Whilst the beat coppers do not routinely carry guns, don't ever think that the UK Police Forces are not armed, and armed well.
When the situation demands, they have access to very effective hardware, and can use it very well.

Growing up I had the upmost respect for cops as authority figures. Now most of the young cops where I live are some of the guys who just barely graduated high school even by today's diminished standards.
I'm at a crossroads. Half seem like good guys who have a genuine interest in fighting crime at work and in taking care of their families on the home front, while the other half seem like the special type of assholes who get a kick out of abusing/harassing innocent people.

The guy has a rifle that fires a 50 cal round which will go through any wall, a couple of dozen people standing in a line, any cop vehicle they have etc.
Its a serious weapon. We used the heavy machine gun version to shred a swath in a forest once. It turned trees wider than a mans chest into splinters dropping them with a round.
A dozen rounds would shred a very large group our people, there is no where they could hide, nothing they could hide behind.
Oh and it has a range of about 2 kilometres, try and secure a perimiter when he could be a km away and still be putting down accurate unstoppable fire.
At 2000 yards your drop with a 750 grain AMAX (2700fps at the muzzle) is over 1500 inches or 72.15 MOA. Not too many shooters calibrate that far out. Even with a 1000 yard zero you are scraping the bottom of the scope.
Oddly enough it will still be doing 1300 fps and have the energy of a surplus 30-06 round at the muzzle (2845ft-lbs)
The longer he waits before striking again the more jumpy the police will get, sleep deprivation will take its toll, with even more mistakes. The police must effectively guard 50 individuals for a prolonged period of time.
