I agree this is really about theft of Russian money deposited in Cypriot banks first and foremost, the violating depositor insurance was a secondary goal here not the primary. I believe that was just a test to see if they could get away with it and what the consequences would be. We are just going to have to agree to disagree who is the ultimate driver behind the theft. We are only seeing the bag men at this point. More moves need to be made on the world chess board to see what happens next. I still say the Russian money left Cyprus ahead of the decision. I don't think for a second people high up didn't tip them off to make sure they didn't wind up in accidental suicides on purpose.
The only thing that bothers me is the resource angle, it just doesn't make sense to pull this gambit on the Russians when they can cut off almost all your gas with a single turn of a valve. They use depositors assets for margin to gamble and trade like a hedge fund, all backstopped by the US government.
Very little of their earnings come from traditional banking activities.

Why do they need to lend it from foreign banks at interest? Why have they given up their sovereignty and why are they not taking it back?
As much as the IMF and ECB are asserting their power, they got all their power from the sovereigns in the first place. There is no natural reason for it to be so. ECB would be nothing if the sovereigns took the power back to issue their own currency debt free.
Specifically in this case the banks have not independently confiscated anything, they were merely agents of the government in imposing the "tax". Anyway, tax is government theft by definition, so what is the difference from other taxes.
