Mark Skousen: Surveillance Technology Is Advancing Faster Than We Can Responsibly Use It

In the wake of the recent news revealing the extent of the NSA's level of citizen surveillance through supernetworks like PRISM, Chris speaks this week with Mark Skousen, former CIA agent turned founder of FreedomFest, one of the countries largest "gatherings of free minds".
Mark argues that in this case, technology has advanced at a far faster pace than our culture's ability to understand how to use it effectively, responsibly, and how to regulate it:
I think its like the Pentagon papers back in the early 70’s where we definitely need to tell government "You’ve overstepped your bounds".
I mean look, I worked for the CIA, I understand the need for secrecy, I understand the need for intelligence especially against foreign threats. But there are plenty of ways to do this without this wholesale invasion of everybody’s emails and telephone records. You don’t have to use those methods and in many cases we haven’t used those methods and yet we’ve kept so many terrorists plots from being carried out. I’ve talked to a number of my CIA people and they have all kinds of means and methods of finding these things out that are pinpointed without violating the 4th Amendment, the right to privacy with the ordinary US citizen.
And while the PRISM leak is raising an important debate about where to draw to draw the line between security and civil liberty, Mark doesn't feel the world has changed enough to depart from where the divide has been over past generations. And without hard constraints agitated for by the populace, our security apparatus will continue to expand and invade:
I don’t think it’s so much that the world is more dangerous; it’s just that the technology has advanced so rapidly that we’re now facing a situation where with these unmanned drones that can be the size of a mosquito and are taking pictures. We have GPS: they’re considering a rule to mandate that it be in every car, every cell phone so we know where you are at all times. The capability of the NSA to collect all of this data, this is all new technology -- it’s kind of like new military weapons: you always want to try them out.
The invasion of privacy is growing faster in technology than the privacy protectors. So I think that’s really what’s going on: they’re just using this as a ruse and excuse to use this new technology.

Google and Lockheed now have the first functional quantum computers. Will be orders of magnitude faster when quantum computing is fully developed and perfected.

Their agenda is to use the most effective technology available,
without regard for responsibility or regulation.
D-wave has really fast computers but certianly haven't proven they are 'quantum' computers - not to mention they use very loose definitions.
"D-waves" -- thanks, I had forgotten the name from when I last looked up how close we are reported to be to quantum computing. I understand D-waves are prototypes with some entanglement issues. See, those are the ones we know about.
Thing is, I'm not convinced the NSA or the military would settle for second place, or even tied for first to Google or Lockheed. If the NSA actually did have a functional 30 qubit quantum computer it would be self defeating to brag about it so I'm not expecting a ribbon cutting ceremony. But the new NSA center is supposed to use as much electric power as the entire city of Salt Lake City, UT.
NSA has the fastest computer, the titan. D-wave stuff is pretty experimental.
Bitcoin network has the fastest super computer in the world, close to 2 exaflops, about 1000 times faster than the NSA Titan crap.
The weapons will arrive shortly in the Central Park, NYC.

The most important thing in a free society with limited government is that I retain my right to be LEFT ALONE.
This thing is like spam or "smart" meters. Every excuse under the sun will be used to justify it, but in the end, like with most other forms of government, there must always be a way to opt out.
Consent.
Use TPTB's need for (the appearance of) legitimacy against them directly. They rely upon our "myths" -- founding stories and the Constitution -- to manufacture our collective consent to their governance via the ballot box.
Instead of voting for their twin-party candidates, yet again, in the next election, we should instead encourage people to step into the voting booth and, without voting for *any* candidate, mark their ballot "No Consent".
Our consent is the foundation of the Constitution. TPTB must have it in order for their governance to be considered legitimate. Why not attempt to revoke that consent? How will their politicians oppose it? By running against the Constitution? By making more campaign promises? Show them for what they are...

If you pay attention, HAL goes mad because his <PUBLIC> orders are contradicted by his <SECRET> order.
While the film leaves it mysterious, early script drafts spell out that Hal's breakdown is triggered by authorities on Earth who had ordered it to withhold information from the astronauts about the true purpose of the mission (this is also explained in the film's sequel 2010) [wiki or read the novel]

I'm not sure, but I'm sensing that SF writers keep on warning about a certain problem, and its consequences, over and over and over again. Could SF possibly be allegorical? Nah, it's for children, of course!
I don't know about complex AIs. People in the CS field have been studying AI for decades without that much to show for it. I'd say a "human brain equivalence" is still quite a long ways off.

Who will want to run for politcal office in the future? Everything one has done on the computer will be in a dossier somewhere at the DHS headquarters. Whoever is the supreme commander will just send a email and say "if I were you I wouldn't run for senate".

With the deterioration and decline of the middle class in the US and the rising poverty rates, somehow all this high powered technology seems incongruous with what is happening.

In reality the main problem is not the insufficiency of existing privacy protections (to cope with new technology), but the purposeful disabling of those protections by all three branches of government.

That would be all well and good but society won't get to participate in the debate. Only a few hundred folks, if that many will actually have a voice that matters. Also since when did anyone decide we had a guarantee of safety in this world? You could set up minder's in every household and not be able to guarantee someone's safety. When I hear of cutting middle class jobs I always jump to the defensive because I can't see how anyone can tell to what extent of a problem subsidized jobs are without first stopping the criminality of Wall Street and the corruptio9n in Washington. So I say to myself ya right cut the poor peoples incomes because they are clearly a drain on the economy when its like 1000 times more detrimental what the FED and Military Industrial Comples are doing to the economy. So how the hell can you justify cutting poor people's jobs no matter whether they are government jobs or not when you have this monstorous parasitic corporatocracy sucking all the wealth out of the system. It just brings my mind to think that it is by design that the elite would make it appear to reputable good thinking people to go after the poor instead of them for the solution to economic policy. I'm not saying that the department of education should even exist but what I am saying is that first you stop the crime at the top and then work your way down otherwise you'll never resolve the real economic problems.
