Foodstamp Nation In Turmoil: EBT System Goes Dark, "Glitch" Blamed
In the past five years it has become apparent that America can survive a near-fatal financial system collapse, an economy teetering on the edge and kept ticking only thanks to the Fed's now perpetual QE, a collapsing standard of living for everyone but the wealthiest 0.1%, declining wages, zero interest rates, surging food, energy, rent, tuition and welfare costs, and pretty much everything else, as long as the welfare state keeps humming along. Any be welfare state we mostly mean providing the daily bread to the nearly 50 million Americans living in poverty and surviving only thanks to the only thing to have exploded to epic record highs under Obama (in addition to the Fed's balance sheet of course): foodstamp usage. However, the true stability of the US may be tested very soon following reports that due to a "possible computer glitch" the Electronic Benefits Transfer System, aka EBT, ala Foodstamps, is offline. Cue mass panic among the best-weaponized population in the world. Naturally, this latest fiasco involving a country that has grown accustomed to sucking on the government's teat was immediately blamed on a "glitch" - just like everything else that is slowly but surely breaking in the New Normal.
CBS reports:
Reports from around the country began pouring in around 9 a.m. on Saturday that customers’ EBT cards were not working in stores. The glitch, however, did not appear to be part of the government shutdown. At 2 p.m., an EBT customer service representative told CBS Boston that the system was currently down for a computer system upgrade.
The representative said the glitch is affecting people nationwide. She could not say when officials expected the system to be restored.
People calling the customer service line were being told to call back later.
State officials said they were preparing a statement to further explain the issue.
The federal EBT website was unavailable due to the government shutdown.
People in Ohio, Michigan and several other states found themselves unable to use their food stamp debit cards on Saturday, after a routine check by vendor Xerox Corp. resulted in a system failure. Shoppers from Maine to Oklahoma had to abandon baskets of groceries because they couldn't access their benefits.
Ohio's cash and food assistance card payment systems went down at 11 a.m., said Benjamin Johnson, a spokesman for the Ohio Department of Job and Family Services. Ohio's cash system has been fixed, however its electronic benefits transfer card system is still down. All states that use Xerox systems are affected by the outage.
Xerox spokeswoman Karen Arena confirmed via email Saturday afternoon that some EBT systems are experiencing temporary connectivity issues. She said technical staff is addressing the issue and expects the system to be restored soon.
As a reminder, this is how many Americans and households were on foodstamps as of the most recent monthly update (hint: a record).

During a routine test of our back-up systems Saturday morning, Xerox’s Electronic Benefits Transfer (EBT) system experienced a temporary shutdown. While the system is now up and running, beneficiaries in the 17 affected states continue to experience connectivity issues to access their benefits. This disruption impacts EBT beneficiaries who rely on the system for SNAP and WIC. Technical staff is addressing the issue and expect the system to be restored soon. Beneficiaries requiring access to their benefits can work with their local retailers who can activate an emergency voucher system where available. We appreciate our clients’ patience while we work through this outage as quickly as possible.
In short: Cue panic, because while the Nasdaq may be down for 3 hours and only a few vacuum tubes would notice, take down EBT, and you will have a full-fledged revolution in no time.

I can tell you for a fact that this ebt outage was caused by a power failure at a primary datacenter, I know this becasue I am sitting in a network operations center as I type this and am directly working with the company that is the cause of all this. Their name is ACS State $ Local Solutions. As I type they are about 20% restored. don't know if the root cause was a power failover test that went bad or not, but that is how it started, total power black out at a primary facility. Well enough said back to work......

I don't think the post archive section is accurate at all anymore, HH. I tried to find one of my own old posts (I've posted plenty), and there were only two in total!!!!!!!!! Also, I seem to recall seeing other NumNutt posts.
The user comment search function only returns results as far back as September 29, slightly less than two weeks ago. It ignores any comments posted before then.
It used to return results back as far as 2009, when the site first moved from blogspot. Something like this first happened to the user comment search results in December 2012, when it stopped returning results prior to late November 2012. It happened again earlier this year, when it stopped returning results prior to sometime in June.
As this is the third time it's happened, it seems unlikely to be accidental, although the reasoning behind it escapes me.
Most of the articles in the archive are still there, although a few of them are missing all of the comments.

I apologise for any possible lack of clarity in what I said. While going through articles in the ZH archives, I have found the following:
1) Clicking the link for some articles returns a '404 - page not found' response.
2) Clicking the link for some articles returns a 'You do not have permission to view this page' response.
3) Some articles with a non-zero comment count are missing the entirety of their comment section.
These things occur with a very small percentage of archived articles. Aside from those articles, the comment sections appear to be intact, including comments from people whose ZH accounts were subsequently shitcanned.
When I said, "the reasoning behind it escapes me," I was referring to the phenomenon whereby the oldest comments retrievable from the user comment search, which originally produced results going back to 2009, shifted to late November 2012, then to June 2013, and now to September 29. The comments before those dates still exist, but are not returned in a user comment search. The reasoning escapes me because it appears to defeat the purpose of the user comment search function.

At our primary facilites we have immediate battery backup and then onsite generators to supply power for the batteries. We have no need for commercial AC. We also have backup portable generators which can be brought to the site in case of generator failure.

If one of my locations goes down I lose my job. No questions asked I am out the door. So this kind of power issue is close to my heart. And my customers pay me so I have an obligation to them to do my best.
Either the generators did not kick in or JPM cut some corners on infrastructure to save $$$. Wouldn't be the first time I've seen a backup system fall over when it is actually needed. We had a data center outage recently due to street power going out. The data center battery backup kicked in to hold load before the generators came online. The capacitors in the battery backups exploded on load transition. The Hazmat team wouldn't even let us in the building for 3 days due to lithium contamination. So, it does happen.
I don't buy it. Unless something FUNDAMENTAL about bank IT priorities has changed in the last decade - ANYTHING that that keeps the dirty little customers and away from bank employees is automated and has redundancies. The last thing JPM wants to do is pay salaries and benefits to people who are answering low-dollar calls.
After 9/11 geographic redundancy became a big issue to those firms that didn't already have it. There's no excuse in bank the size of JPM unless the Fed or the internet itself goes dark.

I knew a good programmer who did work for The JP Morgue. They would get calls at 3 am because the Indians over in Mubai had no idea what they were doing. This person I know had to fix the shit in the middle of the night that the Indians broke. This person got sick of JPM's nonsense. They eventually told headhunters - No Banks!
I know other people who have worked for other big banks. A lot of the systes are total crap with old code, garbage, H1B ghettoes of non-American programmers because they keep Americans out. This is one reason who Motorola failed. I know one person who worked for Bear and then Lehman before they crashed...oh and AIG. AIG's systems are crap.
At the micro level it's frustrating, but at the industry level it is a clusterfuck of epic proportions that does get the job done, because the cost of a 9 of fineness is the difference between economic growth (or the current stagflation) and TSHTF. There are legacy transaction processing systems that date to the VAX/VMS era running along side and fully integrated with the latest co-located hyperactive black boxes, and there are ever increasing and complex APIs retrieving and integrating data which are being hastily slathered on top of an arguably weak foundation, however, every day the banks are reconciling with the FED and the brokerages are reconciling with the exchanges, and life goes on as people have access to their data and money. If an IT worker aspires to the life of the mythical Maytag repairman- he shouldn't be in an industry based on complex integrated systems with a short product life cycle (or in bed the bankers, but that is a different issue).
I usually like to shop on Sundays.
