Foodstamp Program Shutdown Imminent?

Tyler Durden's picture

When over the weekend, a Xerox "glitch" shut down the EBT system, better known as foodstamps, for nearly the entire day across 17 states leaving millions without "funding" to pay for food leading to dramatic examples of the basest human behavior possible, some of the more conspiratorial elements saw this merely as a dress rehearsal for what may be coming in the immediate future. While there was no basis to believe that is the case, a USDA (the currently shuttered agency that administers the Supplemental Nutrition Assistance Program) memo obtained by the Crossroads Urban Center in Utah carries in it a very disturbing warning for the 46+ million Americans currently on foodstamps.

To wit: "understanding the operational issues and constraints that States face, and in the interest of preserving maximum flexibility, we are directing States to hold their November issuance files and delay transmission to State electronic benefit transfer (EBT) vendors until further notice." In other words, as Fox13News summarizes, "States across the country are being told to stop the supplemental nutrition assistance program for the month of November, pending further notice."

The full memo first posted on the Crossroads Facebook page is shown below:

More on this dramatic development which, if implemented, would will result in significant unpredictable outcomes across the nation:

This is going to create a huge hardship for the people we serve here in our food pantry,” says Bill Tibbits who is the Associate Director at Crossroads Urban Center.

They posted a letter from the USDA on its Facebook page. It says in part, “in the interest of preserving maximum flexibility, we are directing states to hold their November issuance files and delay transmission to state electronic benefit transfer vendors until further notice.”

“What this means if there’s not a deal, if Congress doesn’t reach a deal to get federal government back up and running, in Utah about 100,000 families won’t get food stamp benefit,” says Tibbits.

In other words, tens of thousands of Utah families may not be able to feed their children come November.

...

People out here are going to go without food,” says Loralee Smith whose been homeless since August and says the uncertainty is making her uneasy about where her next meal will come from. “I’m on food stamps, I don’t know if I’m going to get them, a lot of people are on food stamps and they don’t know if they’re going to get them.”

Others say if SNAP shuts down, they’ll find a way to feed themselves.

One hopes such "alternative" feeding arrangements will be peaceful, although in the most heavily armed nation in the world, and arguably the one where a massive portion of the population is now fully reliant on the welfare state for virtually every daily need, it is easy to see cutting off daily bread to tens of millions has a less than happy ending.

As the report notes, for people out on the streets like Richard Phillips, "It could impact us and it’s going to cause problems because you’re going to come to find out that people are going to steal and do what they have to do to survive."

Such a realization could come as a very unpleasant wake up call for the millions of other Americans who still live in their Ivory Towers, focusing on the daily gyrations of the S&P500, and largely oblivious of how the rest of America lives.

The full report on what may be the most catalytic event in the history of the US welfare state is presented below.

I was homeless and live in my battered old car for a time. Nobody lifted me out of poverty. I decided to get my shit straight, take responsibility for my actions and I decided that I would make something of myself. I educated myself. I feed myself. I ask nothing from others except to leave me the hell alone and stop taking from me to give to others so they can ride their fat asses around WalMart and waddle out to the Escalades parked in the handicapped spaces.

I am no better and no worse than anyone else.

Every able bodied man is capable of providing for himself and his family if he chooses to make the sacrifices neccessary.

Stop blowing money on booze, tattoos, tater chips and drugs. Get out of bed and work. Hard. Don't knock up women and run off. Do the right thing. Tell the truth. Do what you say and keep your word.

It's not rocket science.

The only starving people I'd shoot are the fat assed one trying to steal what I worked hard for rather than work for it themselves.

Spare me your bleeding heart liberal horse shit.

Oh, if only it were that easy. Remember, there has to be an employer to be employed. Businesses are automating and now making workers do the job of what they used to employ two people to do...it's called productivity. And of course the prices of everything have tripled while wages have been stagnant for the last 30 years.

Yeah, all it takes is to pull yourself up by your bootstraps. Tell that to all people who lived in misery during the Great Depression. Tell that to the minimum wages earners who need two jobs to make ends meet.

I started working at minimum wage jobs-two of them.

When I developed skills-showing up EVERY DAY ON TIME WITH A GOOD ATTITUDE-I got jobs that paid more.

I no longer had minimum skills, so I no longer worked at a minimum wage job.

I started my own landscaping service by taking a ruler to a sheet of paper and making a brochure. I wanted "my buddy" to make the brochure, but he didn't feel like it, so I did it. I also paid for and made the copies and handed them out in wealthier neighborhoods. After 1 day to make and copy the brochure and 1 day to pass out the copies, I had so much business that I never needed to give out the brochures again.

This was during a recession while I went to community college part time.

So, with a weekend of my own initiative, I was making more than 50% above minimum wage, and I was self employed.

Why is it now IMPOSSIBLE for other people make brochures and hand them out? Why is it IMPOSSIBLE for people to help themselves no matter how much public money and goods and programs and housing and phones are showered on them? Isn't it BECAUSE they get all this free stuff?

I'm so glad that you're at peace shooting the deadbeat walmart shopper who is "stealing" from you. Why the fuck aren't you shooting at the banker who stole your child's future, your pension and savings, and bankrupted you when you went to the hospital? You think you're the only one who was ever homeless and picked themselves up by their own bootstraps? Too bad it left you with no compassion for those less imaginative, intelligent or fortunate than yourself.

You fucktards who scream at the poor and blame them for your misfortunes make me sick, because you can't see-or worse still support-the thieves who rob you of your freedoms and saddle your children and mine with a promise of slavery. Ge the fucking board out of your own eye before you start worrying about the mote in someone else's.

Preach Spumoni,

these guys on Zerohedge are cowards weak individuals too pathetic to fight back so they go after the obvious little guy. These bankers are stealing our future and all these uneducated, small, scared, crybaby, poor me sheople can do is talk about nickels and ignore the millions of dollars going out the door. (not the back the front door) in front of their faces.

Bankers know how weak you are, they know you are too scared to fight them and stand up for your rights.

You guys are PATHETIC.

You gotta weed through the pasture, Beefman-there are actually some brilliant people on this site. There are also some highly entertaining ones who don't have very good eyesight. What ZH brings to the table is a thing we sorely need - real, genuine unspun news items that concern our government and institutions, keen insight on trends and events in the marketplace, and a whole spectrum of wordsmiths who keep the commentary interesting. There are also baiters'n haters, but that's the web.

Tyler Durden has brought together a group of bloggers who "ain't 'fraid." I don't know if ZH will ever get a Tony, Grammy or whatever, but I am willing to put up with a few dolts to find real news. ZH has been two to seven days ahead of the lamestream media on almost every single major news item (related to financial and government matters) for over three years, by my record. Its worth the slog.

Since when is feeding them all for nothing actually lifting them out of poverty?

Nobody said that they had to be fed for nothing. Jamestown. You want to eat, you work. SO how abvout we employ all the ZH genius to come up with the jobs that the poor can do that actually produce something besides a byte or another piece of paper? Its all well and good to sit around criticizing even the idiot.gov's efforts to provide a safety net, but the answer is NOT sending them out to starve. The answer lies somewhere in reforming how the safety net works, so that it does actually put people back to work. We collectively hired the morons who corrupted a brilliant idea. We can collectively fire them, too. What won't work is removing the existing infrastructure without having something better to put in its place. And THAT, my friend, is where it takes more than a cynical/phobic attitude to get the job done.

I have been reading this blog for four years, every day. There are some brilliant thinkers here, scattered among the nazis and crackpots. Waiting for Washington is like having a bowel obstruction. This is as good a place as any to start coming up with how the new village ought to look.

Brilliant! These low self esteemed cowards who want to blame all of their problems on starving people are pitiful. the number of people on welfare who are gaming the system is miniscule compared to the number of bankers stealing from you with fees, fees, fees. But you pay them and jump on people who receive food stamps C'mon grow a pair.  Go get your money back cowards..... oh nothing?   just as i thought; I suspect that when the SHTF all of you computer tough guys are gonna fold.

Why is it that the only ones who benefit from being part of this society are the ones that don't contribute anything to it?

You would think a benefit would be something that you get for doing your part

"you are a member of costco, as a benefit you get savings on your food",

VS.

"You are a member of the United States, you don't get any benefits, but you get to pay into a system that gives benefits to people who are not paying into the system"

You might as well be poor (on the books).

Same thing happened to recipients of Unemployment in overspeculated California.
Deloitte got some $60 million for unemployment and they stiffed like, 144,000 recipients over the month of September.

The baby boomer voting majority that ran the state into the ground with their statist policies still want $750/month to share a room.  On top of $4/gallon gas, overpriced food....  otherwise it's a nice place.

I hate hate HATEHATEHATE public assistance.   Here you can't even get medicare unless you're old or an illegal alien with an anchor baby.

They just need to remove ALL barriers to the private sector growth in the US by the international community's private sector investments in our private sectore businesses and then do away with this embezzlement hidden under the guise of helping those in need.

It's horribly sad.

It IS actually much easier to fend for yourself in a healthy economy.

I do not see this as a call or warning the the ETB money will not be there.  Rather the suggestion is to hang onto the money until the end of the month and then send it over at the last minute.

Sort of like an employer normally depositing money in the bank on the 15th to cover the paychecks he will give out on the 30th.  Now, the employer is going to hang onto that cash until the 29th and then deposit it.

Or at least that is the way I read this letter in the larger context of the DC shutdown mess.

"because you’re going to come to find out that people are going to steal and do what they have to do to survive."

Do what they have to do to survive?  Oh, like, I don't know...get a job?  ...or do something/anything that's productive and contributes to society instead of unraveling it?

Anyone who can't find a job or something else productive to do is either completely incompetent or is a lazy worthless turd, or, um, wait, there is no "or".  Can't walk or use your arms?  Does your brain still work?  Can't think above the level of a 6 yr old?  Does your body still work?  There is no gray area.  You either work or you don't.  I've lost jobs.  Boo fucking hoo.  I found another.  In one such instance I started my own business.  Anyone who can "push a lawnmower" can find work.

Tragically, the socialists have drilled it into our heads that "you can measure the greatness of a society by how well they treat the least fortunate among them".  WHISKEY TANGO FOXTROT?  Who says that other than socialists and indoctrinated douchebag useful idiots?  One measure I'd prefer is to measure that greatness by HOW MANY "least fortunate" a society has and what it tries to do to ensure that it has fewer of them rather than MORE of them.

Yup.  A bit like Detroit and some lib states like CA, NJ and NY.  People just leave.  Detroit would probably become a total ghost town if billions were not pumped in.  It is getting closer every day.

Utah has probably one of the best clean coal deposits in the world and would be a wealthy country.  Clinton locked it off to federal lands to benefit the leader of Indonesia's business interests.

Operation Northwoods -  The U. S. Joint Chiefs of Staff Plan to Terrorize the U. S. Populace http://abcnews.go.com/US/story?id=92662&page=1

The Joint Chiefs are the 5 generals and admirals in charge of the 5 branches of the U. S military. In 1962, those men were George Decker (Army), David Shoup (Marines), Georg Anderson, Jr. (Navy), Curtis LeMay (Air Force), and Edwin Roland (Coast Guard), along with a few others, all chaired by Lyman Lemnitzer (Army). The entire board of the Joint Chiefs of Staff proposed, drafted, and agreed on a plan to concoct a casus belli for war against Communist Cuba, under Fidel Castro. Their collective motive was to reduce the constant threat of Communist encroachment into the Western Hemisphere, per the Monroe Doctrine.

This plan was named Operation Northwoods, and entailed the most impossibly indifferent cruelty ever envisioned by a government against its own people. In order to sway public sentiment in favor of the war, the Joint Chiefs planned to bomb high pedestrian-traffic areas in major American cities, including Miami, New York, Washington, D. C., and possibly Chicago and Los Angeles; to frame U. S. citizens for these bombings; to shoot innocent, unarmed civilians on the streets in full view of hundreds of witnesses; to napalm military and merchant vessels in port, while people were aboard; to sink vessels carrying Cuban refugees bound for Florida; to hijack planes for ransom.

Not only did every single member of the Joint Chiefs sign his approval of this plan, they then sent it to Secretary of Defense Robert McNamara for his approval, and then to President Kennedy. McNamara claimed years later never to have seen it, but that he would have rejected it. Kennedy, however, did receive it, and promptly called a meeting of the Joint Chiefs, in which he threatened, with severe profanity, to court martial and incarcerate every one of them. The President cannot actually do this, but can order the Congress and military branches to do so, and in these circumstances, they most certainly would have. But Kennedy decided that it would cause irreparable disrespect around the world for the U. S. military. He did remove Lemnitzer from his position as Chairman and assign him as Supreme Allied Commander in Europe, not much of a demotion.

Theorists claim that the military may have had a hand in Kennedy’s assassination because of his blistering rebuke of the Joint Chiefs. This, however, remains unproven.

Our federal govt has been numbing legitimate pain of it's sheeple through bribes (welfare, SNAP et al) for decades while doing the bidding of the MIC, banks, cooperative foreign govt's and corporations.

Hence the massive insurgence of the "free schit crowd" through systemic dumbing down of the populace by our "media" and "education" systems through Fascism as directed by the Fed and its sympathizers.

This whole "story" is nothing but a tactical release by the Obumma disorganization to get their EBT Army up in arms and out protesting in the streets, mark my words.

The FSA was already out protesting Republican Representatives in downtown Atlanta today. Hey, I would have liked to protest our entire corrupt congress and their puppet master Wall Street Banks, but I have this little thing called A FUCKING JOB that unfortunately does not allow me the spare time to protest at the drop of a hat.

Still stuck in campaign mode, Obumma knows he can get his FSA up off their asses by threatening to take their EBT away. Hell, it's not like the FSA folks are missing work to protest eh ? So, his FSA fat asses get out and protest, and they get a ton of media coverage because the ruthless republicans just stole their fucking Thanksgiving Turkey, Candied Yams, and Collard Greens. Don't get me wrong, most republicans along with all Democrats, I wouldn't piss in their mouths if their guts were on fire, but there are a very few republicans that are trying to do the right thing here by stopping Obumma care and at least acting like they are attempting to get spending under control.

Meanwhile, the heartless fucking bastards here, you and me, get up early in the AM, bust our fucking asses all day so we can support our families, AND WE WORK TO FEED, CLOTHE, EDUCATE, AND PROVIDE SHELTER FOR THE VERY SAME MOTHERFUCKERS THAT WILL BE OUT THE REMAINDER OF THIS WEEK PROTESTING NOT TO STOP THEIR FREE SHIT AND THAT WE SHOULD WORK EVEN FUCKING HARDER TO GIVE THEM MORE FREE SHIT.

I agree completely, Obama wants to get the MAX out of the shutdown to blame the rePUGlicans, the way you do that is punish the poor DEM folks and blame rePUGlicans.

What is it a majority of US public is on food stamps, and +60% get a government check, ... talking about non-sustainable bullshit.

I have always seen the 'food stamps' as the canary in the coalmine, ... once the USD is toast, then the foreign imported food quits flowing, which means that those EBT dollars don't buy anything for anyprice, ... We're still a long way from that inflection point.

The point of the SHUTDOWN is complete, Obama-Care WON, its off the debate. On the table is 'austerity' and that is a WIN for the PUG's. The DEM's win cuz they got the Obama-Care to the finish line for wall-street.

***

Now with a majority of the US public dependent on GUBMINT checks and the MAJORITY of the 'poor' dependent upon food-stamps, government has never been More Powerful.

The "Canary in the Coalmine" will be food-stamps, but we're not there yet.

IMHO watch the reserve-currency carefully, watch inflation, and watch the value of the dollar drop quick in terms of imported food, then watch how quick those food-stamps become worthless.

Another point for you folks to understand, is that the world still spends 90% of its income on 'food', while the USA, it is what? 5%?  The USA has a long way to go towards a REAL 3rd world country, ... like in Syria, or Egypt once food is 110% of you income, ... then your got riots.

while I don't want to rain on your negativity and dilute the discussion with actual facts, I must state that it is easily verifiable that only about 20% of the population is on food stamps, and though math is not my strong suit, that strikes me as less than a majority.

Orginally FSA was for the 'poor', but poor is now over 50% of the US public, what is poor now in the USA $24k/year? What do people make? Most make less than that.

I would be surprised of 90% of the US public didn't qualify for FSA.

Now FSA is so fucking big, and so easy to get the Free Shit Army has enlisted.

Susie Q says Hello, and hopes your bar gets you drunk and laid as much as the 5th Fleet dropping anchor in Thailand on the way to Mark Faber's "establishment" for drinks and some $5 bill action ..

Ya'll know what strikes me as a damn shame?  This fellow Tibbits is going to meet his fate at the hands of the very people he works to help.

Poor, misguided bastard!  Give a man a fish... and all that.

,... just as an afterthought reading this post, it occurs to me that, there are many, many countries in the world that offer subsidized (piano-strings attac(k)[h]ed) sustenance. unfortunately, they're all in third-world fascist/ totalitarian countries! and yet here we are-- approx. one-third of the entire working population's is high on, 'Snap-Crack[les]-and, POP`py'... and no one cares (except for the awakening dead?)?!?

--and, just to elaborate on recent past history, as to why we're here:

britain (UK) leaves (reneges on,) it's {~}three-hundred-year-old 'gold standard' in 1931 under great duress following WWI, and we all know what followed less than a decade later (was it by design? laugh)-- WWII.  the USA and it's allies form a 'Bretton [1946-71 bimetallic] Woods System', making America the world's new-hegemonic king. the greatest power on the planet and we'll earned i might add-- but, things do change rapidly when your on top with no competition honing one's success?  by 1971 the US had blown it? Nixon reneges on 'bretton-woods' and america's 'gold-standard' and in just forty-years america is now on the 'FIAT' (paper backed faceless-digitized numbers and bytes, having no intrinsic value other than the full-faith of the Privatedly-Owned FRB'System') 'Toilet Paper Honour`Septic-System'?

finally, now after the korean, vietnam, bay-o-pigs, cold-war, afghanistan1, bosnia/croatia, irag1, 911, afghanistan2, iraq2, ###camp(africa's egypt)david's?, libya, syria, and perhaps iran were fucking broke!!!  and, yet the people can get up (like clock work orange?) and off their fat-ass's... go out happy`faced when 'snappy' comes to the local po box'ez(?) they live-in-- only in america... where, ask not what you can do for your country, but rather... what you can you ass`rape the lathargic moribund-bum's of,... a once proud legacy of moral and uncompromising integrity that the world so admired!!!   remember nixon, johnson, reagan, clinton, bush $41/$$43 and yours truly obama

Ps. (kennedy leave out of this?) ford and carter were just that... ok, but not of the above???

Earle:
Your thoughts make sense, but it is the equivalent of nails on a chalk-board to read. Some painful stuff. A few well placed cap letters and a bit less on the punctuation would be most appreciated.

tis my style to make you think well below and above the printed words, with {clues} hyperbolic inert screeching, if such is possible inside ones own cranium... abreast on the teat-ole-knowledge?

summary: we are here only because of our failed foreign policy and the cold-war neo-cons that foment endless wars bankrupting our country and worst legacy! it's that simple

the snap program is just the last hopes of a fail'd empire pacifying what's left of a once functional society before failure eclipe's all freedom of independense,... the precursor of anarchy-- think snowden, NSA, and controlled msm

hope i answered somethings?  DD11  :-))

Perhaps, this past weekend was a preplanned demonstration run of cutting off SNAP. Obey Barack, or be blamed for the consequences. Has Barack planned for unintended consequences for him? Luckily, its a climb to my fortress. Do leeches work well in teams? Can one leech trust another? Will the leeches storm Michelle's food garden for the broccoli?

I'm not sure what you people propose to do with the EBT beneficiaries, but you (generally, from what I've read above) are having a relative good/exciting time with their pain.

Don't forget to think about the fact that a decline includes just about everyone, and that at its roots is self-absorption.

Other than that -- enjoy the spectacle.

You do not detect real anguish about the state of this country on/from this forum? Many times cloaked in fine humour. Not hard to see if you try. Not supporting strong, relatively righteous people, and failing to celebrate them is a huge part of our problems.
