The concept of a free phone for hobos and homeless is incorrect; it’s actually a welfare phone tied to the government’s poverty line definition. As usual this is the traditional teamwork play between the welfare handouts, the communications company profit centers and the tech industry supplying the phones – all paid by the taxpayers.
Before this latest announcement by the California Public Utilities Commission, there were two ways to qualify in California, according to Free Government Cell Phones, and they were a bit different from other states. (Note: these number effective through 5/31/12):

Method 2 Income-Based – You may also qualify if your total annual household gross income is at or less than annual income limits for your household size:
