Obama's 23 Executive Gun Control Actions

Tyler Durden's picture

The following is a list, provided by the White House, of executive actions President Obama plans to take to address gun violence.

1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.

2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.

3. Improve incentives for states to share information with the background check system.

4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.

5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.

7. Launch a national safe and responsible gun ownership campaign.

8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).

9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.

10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.

11. Nominate an ATF director.

12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations.

13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.

14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.

15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.

16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.

17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.

18. Provide incentives for schools to hire school resource officers.

19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.

20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.

21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.

22. Commit to finalizing mental health parity regulations.

23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

I'm really more interested to see what type of schism opens up in NY, when people start trying to figure out where they're going to find an auto with a 7-rd clip.

I'm curious to see how many people turn in weapons that are even more illegal than yesterday and who is going to actually turn in their 10-rd mags.

Or because hardly anyone does make a 7 round magazine, and you thereby make almost all semi autos prohibitive.

Try finding one for a long gun ...

So either risk loading one too many and breaking the law, or just use 5 rounders.

That's getting closer to Bloomberg's desire for a 3 round limit on long guns ...

However, if you load more than 7 rounds in a grandfathered 10 rounder ... whoops, there is goes! Hope THE MAN is not shooting next to you.

There are many quality compact semi-automatic pistols available that have magazine capacities of seven or less rounds.

As to rifles, maybe New Yorkers will start looking more a bolt-actiont "sniper rifles," where shot placement is more important than magazine capacity. To illustrate what a sniper could do in a domestic tyranny situation, author Matt Bracket recently wrote a short story called "What I Saw At The Coup" that, among other things, illustrates the tactical effectiveness of lone snipers.

There are always unintended consequences.

The important thing to remember here is that is takes quite a while to swap out a clip with only 7 rounds..oh wait nevermind.

Would sure make for an interesting closing arguement during a murder trial.

"Therefore ladies and gentlemen of the jury, since the defendant did INDEED only load seven rounds into his pistol clips even though chaging clips three times, I urge the utmost caution when handing down a verdict since he did follow the rule of the law!"

Add to that the mental health provisions and you get the ultimate goal, anyone at high risk for PTSD (all vets especially trained snipers) and the potential resistance could be disarmed. But of course that's just paranoid of me to even think that. I wonder if paranoids will be on the list?

Yep. Just wait for the new DSM-V to be released. Just about everyone will fall under some kind of "mental illness."

Any month now...any month...then ipso facto, you are now legally denied your Constitutional and natural right to purchase and own a firearm because either you or someone in your family at some time has/had a "mental disorder" that disqualifies you. Ammo will also eventually fall under this requirment, if you can find any. Then watcha gonna do? Go to court? That could take years.

Wed, 01/16/2013 - 22:39 | 3160899 knowless

i have an interesting family life, which led to many visits to psychiatrists when i was younger, i would generally talk about politics with them, or the overall inequity which i would witness in even the most minute of interactions, i loved hearing: "well, although i agree with you, we should talk about you for a bit," not because they disagreed politically of course, or even that they were guiding; they genuinely agreed, but because my underlying "mental illness" was not being treated by allowing me to speak freely. because I am not mentally ill, unless mandated and designated as so.

I am fairly certain that based on my family background I will be placed on a no buy list (in my mind that action is a revocation of my citizenship of the united states of america, a separate issue entirely however), not because i am incompetent  or that I pose a threat to anyone besides those which would do me harm, but because of a subjective basis of analyses which would label me temporarily as "mentally defective", and permanently a felon.

My insanity has always revolved around pointing out abuses of authority. There are several terms which are acceptable diagnosis currently according to the american standard of the DSM, which encompass such neuropathies, ODD (oppositional defiance disorder) is the one i'll name, although liberal interpretations of the manual will yield you with a plethora of candidates.

I can talk at the people around me in my daily life, about the obvious forces which put pressure on the media, about propaganda  but it's too much for them, they stare at me blankly, derisively respond at times, only thinking dimly to themselves that maybe they should pay heed . the only "sane" thing to do at this point is not pretend that any analytic understanding of the informational structure will help you, as they have telegraphed, relaying direct understanding will only put you first under the "gun".

so yea guyz; pretty much at the point where you stand as a man, thoughts known to no one, or not at all. trust in preservation of the spirit within you to survive, no one else can grant you that strength. kthxbye

if this is their route, then meet it.

although i will always doubt the mental health professions, they are too well payed to know sympathy.

and often times that in and of itself disallows empathy.

i apologize to all who read this and found meaning, you are being lead astray.

Yesterday I was called to jury duty. Everyone was shown a video by the Clerk of the Courts to explain a citizen's duty to participate in the jury system. He said, in the video, that every citizen is guaranteed, by the Constitution, to the right to a trial by a jury of one's peers. After the video the moderator asked if anyone had any questions. I had to bite my lip really hard to ask how that statement coexists with the NDAA/indefinite diisappearance powers Obama has assumed.

Maybe the video needs to be revised. I said nothing due to the presence of several police officers. I wanted to see my family again.

The thing that pushed back the most was FBI stats that guns only kill 11,000 per year vs doctors who kill something like 120k per year. They will need to change the data to justify the next step.

All the Assault weapons ban stuff and high cap mag stuff... is Obama suggesting this will be voted on by congress... or what? I mean, he mentioned those things, but they aren't on the list.

O’blamo & Biden are getting plenty of political pushback from law enforcement. Like this:

Mueller: Stop exploiting the deaths of innocent victims

January 16, 2013

Linn County Oregon Sheriff Tim Mueller has become the second prominent law enforcement official to put the Obama administration on notice that he will not enforce unconstitutional gun confiscation programs.

Juggernaut: "This is an act of war."

This just in, from Obama's people seeking voter support:

It includes:

  • Pass a new, stronger ban on assault weapons
  • Assault rifles have been used in several recent mass shootings. The shooters in Aurora and Newtown used the type of semiautomatic rifles that were the target of the assault weapons ban that was in place from 1994 to 2004. That ban was an important step, but manufacturers were able to circumvent the prohibition with cosmetic modifications to their weapons. Congress must reinstate and strengthen the prohibition on assault weapons.
#NowIsTheTime to pass a new, stronger ban on assault weapons
  • Limit ammunition magazines to 10 rounds
  • The case for prohibiting high-capacity magazines has been proven over and over; the shooters at Virginia Tech, Tucson, Aurora, Oak Creek, and Newtown all used magazines holding more than 10 rounds, which would have been prohibited under the 1994 law. These magazines enable any semiautomatic weapon to be used as an instrument of mass violence, yet they are once again legal and now come standard with many handguns and rifles. Congress needs to reinstate the prohibition on magazines holding more than 10 rounds.
#NowIsTheTime to limit ammunition magazines to 10 rounds
  • Finish the job of getting armor-piercing bullets off the streets

    There ya go.

Q:  What do armor-piercing bullets have to do with past shootings?  Other than making an outright citizen revolt much more difficult against a tyrant-State?  Don't give me the "protect the police" crap!  What you then get eventually, is a "Peasants vs. Feudal Lords" mismatch of "our pitchforks against their horses, swords, shields & spears".  And we all know how that story goes.

For those who may have suggested in the past that a well-regulated militia means "Joe Public" and should have the same arms (rifles and sidarms) as the police and military -- in order to help defend against foreign enemies and domestic tyrranical enemies -- seem to have been outflanked and out-gunned in Obama's theater of Public Relations.

And good luck in getting a state-by-state Regulated Citizen Militia... the Gov would keep special tabs and records on all members and view them as foreign enemies.  If one were established, then in a time of crisis/revolt, they'd first round up the militia leaders.  The way the French king (at the order of the Pope) rounded up all Knights Templar on Friday the 13th, 1307 A.D.

"A well regulated militia, being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed."

A government (and its leaders) shall fear its people -- fear its We The People -- not the other way around!

Resist them lawfully, but resist with "tooth & nail"!  Need a grass-roots swell, that starts with a PR counter-campaign  -- that first defines, and then controls the 'argument' at ALL times.

Rocky, I believe youask a legitimate question and being a microbiologist I have no professional or scientific response. I nor any of my family have taken antidepressants, however I have had numerous unpleasant experiences with those who have, personally as well as professionally. A work associate who was trying to wean herself off meds became extremely erratic and was a danger to patients. We could not fire her BECAUSE she was on meds. It was insane. We just prayed she wouldn't harm a patient and waited for a chance to fire her for an alternative cause. Kind of like getting Al Capone on tax evasion. I've known a few people who were on these meds and I had eventually eliminated the relationship because they were so moody and volatile. The key fact was they didn't know they were even being that way! They were so incredulous when I didn't want to be with them anymore. There is some kind of strange disassociation between their reality and true reality. I cannot adequately describe it, I'm sure a psychiatrist would do better. If what I'm saying is not just anecdotal but a true result of antidepressants then what you ask about law enforcement being on meds is legitimate. In the medical field many professionals do abuse meds, mostly stimulants. I'm sure antidepressants are being used as well. Do you want your thorasic surgeon performing open heart surgery on you when he's taking Zoloft?

With regards to the 99% of the wives.  Yes a bit high.  The purpose of this was show that antidepressants are overprescribed just many other psych meds.  It just makes it easier for people to take a pill that will "help" them with the stresses of a very complex and busy society.  Women working, and raising kids, and trying to look pretty, trying to be loving to their husbands even though they don't show the same affection, women who have PMS out of control, etc... the list goes on.  Taking celexa or prozac, levels the mood.  But it deadens the soul.  No ups and downs like we are supposed to be experiencing.  As far as the truly sick population...  I remember my psych rotation at the local VA medical center.  I interviewed PTSD, homeless, sexual deviants, true psychotics that were "functioning" in society.  I remember the guy who said he was on the moon last week...described it in detail...I almost believed him.  :)  The psychiatrists that prescribed the meds all said the same thing.  They truly don't know how some of these meds work, and they don't know what some of these meds do to some.  I remember one a Dr. ****** that said in his Indian accent, when he is adjusting meds on a patient, "It's a little sprinkle of this and a little sprinkle of that...(very clinical) then take them off this and try that..."  It was the complete opposite of a personal feeling, or heartfelt feeling that I took away from that experience.  I truly felt sorry for the patients.  These were people's fathers, sons, daughters...ending up in the system, existing in a real and psychotic state.  I'm on a rant and tangent...I should be medicated...

If you aren't on meds, God bless you.  Stay off them.  I could go on.

Thanks for the reply! What an experience you have shared! I've never taken meds but was offered them several times. I refused. I eventually found a method developed by a cognitive psychologist that got me out of my abyss. My husband and daughter also used it with great results. If you are interested, I will share it with you if you know of anyone who has anger issues(me) or sadness. It does take work, certainly popping pills is easier, but the results are amazing if you put in the effort. It is not for the truly insane or someone who is very clinically depressed. It is based on the theory that the brain is plastic and therefore can be changed or as they say "rewired". After practicing their method, old triggers to anger, unhappiness just fade. Let me know if you are interested.

As a physician, I can tell you that just like with police and military...there are good and bad....some want to boot lick the government ....some have a healthy fear of it. A lot of doctors can afford guns and for some it is their main hobby. IPSC, IDPA, F class etc. There will be some physcians who will use this to pursue their own anti-gun agenda....avoid them if you can identify them. Most will be good citizens (in the true sense) and will strive to protect liberties while at the same time keep insane people from shooting others.

In Las Vegas a few years ago, I was sitting next to a doctor who had recently been shot by a patient. I said 'how unusual'....he said...'there are 2 other doctors in this room who have also been shot by patients'....true story.

We see a lot of crazy stuff, particulary psychiatrists. Their world is not easy. Few go into the field. I have no issue with trying to keep guns out of the hands of people who do not know what they are doing. I fear that this will become an odious responsibility and the next step it that we will have to 'certify sanity'. Slippery slope.

The number of mental diseases identified in the manual has risen from 100 to 300 in the last 15 years.  That translated to a virtual epidemic of madness sweeping the country. Only a decade ago, psychiatrists said one in 10 Americans had a mental illness.  Now according to the manual, half the population is mentally ill.

    no, they didn't.

this may surprise you but there are VERY serious limits on sharing of info by congressional decree and people routinely frustrate the hell out of anyone trying to do it even within agencies.

Your local doctor probably thinks more like you do than the Feds do.  Wake up.

These guys really ARE the tiny dot.  You have states, local sheriffs, people coming out of the woodwork to say oh yeah I'm not going to enforce this.

You think Arizona is going to enforce a single thing the Feds want when the feds told ICE and CBP to just look the other way at the flood of illegals that AZ was trying to police on its own?

The biggest fear the feds have is that the states that don't contain population centers full of 47% will say GFY to them.  Bc what is Cuomo gonna do, he has NYC; does he think he's going to impose on the rest of the states?  He's gonna tell WY what to do?  I think he'd like to; all of the mob rule 47%ers revel in the fact that they have this electoral power by virtue of their control of a tiny number of counties nationwide.  Just like the ppl in LV can mob up and force ranchers upstate to surrender their water to LV for its use and waste.

But at some point, the rubber hits the road and while the libtards may have numbers, that only works so long as you consent to it.  They've already renounced violence and embraced diversity; they are DOOMED.  Diversity will EAT them and on the other side of the red/blue wall are a lot of people with a lot of guns who don't like them much either.

Just leave the blue counties to their own devices and stop feeding them.

Yer off-script.  Repeat after me: Red states love and respect their citizens, blue states are collectivist control freak governments.

What about self-respect and emotional stability?  And what benefits, or lack thereof, in diversity?

Someone raised this in another post the other day:

    States with Highest Suicide Rates

    1)  Wyoming

    2)  Alaska

    3)  Montana

    4)  Nevada (Okay, Vegas is there and all-on-red doesn't always win)

    5)  New Mexico

    46)  Illinois

    47)  Massachusetts

    48)  Maryland

    49)  New Jersey

    50)  New York

Another year's data barely changes the order, and the highest still come out Alaska, Wyoming, Montana, Idaho, New Mexico, Nevada, Utah.  Other lowest states include Connecticut and Rhode Island.

Highest rates of depression are Utah, West Virginia, Kentucky, Rhode Island (I think it's hearing that Prov'dence accent), Nevada, Oklahoma and Idaho.

Oh, and most prescribed Viagra/Cialis is in places like Tulsa, Fort Worth, Waco, Oklahoma City, and Austin.  Least is Boston (dem Micks can always cowboy up, it seems, while the cowboys are such in name only)

This is all apropos of little, except I'll bet not many would have guessed correctly.

I think in Texas these troopers got in trouble. In other states, not so much.

Read daily of officers shooting dogs, nothing ever happens to them.
