Foodstamp Program Shutdown Imminent?

Tyler Durden's picture

When over the weekend, a Xerox "glitch" shut down the EBT system, better known as foodstamps, for nearly the entire day across 17 states leaving millions without "funding" to pay for food leading to dramatic examples of the basest human behavior possible, some of the more conspiratorial elements saw this merely as a dress rehearsal for what may be coming in the immediate future. While there was no basis to believe that is the case, a USDA (the currently shuttered agency that administers the Supplemental Nutrition Assistance Program) memo obtained by the Crossroads Urban Center in Utah carries in it a very disturbing warning for the 46+ million Americans currently on foodstamps.

To wit: "understanding the operational issues and constraints that States face, and in the interest of preserving maximum flexibility, we are directing States to hold their November issuance files and delay transmission to State electronic benefit transfer (EBT) vendors until further notice." In other words, as Fox13News summarizes, "States across the country are being told to stop the supplemental nutrition assistance program for the month of November, pending further notice."

The full memo first posted on the Crossroads Facebook page is shown below:

More on this dramatic development which, if implemented, would will result in significant unpredictable outcomes across the nation:

This is going to create a huge hardship for the people we serve here in our food pantry,” says Bill Tibbits who is the Associate Director at Crossroads Urban Center.

They posted a letter from the USDA on its Facebook page. It says in part, “in the interest of preserving maximum flexibility, we are directing states to hold their November issuance files and delay transmission to state electronic benefit transfer vendors until further notice.”

“What this means if there’s not a deal, if Congress doesn’t reach a deal to get federal government back up and running, in Utah about 100,000 families won’t get food stamp benefit,” says Tibbits.

In other words, tens of thousands of Utah families may not be able to feed their children come November.

...

People out here are going to go without food,” says Loralee Smith whose been homeless since August and says the uncertainty is making her uneasy about where her next meal will come from. “I’m on food stamps, I don’t know if I’m going to get them, a lot of people are on food stamps and they don’t know if they’re going to get them.”

Others say if SNAP shuts down, they’ll find a way to feed themselves.

One hopes such "alternative" feeding arrangements will be peaceful, although in the most heavily armed nation in the world, and arguably the one where a massive portion of the population is now fully reliant on the welfare state for virtually every daily need, it is easy to see cutting off daily bread to tens of millions has a less than happy ending.

As the report notes, for people out on the streets like Richard Phillips, "It could impact us and it’s going to cause problems because you’re going to come to find out that people are going to steal and do what they have to do to survive."

Such a realization could come as a very unpleasant wake up call for the millions of other Americans who still live in their Ivory Towers, focusing on the daily gyrations of the S&P500, and largely oblivious of how the rest of America lives.

The full report on what may be the most catalytic event in the history of the US welfare state is presented below.

It's such a shame that no one here really understands how the foodstamps program reallly works. Most -- if not all -- of the Americans on food stamps have jobs. Those jobs simply don't pay enough for them to put food on the table.

And cash assistance is a thing of the past. Bill Clinton ended it. Also, you can't get foodstamps indefinitely. It's not the open-ended thing that you think it is.

In short, anyone who thinks Americans are getting anything for free is sadly mistaken.

I'd urge people to do their due diligence and find out what the Welfare program actually offers. You'll find out that it's not much, and there are indeed requirements that applicants must meet to get it.

Remember, Clinton ended Welfare as we know it. So, instead of bashing poor people, you might want to focus your energy on the bankers who get corporate Welfare in the form of Federal Reserve loans through quantitative easing.

About 99% of the people who derive profit from ZH do not post at all. It is true that a certain pathetic percentage of commenters have their axes to grind against a tiny portion of humanity (the portion including Jooboys, niggers, cunts, greedy jerks on SSA and EBT, entitled Millennials, foreigners and all people who live in California) but really, the vast majority of people here are just seeking the truth -- which they cannot derive from the mainstream media.

I have always wondered why it is the ultra-manly ultra-self sufficient more-intelligent-than-you foundation-of-civilization-itself types that have the most time to post here.  There is a lot of projection going on, methinks.  It can be very annoying at times but does not detract from the wealth of good information here.  And of course the fact that williambanzai7 rules makes it all worthwhile.

This is my first post.  I have been a long time lurker and not too long ago made an account.  I would like to say that I am one of those people that just want somewhere to come and read about different peoples points of views that arn't biased and controlled by the regular media and popular message boards.  I do not agree with a lot of the people that post here, but I have to say that if you are going to learn anything in life you have to listen to, and recognize points of view that are not your own and that you may well not agree with.

I would like to thank the tylers for keeping a site running that lets people share their views and provides articles that are worth having a think about.  Even if sometimes they are mostly fear mongering, there is plenty to fear in this world.  And I would rather engage my brain and decide what is right and what is wrong than be spoonfed the generic crap on TV and other media.

I would also like to say thank you to everyone for having some of the best knee slapping comments that cheer me up on some of the worst days.  Be safe everyone! :)

Yeah, 47 million people lined up toe to heel is a line 15,500 miles long. The line would actually be much longer because they are all too fat to stand heel to toe. I guess that does not "offer much".

Don't remember anyone being forced to work to get EBT cards???

Listen, I am writing this slowly, so please read this slowly.

I have no problem paying taxes.  Tax me at 20%.  That translates to 1 day of a work week to pay tax.  Make the people on welfare work a day to pay for their handout.  Raise my taxes to 40% as long as the welfare people have to work 2 full days I am on board.  That is shared sacrifice.

You think that you're helping them but you're not. If you rely on someone else for food, you are slave. If you dont work, you are literally no value to society. Who wants to live like that? That is not life, that is just existance. If you want to help the poor, do something that gives their life meaning.

And lets stop with the bullshit statistics "most are workers". Lmao, okay. Most are "chil'ren, elderly, or disabled", yet also "most are workers"? Which the fuck is it?

BS.  I have been in the grocery store and have seen illegals and O voters with a wad of bills to choke a horse using EBT cards.

Yesterday and friend was talking to a realtor.   The woman calls about a house renting for $1800 a month.  The woman asks if it is Section 8 approved. The realtor says yes.   The woman arrives in a newish 5 Series BMW.

You still have to go shopping sometimes and people with EBT are now everywhere.    The realtor story was from someone who knows a realtor.  Obama is putting Section 8 housing everywhere.

I know it is no longer legal to judge others, but I'm a bit unsure about some of the decisions our Representatives seem to be making of late. For example, The proposed solution to the "SNAP" program looks questionable at best:

Said one White House correspondent, "When the SNAP and EBT system implodes, the FSA can rest assured as they will be issued new "Secure in Keeping Everyone Eating Today!" cards. This will allow them to place items on the card for free, and the limit is currently open-ended until we get back to work for them!".

A lifetime FSA member exclaimed, "Dese new S.K.E.E.T. cards be da BAWMB...We loves youz Big Daddy B.O.!"

No. There are not any "better" ways to solve the problem, at least not REALISTIC ways. "They" have had DECADES to alleviate the problems instead of aggravating them. Cooperation, sensibility, or selflessness are about as realistic a solution as Trillion Dollar Coin.

Furthermore, what is going to happen, is going happen. -- regardless of what 30 members of either party in the House of Representatives may want to do.

The failure to reach a budget deal / debt agreement is intentional, to precipitate the collapse. It's a multilateral assault, and if Syria can't be invaded, we'll just invade ourselves. The end goal is the same, destruction of the citizenry... and I suspect the oligarchs know their divide and conquer philosophy works very well amongst the citizenry, each citizen loathing the next. I'm with the oligarchs on this one... with such distaste for each other, why bother preserving civilization... there's nothing civil or unified about it.

My suspicion is, the oligarchs and authorities won't have to kill us, we'll kill each other, to the joy of the overlords. They'll come in and sweep up the rest. Everyone to a FEMA camp.

Do any of you actually think the government will reduce spending / reduce your tax burden / improve conditions for you in any way because of the forced starvation of 46 million individuals?

This is the beginning of the great decline, and the pain is just beginning... banks failing, corporations closing, schools closing, hospitals closing, renters evicted, etc etc etc. No jobs, no food, no shelter. At least there's cannibalism. Wait for it. Zombie indeed.

They don't just come up with nonsense, the stuff all has messages and meanings.  You nailed it, Hunger Games was to be an indicator of where civilization will be taken, as long as we're willing to fight against each other instead of the oligarchs.

Much of what comes out of Hollywood and TV is Operation Mockingbird.  From that alphabet agency who worked on mind control including mind control with LSD.

This is why all these movies come out glorifying intel agencies, weaponized police (Swat etc), Anti-fracking (backs by ME oil countries), pro war & militarization, and the list goes on and on.   The lib movies that bombed about the White House being attacked, etc etc.  By crazies that might be Tea Party types, disgruntled vets, etc.  Total trash.

with the FDA shutdown as well the food isn't safe to eat (contaminated recalled chicken being sold in stores) maybe this is for the best, and since you won't get sick you won't need OBAMACARE, so the insurance companies can pocket your premiums. maybe increased profits for insurance companies means more jobs? no just kidding. however dont worry your local grocery will have plenty of food and the prices will be lower, they have to move the inventory after all, just be careful that someone doesn't steal your groceries on the way to your car. (to recall that old story about Weimar Germany, when it took a wheelbarrow of money to buy a loaf of bread, somebody stole my uncles wheelbarrow, and left the money)

The US government gets many, many billions of dollars each month in tax revenues. Many business pay their taxes very often, even small business pay taxes quarterly. There are other revenue streams. There is the Fed. There is plenty of cash flow to pay expenses and deal with debts and interest payments. Some programs might have to be cut. I suggest the extra help needed to Barrycade all the parks and monuments across the nation be first in line.

And it spends many many billions of dollars each month keeping the army going.  "Expenses" total over 3 trillion a year, while "revenue streams" total less than 3 trillion a year.  There's still an annual deficit of $800 billion a year.  That's about $70 billion a month.  Something will have to give.  If we pay the debts and keep the army going, one of Social Security or Medicare will have to be cut to avoid further borrowing.  Brought to you by House Republicans.

They believed that everyone seeing the unemployed gov workers whining every day on tv would sway opinion.  I understand these people can't pay their rent but what service did they actually provide because I haven't missed it.

Unleashing the FSA will have the same effect.  46 million people forced to starve or is it 46 million people unwilling to feed themselves.

You can't run a village where half the villagers sit around all day and demand that the working villagers work harder.

The Republicans don't have this number of voters at their beck and call. Remember, the elite are by definition a microminority. Hence, their only other solution would be  election rigging, which certainly could nver happen. (sarc)

Them bullets the DHS purchased will thin this herd out real quickly since racisyism is still alive and well regardless of what everyone else says. The people rioting will not be the right color for the DHS to maintain trigger discipline. This will blow up in Obama and the Democrats faces if they do it. Also don't underestimate hispanics dislike of blacks in general either since they make up a decent portion of the ground level people in the DHS especially in the border states. Between them and the good ole white boys who are ex-military working the DHS will be happy to practice sloppy trigger finger discipline on this riot.

I would think the individual states would pick up the tab in the interim rather than deal with the potential fall out...

talks between the monkeys in DC have broken down...again, so there is no deal (anyone here surprised?).

so it looks like we will cross the x date with not only no deal, but no apparent way forward to boot, a paralyzed and ineffective central government that is shut down and about to default, and quite possibly millions of poor Americans will find themselves unable to buy food.

hmm...

so we are expected to believe, that a group of public trough feeding critters, suddenly, out of nowhere can't agree to do what they have been doing since 2008?

they can't agree to one more round of kick the can?

bullshit.

and the tea party? they don't wield that much power, if the PTB's wanted to punt on all this for another year, they would punt and there isn't a damn thing the tea party or libertarian conservatives could do to stop it, same as before.

but they are gaining some popularity among the serfs, espousing some very dangerous and radical ideas about questioning the almighty state as that fat skin sack Christi pointed out a few months ago. As Obama keeps pointing out now, we are being held hostage by "extremists and radicals" with a very dangerous ideology such as your central government might not really have your best interests at heart while they steal, oppress, murder and subjugate us.

which leads me to one clear conclusion, these minority parties are being set up to be the scape goats, the power players in DC are engineering the crises and when the shit goes sour, they will point at these groups and say it is their fault. the tea party, the independents, the libertarians, anybody who is not a part of team red or team blue will be swept away, maybe even labeled terrorists and arrested under the guise of "national security" who knows how far they are willing to go? it has already been stated that our national debt and economy is exactly that, a matter of national security.

this whole thing stinks of a manufactured crises, the NWO endgame, the ultimate global economic false flag. it's looking more and more like the bankster, bilderberg PTB's have finally decided, for whatever reason, to drop the hammer and crush what resistance remains to their ambitions.

"given the right crises, the people will accept the new world order"

looks like the right crises might be about to start in about 48 hours.

I know I'm goona get hashed for this, but let me ask all y'all who are quite willing to shoot the starving (rather than feed them...): All I hear about from the Right (who are as often as the Left) is how the gubbamint spends all this money on the undeserving poor. Its a cacaphony of critical comment, based on somebody else's unchecked math (meth?).

As for me, I would rather see my taxes spent lifting people from poverty than building guns to shoot them down.

I would rather have my taxes spent educating humans to be good at something, occasionally bringing the genius we so need in this day and age out from obscurity than gutting education and gearing the curriculum to the LCD all the time.

It makes more sense for taxes to be spent building a prosperous society which can develop civilization than it does to build billion-dollar warplanes.

Here's the rub, rube: when I was half my age, this rock had 3.5 billion humans on it. Now its somewhere near eight [billion]. It doesn't matter how much gold or how many bullets you have - if we don't either find a way to feed all of us, or a way off this rock, all the rest is moot. I like gold and bullets as much as the next guy, but what's the use if there's nothing to hunt and nothing to buy? THAT shoit is a lot closer then any of us are willing to contemplate.

And anyway, why shoot the starving? Banksters and their puppets make much fatter targets.

Does that include social security as welfare?  I am 67 and ready to make a deal with the government.  Pay me back the deposits from myself and my employer and we will call it quits.  Most of my working life I was my own boss so paid double.  Only, calculate my payments on an annual basis against inflation when converting to 2013 fiat dollars for my cash settlement.  And let John Williams of Shadowstats supply the real statistics and conversion factors.  There - I am off of "welfare."

The system stinks and yet you still want yours. Fuck you. I'd gladly take no money in two years if they stopped it all now. Why? more money in people's hands rather than the government. More spending, more saving, more investing, more business, better living standards.

Tue, 10/15/2013 - 18:53 | 4058285 El Vaquero
El Vaquero's picture

The reasons to shoot the starving would be that they are either trying to harm you to get to food, or they are trying to take your food, turning you into one of the starving.  If it gets to that point, something has gone terribly, terribly wrong, and the venier of civilization will be gone or fading fast.  In the words of William T Money, "Deserve's got nothing to do with it."

But yes, I would rather teach them how to produce their own food.  I have been told that EBT will purchase seeds (maybe it was another wellfare program?) by one fellow who became disabled through a workplace accident and started growing his own food.  He was deeply ashamed of the government handouts he was accepting, but his life had changed due to an injury.  He and his wife saw producing their own food as a way to get off of them, and did so.  That's the exception rather than the rule, but it get the gears in my head turning.  Wellfare, locally managed that uses sharecropping or something similar to produce much of the food would be much better than this farce we have now.  It probably wouldn't work everywhere, but it would sure work where I live, and it would be a step towards future food security.

P.S. Fuck the bankers though.

I recall that when David ben-Gurion went to Palestine in the early 20th Century, he saw that the place was a mess of swamps, illiteracy and poverty. For a short time, Jews and the Palestinians shared the land without fighting. The early kibbutzim taught agriculture and irrigation techniques to the Palestinians, and schooled their children as well. The Muslim leadership of the time felt threatened that their whipping boys were learning to read, enlisted the aid of the Brits and the Germans, and drove wedges into communities that were prospering and doing well.

Now, all they do is murder one another. The time when one can shelter one's neighbor is always short, for the wolf is always at the door.

During the Great Depression of the 1930's in this country, nobody starved. We were an agrarian nation - families grew gardens, baked bread, and even if it was just the bread line, food could be had. Now its all WalMart, and all anyone knows how to do is bitch a lot and punch buttons. That energy is better placed learning how to grow, cook and build.

I get so tired of all these folks who keep expecting miracles to come out of a sow's ass (government). Real change starts on the street. It starts in schools, living rooms and gymnasiums. Bureaucracy will only change when WE have changed. Those fools who yearn for Doomsday or Waterworld or Thunderdome will find, upon reaching their destination, that the same kleptocracy rules there as is now destroying our nation and globe. WE elected these clowns. WE refuse to get off the couch and remove them from office. WE have put ourselves-and our elders and children-in harm's way. I agree with you, El Vaquero, that if the mob comes swinging machetes, one must shoot. But right now, there is no mob. It is still possible to make and execute a plan to shelter our neighbors and put enough food by to feed us through the winter.

We have to identify our leaders, build an infrastructure, warehouse more than just bullets for the love of Jehosaphat. I seem to recall a story about Jesus telling a man to "turn the other cheek" when he had been slapped. Read the Hebrew, and never trust a priest. The translation of Christ's words are actually, "Look the other way." Build a new world, engage in constructive pursuits, do what little you can to add something positive on the scale. It all adds up, and if it should happen that some genuine, Washington/Jefferson kind of person actually becomes a politician, maybe they will act on the mandate we give them-unlike the sorry puppy on Pennsylvania Ave. or any of the last several occupants of that address.

One thing is certain-once the shooting starts, it won't stop for a long time. No matter what you idiots who have never had to kill anotherman anywhere but on video games may think, it isn't glorious. It isn't kewl. And when the bullet hits you back, you'll suddenly remember what it is to be alive in a garden, but it will be too late.

The government is not interested in lifting people from poverty.  All these programs are corporate welfare.  People are the vehicle, not the product.

They'd rather bailout bankers who cheated on their SATs.
The rest of us are just on the hook for their games, that's all.
Too bad we have no private sector, the GOP has no hope until we do.

Ther GOP has no hope until it develops:

1: an agenda that includes solutions to real problems

2: Leadership with IQ's greater than -12, or who are otherwise not the whores of the Pentagon or Wall St.

These guys always scream "SMALLER GOVERNMENT!!" They never fail to expand the size of .gov, and they never fail to increase the national debt. The other side is as useless as fresh horsehit too - they couldn't act on a tempo if it TPTFB.

What we need is not going to show itself in a world where lawyers control the press and advertising agencies consume our brightest minds. Revolution is another trip around the same old spike. Evolution is the only way out, and its a slow, violent process.

Obama's earliest and one of his bigger supporters is billionaire Lester Crown of Chicago who was one of the largest if not largest shareholders in General Dynamics and a big supporter of AIPAC.

What if NOT giving out "free" stuff to those who refuse to work is the most efficient way to feed the most people with the fewest resources (which may now be used for other things)?
