Texas Wants Its Gold Back From The Fed

Tyler Durden's picture

Submitted by Michael Krieger of Liberty Blitzkrieg blog,

Texas Moves to Repatriate its Gold from the Federal Reserve

This is one of the most interesting stories I have read regarding the precious metals market in quite some time.  It appears that Texas Rep. Giovanni Capriglione has a bill in play that would move the state’s gold from New York (where its under the “safekeeping” of the ultra shady Federal Reserve) to a depository within the state of Texas itself.  The reason this would be such a big deal if it happens, is because a lot of the gold bought and sold globally is not very likely not actually owned by those that “buy” it.  From my perspective, pretty much the only countries that actually buy gold and bring it within their borders are China, Russia and Iran.  Most other nations that claim they “bought” gold, most likely hold a certificate that states they have gold in London or New York.  So in other words, they have no gold.  It looks like Texas is wising up.

From the Star-Telegram:

Freshman Rep. Giovanni Capriglione, R-Southlake, is carrying a bill that would establish the Texas Bullion Depository, a secure state-based bank to house $1 billion worth of gold bars owned by the University of Texas Investment Management Co., or UTIMCO, and stored by the Federal Reserve.

“If you think gold is a hedge, or a protection, you always want it as close to the individual and the entity as possible,” Paul told The Texas Tribune on Thursday.” Texas is better served if it knows exactly where the gold is rather than depending on the security of the Federal Reserve.”

You’ve gotta love Ron Paul.  The guy is still raising hell even after he left Congress.

The highly political Governor also appears to be on board…

“If we own it,” Perry said, “I will suggest to you that that’s not someone else’s determination whether we can take possession of it back or not.”

“We don’t want just the certificates. We want our gold. And if you’re the state of Texas, you should be able to get your gold.”

Come on Rick, that sounds like terrorist talk.

The United States and many other countries stopped pegging their currencies to the gold standard decades ago. Capriglione said the bill is not about putting Texas on its own gold standard. Rather, a depository would give the state a reputation as being more financially secure in the event of a financial crisis.

Transporting gold from New York City or other banks to Texas would be impractical from a security and logistics standpoint, Capriglione said.

Ok, that’s just weird.  Gold is shipped all over the world every single day.  This isn’t even an international shipment.  My guess is that the Fed has already made it clear they will not be sending any gold to Texas.

He believes that it makes more sense to sell the gold that Texas has elsewhere and repurchase it within state lines.

He said the measure wouldn’t pose a significant expense, because the gold bars could be safeguarded in a small area, no bigger than 20 square feet.

Again, if that’s all it is what’s so hard about shipping it?

Such a bill might not divide lawmakers strictly along party lines. Sen. Rodney Ellis, D-Houston, called it “an interesting concept” but said he wants to learn more about it and talk to “colleagues in the financial industry” before weighing in on its merits.

Great idea Rodney, because taking advice from Wall Street leads to such favorable outcomes.Full article here.

Here is a map showing the number of gun owners in Texas

We have lots of ammo as well and millions of firearms to defend ourselves. Now if we can just get the boys up at Fort Hood to back us with a few M1's and we grab a few of the F35's being built in Dallas we might hold our own against her.

It might be part of the preparations for secession:

Exactly.

Perry has already tipped his hand regarding secession - he & Texas are moving in that direction, without a doubt.

The reason this Bill is not pushing for delivery/transport is obvious - the Fed will never deliver the physical.  This Texas legislator is already one step ahead... sell the certificates and buy the Au within state lines.... much easier and much faster than getting the Fed to pony-up the physical. Not sure why the author of this article can't see this very obvious point... does he really think the Fed is somehow obligated to delivery Au to it's owners?  They're seizing private (fiat) assets in Cyprus but the Fed is going to deliver Au to certificate holders?  The rule of law has been thrown out the window - act accordingly, as Texas is clearing doing now.

Utah has legitimized Au/Ag as money, Arizona is doing the same. Texas is moving towards a gold-backed state bank. North Dakota has a terrific state bank structure in place... it's becoming very clear where/how the 'battle' lines are being drawn... many (western) states are preparing for sovereignty because the "Federal" level of government in the US is failing at an alarming rate.

Anyone waiting for this news in the MSM will be hearing too little, too late.

First they will get them to settle in cash, maybe give them 1.1 or 1.2 billion back.  Then they will devalue the dollar ala 1933, and you might be exactly right.

Actually thats not a bad idea at all, if you want to actually accumulate physical gold.  But where would Germany, or Texas for that matter, find that much gold within its borders?  If they don't have a gold mine, they would have to buy it from their citizens, or steal it.

Of course there is no way to transport gold in bulk like that. It can't be done. Really. Unless you have a 500 year old wooden sailing ship, the way the Spanish moved it. That would work. Or dumps rucks like in Die Hard. That would be cool if Rick Perry busted t out that way.

Actually it is done, in bulk and practically.  But the people who do this aren't cheapskates and don't bullshit about penny movements in the paper price since they are paying $/per oz for transit plus another $/oz everytime they refine it.

In the case of Texas it would propably be 6 flights after backing out security personal and lead weight from MTOW.

There's one very troubling section in the bill, it means you don't own the metal as long as it is deposited with the state:

Sec.

AA

STANDARDS.

...

(f)

Precious metal deposited with the depository by any
person is the property of this state and is held by the depository
outside the state treasury. On withdrawal and settlement, the
precious metals become the property of the depository account
holder.

You didn't really think the TX legislatures were going write a law to get the gold closer to themselves, that didn't also give the State of Texas an easier path to "nationalizing" the lucrative asset of an SOE in the event TSHTF did you?

That law is actually no different the bailment contract for ANY bank account in the US anymore.  So as long as the State is depositing the State's gold, more power to them.  And if you are depositing your gold in any Bank, I'll just be polite and say good luck with that...

Just don't go on and on to locals about how you did things in New York, nobody cares what people do there or how and it creates a strong dislike of the New Yorker.  There is some odd dynamic that makes northern transplants yammer endlessly about their home state seemingly because they think it nakes them look smart or sophisticated- it doesn't. It only makes people completely fucking hate you and if things should go bad you'll be on your own.

They do this in the stock market all the time, under the guise of a block trade. If someone wants to sell 1M shares of Google, they don't want to try and push it through the (low volume) market at the NYSE. Once the word was out there was a heavy seller, the price would collapse.

That's when a buyer and a seller get together, agree on a price. The trade crosses but none of the stock is ever publically offered, or bought. and there is usually some kind of quid pro quo. A hedge fund for instance wants to buy some float from the owner, the fund wants access to their books, etc etc.

There is already some kind of quid pro quo attached to the storage of the gold in NY, which has something to do with the Texas state public pension funds, the bond rating agencies, etc. In other words the gold is like a bond against default which works on various levels. The Fed doesn't want to have to unwind the derivatives attached to that gold. The Fed [probably] also uses that gold as a bond. According to Nixon we went off the gold standard, but the sneaky truth is these guys still use gold to back their foreign banking transactions, while they print fiat money guaranteed by nothing for public use. those rich old bastards aren't stupid.

so it's a big deal, means the Fed has to print up some more worthless paper, put it in the back of a C131 and deliver it to Texas. Texas then buys $1B gold on the market and the price goes up and the Fed chief and their rich banker pals all rub their hands together and grin.

The source artcle further indicates that to get its gold as physical, TX will have to sell its paper with the Fed and then buy on the open market.

Note that by this method that the Fed neeeeeever has to come clean on the availability of actual physical inventory.

Still, it will be an interesting story to follow to see all the twists and turns that can be taken.

I'm pretty sure Texax not only handles nuclear fuel, but full on nuclear bombs -- the Pantex plant ( http://www.pantex.com/Pages/default.aspx ) in Amarillo, TX is the only place in the entire country that assembles and disassembles nukes, they ALL go through there.

I think Texas can handle securing a 5'x5' shed filled with their own gold! Even if it were stolen, it'd be Texas' problem, not the Feds.

This is actually a very elegant solution.  The state of Texas sells notes for gold held by the Fed that probably doesn't exist and purchases phyzz within Texas.  Outside the fairly small transaction and transportation costs, it ensures that they actually get the gold on their own timeline.

The difference between Germany and Texas is that Texas actually wants their gold.
