Fascism in my opinon is a complex system that combines a government populated by oligarchs, military men, elected officials (corrupt and not), cartels & monopolies, and police forces who collude at certain points to get what they want-- namely money and power. Fascism has less to do with communism than you'd think... the state is controlled by business interests like the Federal Reserve, the MIC, and Monsanto, etc. The government is populated by businessmen who serve other interests. Why would one hoard anything but food in case of such developments?
Demand for oil would probably drop. Sure, significant deliveries would be interrupted and let's say 20% of world oil capacity taken offline, but industrial production would instantly crash more than that. There would be surplus of oil. People would lose jobs and stay home so demand from cars would collapse. Trucks would deliver only basic necessities. International travel and tourism would also collapse. OK, the military would spend more, but I doubt they would make up for the loss in civilian economy. (Stat: DoD consumes about 300K+ bpd (2006)).
The same goes for PMs (I own, so I think I'm being objective). People who aren't buying now will be even less willing to buy then (and especiallly if prices were even higher).
I can see how food prices would go up. And in case the shit really hits the fan, the only good investment would be a ticket to Mars on one of those next-gen private space ships.

I wouldn't bet against the possibility that one or more countries - can't even begin to say which ones - have buried weapons of various kinds underneath US and major European cities. At a miniimum these would be CBW weapons - probably 'dirty bombs' as well. I'm equally sure that at least some of these weapons do not rely on remote triggering - rather, there are no doubt deeply concealed sleeper agents who will have the means to detonate these weapons regardless of external circumstances. I'm sure that the US has done this too - probably worldwide. after all, who is going to risk losing a substantial portion of an electronics-dependent retalitory strike force to a coordinated EMP attack?
