What is a psychopath? Something like 1-2% of the adult population is comprised of psychopaths, but a disproportionately high % of the elite (CEOs, politicians, etc) are psychopaths. Most people think of psychopaths as crazed murderers, and for sure, most crazed murders are psychopaths, but not all psychopaths are crazed murders. If you google the clinical characteristics of a psychopath, I think most politicians who rise to Weiner's level (no pun intended) share many (perhaps most) of the characteristics.
