Foodstamp Program Shutdown Imminent?

Tyler Durden's picture

When over the weekend, a Xerox "glitch" shut down the EBT system, better known as foodstamps, for nearly the entire day across 17 states leaving millions without "funding" to pay for food leading to dramatic examples of the basest human behavior possible, some of the more conspiratorial elements saw this merely as a dress rehearsal for what may be coming in the immediate future. While there was no basis to believe that is the case, a USDA (the currently shuttered agency that administers the Supplemental Nutrition Assistance Program) memo obtained by the Crossroads Urban Center in Utah carries in it a very disturbing warning for the 46+ million Americans currently on foodstamps.

To wit: "understanding the operational issues and constraints that States face, and in the interest of preserving maximum flexibility, we are directing States to hold their November issuance files and delay transmission to State electronic benefit transfer (EBT) vendors until further notice." In other words, as Fox13News summarizes, "States across the country are being told to stop the supplemental nutrition assistance program for the month of November, pending further notice."

The full memo first posted on the Crossroads Facebook page is shown below:

More on this dramatic development which, if implemented, would will result in significant unpredictable outcomes across the nation:

This is going to create a huge hardship for the people we serve here in our food pantry,” says Bill Tibbits who is the Associate Director at Crossroads Urban Center.

They posted a letter from the USDA on its Facebook page. It says in part, “in the interest of preserving maximum flexibility, we are directing states to hold their November issuance files and delay transmission to state electronic benefit transfer vendors until further notice.”

“What this means if there’s not a deal, if Congress doesn’t reach a deal to get federal government back up and running, in Utah about 100,000 families won’t get food stamp benefit,” says Tibbits.

In other words, tens of thousands of Utah families may not be able to feed their children come November.

...

People out here are going to go without food,” says Loralee Smith whose been homeless since August and says the uncertainty is making her uneasy about where her next meal will come from. “I’m on food stamps, I don’t know if I’m going to get them, a lot of people are on food stamps and they don’t know if they’re going to get them.”

Others say if SNAP shuts down, they’ll find a way to feed themselves.

One hopes such "alternative" feeding arrangements will be peaceful, although in the most heavily armed nation in the world, and arguably the one where a massive portion of the population is now fully reliant on the welfare state for virtually every daily need, it is easy to see cutting off daily bread to tens of millions has a less than happy ending.

As the report notes, for people out on the streets like Richard Phillips, "It could impact us and it’s going to cause problems because you’re going to come to find out that people are going to steal and do what they have to do to survive."

Such a realization could come as a very unpleasant wake up call for the millions of other Americans who still live in their Ivory Towers, focusing on the daily gyrations of the S&P500, and largely oblivious of how the rest of America lives.

The full report on what may be the most catalytic event in the history of the US welfare state is presented below.

Not a chance! The 2 term limit may very well be repealed, but it won't be the '0' in the comfy chair, long term. Too many old, rich Skull 'n' Bones white guys around the government to put up with that useless tool for very long. Once his utility as fall guy is past, he'll be out the door.

I believe there's some rule that the Vice President takes over if the sitting President is somehow rendered unable to serve, no? So watch for exactly who that ends up being, cos even from 3000 miles away, I have my doubts that the current VP is bright enough to piss his pants if his pubes were on fire.

I think the states are just being told they don't have to provide the files and information for SNAP.

In other words, the USDA is "doing a WalMart", not cutting off SNAP funds.

Go ahead, end SNAP if you are ready to institute martial law.

The problem is charity will never be enough for the entitled. No one is against helping someone who needs it but to help people who feel entitled is a different matter. Ask all the immigrants who came here with nothing if they got an Obama phone and a snap card? The majority of folks collecting these benefits are 5th or 6th generation Americans. If you can't dig yourself out of a hole in 6 generations then there is something wrong with you.

Agreed, 5 or 6 generations is enough. But who is entitled?  Are oil companies entitled to subsidies?  Are Politicians entitled to their bribes/campaign contributions?  Are other countries entitled to foreign aid while our own people starve? Why are the working poor (who are the majority of food stamp recepients) always the punching bag?

Put simply, it's becasue the Tea Party are like the dumb agreesive kid in the schoolyard who can be convinced of anything and used by the smarter kids to their own ends.  And there's just enough of these morons to gum up the works and to the bidding of their corportate backers, whether they realizeit or not.

@BKbroiler  Thanks for that, you're on the right track. US oil subsidy; US sugar subsidy; US tobacco subsidy; US cotton subsidy; US wheat subsidy; US corn subsidy; US natural gas subsidy; US fishing subsidy etc etc it all adds up to billions and billions each and every year. And for what?

US hedge funds - taxes? US corporations - taxes?  Tax havens: Delaware, last time I looked Delaware isn't in Switzerland...

The relative pittance spent on food stamps pales in comparison with all above-mentioned "welfare".

Put the guns away unless you're really willing to use them (I don't mean you BKbroiler) and I seriously doubt any ZHer would shoot a guy in a suit with a briefcase in his right hand climbing out of a limo - point blank - and you all know this so why the fuck pretend otherwise?

Winston of Oceania, the problem with that metaphor about fishing is that the real result would be to wipe out all the fish, which are already being wiped out quite seriously!

All of these problems trace back to the fundamental problem that there is never any way to keep exponential growth going forever, and that the impossibility of doing that mainifests faster and more obviously, the closer to the real limits that exponential growth gets!

All of human history, and certainly American history during the past five Centuries, has been about how more exponential growth was always possible ... NOTHING prepared us for what happens after that exponential growth requires another DOUBLING, which has become impossible, when those limit hit hard and fast, at an exponentially accelerating rate.

Nothing the government does ever prepares for that, other than preparing to impose democidal martial law. There is absolutely no way that the vast majority of contemporary human beings who have evolved to live inside of exponentially growing Neolithic Civilizations are able to have any sane public debates about how to stop themselves ... Their only "solutions" are insane mass murders.

Do any of "those people" even live in Utah?

Tue, 10/15/2013 - 13:59 | 4056823 Encroaching Darkness
Encroaching Darkness's picture

This is almost too ignorant to believe:

OF COURSE there are poor and ignorant people (not always the same) in Utah. Crossroads does good work helping those who either temporarily or chronically find themselves unable to feed themselves. But what most folks fail to know is that the LDS church has brought large numbers of every race and nation to Utah, many here to SLC. We have more Tongans (persons of Tongan descent) than now live in Tonga, more Fijians than Fiji; an amazing array of humanity in every color, size and character live here. Not all of them have assimilated successfully, some are recent immigrants, some simply everyday folks down on their luck for a bit, frequently with children. Crossroads feeds them all.

If you are really compassionate, whether conservative or not, you cannot help but pity some of "those people" as you run across them. We have homeless shelters near capacity, drug treatment centers (meth is bad here), mental health programs suffering cutbacks just like everyone else. If you are going to say "cut back on the size of government" then you MUST be willing to help the truly needy - as you encourage the UNTRULY "needy" to stand on their own feet.

Utah really is no different these days from any other state - although, perhaps, a TRACE better run. We struck a deal for the state to fund the personnel to keep the parks open, so that tourist dollars can continue to arrive (and folks who spent months planning vacations can still take them as and where they wish). Is NY / CA / IL doing the same?

Why do I have to "help" a meth head - and who decides what helping a meth head is? You? Are you qualified to stand in judgement of me?

You invited these people into your State, I suggest YOU bear the consequences of your decisions and shoulder your responsibility rather that transferring the responsibility of your decisons to me.

Wed, 10/16/2013 - 12:23 | 4060869 Encroaching Darkness
Encroaching Darkness's picture

I am not even suggesting that YOU do anything. If you find it in your heart or head to try and get people off drug addiction, then help. If not, not.

I invited no one into this state. They fell into drug addiction themselves, whether from foolishness, lack of discipline, ignorance or whatever. If stupidity is to be a death sentence (slow squirrels become fox dinners), then they are doomed. If there are those who choose to attempt to reverse behavior and restore drug addicts to decent standing (and I have seen it happen), then let them make the attempt as they wish.

I am not a statist. I see a possibility that surpluses and resources might be used to rescue the addicted from depravity and death, resulting in a savings in law enforcement, crime prevention and crime consequences. If you do not, fine.

YOU are not really at issue here, unless you are a meth head (and if so, you have my pity). Crossroads does what it does, largely with private resources I understand. If they coordinate and use state resources as well, then as long as they are accountable and competent, let them do so - as long as those resources are available.

And am I qualified to stand in judgement of you? Qualified or not, I do stand in judgement of everyone, just as they do of me - every time they or I pull out a wallet, pay taxes, or take any other interactive action. Your neighbors stand in judgement every day, when they choose not to call a policeman to arrest you for your behavior, or take direct action themselves. So do you, whether you realize it or not, every time you decide your neighbors are not a threat and neglect to call or act yourself.

"Judge not, lest ye be judged"? Hardly - judge constantly, quickly, and fairly, to prolong your days (and your childrens' and neighbors') upon this earth. Otherwise, those who lack judgement will choose for you.

Publicly, US officials say there are no US military bases in Italy. They insist that our garrisons, with all their infrastructure, equipment, and weaponry, are simply guests on what officially remain "Italian" bases designated for NATO use. Of course, everyone knows that this is largely a legal nicety.  ''

Cutting off utah next would be the beta test in a state that would be able to really weather the storm because of the Mormon church and how they prep.  Then what?  Cutting off food stamps nationwide results in angry, hungry, uneducated and very primal hordes anywhere and everywhere.

And if it happens, it will make the WalMart glitch look like a picnic in the park. How you gonna put 10,000 people in jail for stealing food right off the shelf in broad daylight? You wanna put me in jail? Fine, at least I can maybe get fed. If it was me, I'd walk right into Smith's, or Albertson's. or WalMart and start eating from the deli and right off the shelf and if they wanted to arrest me, then go ahead. There aren't enough cops in the state to even handle a small city. What a clusterfuck this has the potential for being.

Oh noes.  Well I'm sure that Shoniqua, Lakiesha, Rosella-Maria, and plenty of obese White Trash in this country will have plenty enough calories already stored up to get by.

A human can survive 3 days without water, but 30 days without food.  I look at this as a government sponsored diet and exercise program.  At least if they're out looking for food they have to get off the couch.

Tue, 10/15/2013 - 14:11 | 4056910 inevitablecollapse
inevitablecollapse's picture

some of these folks could definitely survive more than 30 days w/o food -

The short of this new (2010) research teaches us that while 3500 calories to lose a pound has always been the rule of thumb, this figure stems from research which (incorrectly) assumed that all the weight lost would be adipose tissue (which would be ideal, of course).

So, first of all, yes one pound of FAT = 3500 calories.

Here's where the caveat comes in. Because lean body mass is lost along with body fat, researchers now know the 3500 calorie figure is, for many, an oversimplification. The amount of lean body mass you will lose is based on your initial body fat level and size of your daily calorie deficit. Lean people tend to lose more lean body mass and retain more fat. Obese/overweight individuals tend to lose more body fat and retain more lean tissue (this explains why obese people can tolerate extremely low calorie diets better than already lean people, and why lean folks (close to their goal weights) have a devil of a time losing the last few pounds and need to be extra aware that they need to avoid an ultra low calorie approach to losing those pounds). Very aggressive low calorie diets erode lean body mass to a greater degree than more conservative diets. Whether you are losing lean or fat, tells you what is the required energy deficit per unit of weight loss is for you.

Funny.  A healthy weight range for me (based on what I've determined and how I've felt in the past at my most fit, and when I was winning competitions) is around 145-148.

I got up to 159 a year ago and just looked and felt terrible (I can't imagine being around 200 or God forbid more than that).  I'm down to 151-153 now and having a devil of a time losing that last little bit.  Of course at no point have I tried a truly low-cal diet, but I have done portion control.

I think coffee is killing me, the amount I drink probably isn't healthy, even though I've halved the sugar and dairy I put in it.  Coffee Water has no calories (but does have cholesterol which may be hurting my blood circulation).

Just bitching about my own (very mild) weight/health problems.  I take care of myself.  Getting a good bit of muscle back, so that's a positive.  Keep your brains sharp though guys, that's your most important muscle.  If you keep the rest of your body fit your brain will blossom.
