Probably? The DEA's T2S2 wiretapping software from Verint was installed at AT&T hubs and was busy recording domestic phone conversations on demand back in 1997. The big telcos used a common system for billing info, written by, ran and maintained by a company called Amdocs (the same one they all use today). That information was available to the DEA with a court order.
16 years ago, the government was able to trace every domestic call via Amdocs and listen to content recorded by Verint with a few keystrokes.
All the companies involved were Israeli and wouldn't reveal their source code to the U.S. government or let the government operate the equipment themselves. Back-doors aplenty. FBI found Israeli spies at the vendors with lists of all the 'secret' government telephone numbers almost right after the systems were installed.
The NSA actually warned the White House in 1999 that Israel Intelligence already had access to these systems and were most likely listening live or recording any U.S. line they wanted - including all the 'secret' government numbers and the private numbers of congress, spooks, cops, reporters, etc.

President Obama has said the outrage over the federal government’s decision to monitor citizens’ phone activity is all “hype.”
He might want to share his opinion with the Air Force, which is ordering members of the service not to look at news stories about it.
WND has received an unclassified NOTAM (Notice to Airmen) that warns airmen not to look at news stories related to the data-mining scandal.
The notice applies to users of the Air Force NIPRNET (Non-classified Internet Protocol Router Network), which is the only way that many troops stationed overseas and on bases in the U.S. are able to access the Internet.
The last line of the executive summary states:
“Users are not to use AF NIPRNET systems to access the Verizon phone records collection and other related news stories because the action could constitute a Classified Message Incident.”
