. officials also have said that Saudi Arabia and Qatar, whose leaders despise Gaddafi, have indicated a willingness to supply Libyan rebels with weapons.

Members of Congress have expressed anxiety about U.S. government activates in Libya. Some have recalled that weapons provided by the U.S. and Saudis to mujahedeen fighting Soviet occupation forces in Afghanistan in the 1980s later ended up in the hands of anti-American militants.

There are fears that the same thing could happen in Libya unless the U.S. is sure who it is dealing with. The chairman of the House intelligence committee, Rep. Mike Rogers, said on Wednesday he opposed supplying arms to the Libyan rebels fighting Gaddafi "at this time."

"We need to understand more about the opposition before I would support passing out guns and advanced weapons to them," Rogers said in a statement.

Especially since such non grata individuals as Osama Bin Ladin and his troops may be in the immediate vicinity.

As mentioned in previous threads here, it is simple amazing that the left leaning *NBC and CNN are over the top hawkish for this "The Ed Show: Americans have been injured and  we must go to war. And pay to arm the rebels." Repeat for 60 minutes.

Which Americans? How many? When? Where? Lockerbie 35 years ago? Were they killed because they were they were vacationing over there, at an applebees/embassy, and specifically targeted because they were Americans? Or were they going for the full cultural immersion, hanging out in some urban neighborhood at 10:30PM trying to pickup chicks/guys outside a cafe ... using the 100 words of Arabic they know ... ran into a gang of youths who didn't take kindly to being called "hot shit?"

If it is about nation building, fine. just say it. If this is about brutal dictators, then you need to deify GWB. It is known for a fact that the Hussien boys put people through wood chippers and smelters. He used chemical weapons on 1000s of his own Kurds.

But if this is spending $500 Billion 'cause a dozen American tourists had a dune buggy accident I call bullshit. If you want to save American lives and topple entrenched tribal regimes. You need to take 1 (out of 500) Billion $ into Detroit. Hire 30 corrupt cops and flat out tell them to bribe the gang-bangers not to kill and rape each other with the rest of the money. You'd save 100 times more "American" lives and still get the social experiment of re-arranging a violent set of tribal chieftains. If this is about reserve currency, then spend $100B on c-17s and dump the $400B out the back on pallets. 

As bad as CNBC is MSNBC,CNN (raditgan excluded) are far far worse.

22nd MEU, Camp LeJeune

At least one more unit in Marine Forces Reserve, Naval Support Activity, were given orders, meaning somwhere an additional Marine MEU will be deployed, probably a West Coast unit.

That sums to approx 6,600 Marines on duty with orders to deploy to Libya by the end of April, at least 1500 on Reserve stateside to fill in slots, and Navy SEAL teams attached to the 22nd fleet.

IDK what the other branches have going on so I won't comment on those.

When the 12-pack of domestic piss beer at the local 'Piggly Wiggly' runs out?  When 'Joe Plumber' can't order up softcore porn on pay-per-view and smack it while the wife is out with the girlfriends?  What does it take?

To me, anyone who has read any form of basic economic theory in High School should be able to catch on to the obvious shinannigans that are being played.

Of course, perhaps it's 4:45pm EST and the drinking on my end has begun (just beer for now) that I wax poetic.

My last thread of hope for the minority of humanity is beginning to fray ;)

Libyan oil may not be directly important to the U.S. but it is to Italy and other countries, and if the lack of oil hurts our allies, then indirectly it hurts us too.

the last thing al-queda wants is to rule a country; they are more interested in nation unbuilding than nation building. and al queda has lost a lot of respect from others in the ME since the revolutions don't have much of anything to do with Islam. so i am not too worried about al-queda in this instance.

Whats really amazing is what a dissembling jerk the POTUS is. Now expect the GOP (other than McCain, etc) to start picking this covert policy apart, and when they get their back up, they switch their intransigence to every target of opportunity, like budget reform and the debt ceiling. In the end they will do what Democrats could never accomplish when Bush started Iraq, they can cut off funding. Democrats voted to raise the debt ceilling, even while they disagreed with the Iraq war. 

The real danger here is that the war isn't resolved quickly (check) and that it will spill across Libya's borders, (the whole region is a regime change zone). So do we give the rebels the weapons that are game changers, and watch those weapons hit the underground black market, or give them just enough fire power to keep this thing going until it gets really ugly, or do we put boots on the ground (to the shores of Tripoli, incidentally the Marine Corps had a strategic downgrade the other day, lots of reasons, among them their poor (relative) performance in Iraq and Afghanistan, and their outmoded reliance on amphibious tactics.)

and taking out Qaddafi won't settle anything, especially if his sons, and his hand pick successors have control. It took a while to get all the Baathists out of Iraq, and there was a lot of innocent blood shed along the way. But if it's Obama, bet on more of the same of whatever it is.

this is silly. 

The move into Libya came in the blink of an eye.  Can anyone remember a quicker UN sanction vote?  The fix was in on this.  OPEC, OECD and the US want the Colonel out and they are going to do whatever it takes.  Even if they don't have a clue as to who those rebels are.  Someone thinks no matter what happens that light sweet Libyan crude needs to keep flowing to Europe so what else matters?
