Yup.  I remember being in this same office, watching the vote on CNN via CSPAN and swearing profusely.

That was the vote after the initial TARP (which led to TALF) vote failed, and Hank Paulson, Ben Bernanke & Rumsfeld warned CONgress that Martial Law was imminent, an asteroid would hit the earth - and they had JP Morgan and Goldman Sach tank the equity markets just to scare the living shit out of 401(k)/Pension/IRA hostages.

Actually, when Paulson, Bernanke, & Rumsfeld warned of Martial Law they were telling the truth.
