The Obamacare Debacle: It's Everyone Else's Fault

As the Congressional hearing, to apportion blame for the farce that Obamacare has already become, gathers steam the overwhelming theme from the four witnesses is "it's not our fault," and as much as the Congressmen dive deeply into the process, the more it is clear that the left hand had no idea what the right hand was doing in yet another government-funded SNAFU. The entire discussion can be summed up by CGI's comments that "our portion of the application worked as designed." Indeed, all of the contractors point the finger back at the government's Centers for Medicare and Medicaid as responsible for "end to end testing," and ultimately the #fail.

According to prepared testimony, CGI Federal, the lead contractor for HealthCare.gov, will say the federal agency in charge of the project was "the ultimate responsible party for the end-to-end performance of the overall" health exchange.

CGI also said its system passed eight technical reviews before going live and that problems came instead from a system designed by another contractor, UnitedHealth Group Inc 's Optum unit, which verifies users' identities. That "created a bottleneck that prevented the vast majority of users from accessing" the exchange, according to testimony of Cheryl Campbell, a senior vice president at CGI Federal.

Committee Chairman Fred Upton of Michigan  asks the contractors if they knew the site would have “crippling problems.” CGI’s Campbell says that “our portion of the application worked as designed” and repeated that “end-to-end testing was the responsibility of the (Centers for Medicare & Medicaid).”

 

“We anticipate that people will be able to enroll in the time that is allotted,” said CGI’s Campbell (which is Dec. 15 if you want insurance on Jan. 1). “As painful as it sounds, I know it’s a difficult system, but the system is working.”

In summation, it seems that the following sums it up all too poerfectly...

“If there was a silver bullet to answer that question, I would give it to you,” says CGI’s Campbell. “It’s the end-to-end aspect that is a challenge.”

In other words, whoever was running the overall project was asleep at the wheel...

Why even have a congressional inquiry into this? The answer was always going to be that.

Then we'll finally get to the real issue is that data is garbage. That it's impossible to match that data up. Debbie L Smith attempts to sign up herself and 2 children from two different marriages of which she's changed her name 3 times. Names, addresses, SSN# don't match up. She didnt officially change her name back. Her drivers license has a different address on it. Yeah. It's a nightmare.

Never going to be fixed. They'd need a national ID database. Presumably thats your Tax ID number since at the end of the day the IRS is going to verify your insurance to decide whether to release your tax returns or not.

Herman talked on the show today about what he's learned in terms of what a good executive leader needs to know, and I'm pretty familiar with how Herman operates. While he doesn't micromanage areas in which he has given someone else responsibility, he expects us to let him know when there is a major issue.

If we had a problem with this web site, he would expect me to get it fixed if I could. If I couldn't, and it became a major problem, he would expect me to tell him immediately. That is exactly how a good executive manager operates. To let a problem like HealthCare.gov become such a fiasco is on the top guy, whether he knew or not, because he should never have fostered a culture in which it is acceptable for his high-level people to keep something like this from him.

Herman saw this coming back in 2009, when Obama structured his administration with more than 65 people reporting directly to him. The ideal number of direct reports for a CEO is four, he told me. A really good executive leader might be able to push it to seven. Someone with no management experience whatsoever managing 65 direct-reports? Disaster. Guaranteed.

It may well all be deliberate at some level. Whether Obama himself is deliberately destroying things I can only suspect, but we know that everyone under him and advising him are not ALL fools. We know they can see what is happening and at the very least are doing nothing to stop it and if anything enabling it further. If as Cain suggests common management principles are in direct conflict with Obama's actions, surely someone would know and gently remind him so. So either his ego is So grand that he takes no advise or direction from anyone (which seems possible yet boggles the mind as to why he has so many advisors if he ignores them all) or they see what is happening and it promotes their agenda's goals. This is a runaway train and either they are all idiots or terrorists bent on destruction. Either way it needs to be stopped.

Your "experience" with IT people is probably dealing with project managers who are put in charge of IT projects without first developing and expertise in the technology they are managing. People think you can take a project manager with no exposure to coding or or systems architecture and have them successfully manage a complex development project.  I am a damn good manager of software development programs. I was a coder and architecht before I moved into management.  If you made me a construction project manager I would fail. The problem with these assholes is that they have no idea how to tell when the estimates provided by their tech staff are reasonable.

Finally found what I wanted to post:

An example of how a typical end-user specifies what kind of computer
   program they want you to design:

   Dear Mr. Architect:

please design and build me a house.  I'm not quite sure of what I need or
want in a house, so you should use your discretion.

   My new house should have between 2 and 45 bedrooms.  Just make sure the
plans are such that bedrooms can be easily added or eliminated.  When you
bring the blueprints to me, I'll make the final decision of what I want.
Also, bring me the cost breakdown for each configuration so that I can
arbtrarily pick one.

   Keep in mind that the house I ultimately choose must cost less than the
one in which I currently reside.  Make sure, however, that you correct all
the deficiencies that exist in my current home.  I'd allow you to view my
current house to help you understand and avoid the problems that I'm refer-
ring to, but I'm afraid that it may interfere with your creative abilities.

   Also keep in mind as you design this house that I wish to keep yearly
maintainance costs as low as possible.  This should mean the incorporation
of the latest technological advancements in siding & insulation.  If you
choose not to specify aluminum siding, be prepared to explain in detail.

   Please make sure that modern design practices and the latest materials
are used in constructing the house.  The house should be very nice.
However, be alerted that the kitchen should be designed to accommodate my
1952 Gibson refrigerator and any other items with which we don't wish to
part.

   To assure that you are building the correct house for my family, make
sure that you contact each of my children and in-laws.  My Mother-in-law
will have very strong feelings about how the house ought to be designed
since she visits us at least once a year.  Make sure that you weigh care-
fully all suggestions made by family members and make the right decisions.
I, however, retain the right to override any decisions you make.

   Please don't bother me with details right now.  Your job is to develop
the overall plans for this house.  Get the big picture.  It's not appro-
priate at this time to be choosing such things as the color of the carpet,
although you should keep in mind that my wife likes green.

   Also, do not worry at this time about acquiring the resources needed to
build this house.  Your first priority is to develop detailed plans and
specifications.  However, once I accept the plans, I'll expect to have the
house under roof within 48 hours.

   While you are designing this house specifically for me, keep in mind
that sooner or later I'll probably sell the house.  It should appeal to
the largest number of potential buyers.  Please make sure, before you
finalize the plans, that there is a consensus of the population in my area
as to the desirability of the features included in the house.

   You are advised to look at my neighbor's house, which he constructed
last year.  We like it a great deal because it has many features that we
would like to have in our new home, particularly the 75-foot swimming pool.
With careful engineering I believe that you can design this into our new
house without impacting the construction cost.

   Please prepare a complete set of blueprints.  I's not necessary at this
time to do the real design since these blueprints will used only for
construction bids.  Please be advised, though, that any resulting increase
in the cost caused by future design changes will result in your getting
your hands slapped.

   You must be thrilled to be working on such an interesting project such
as this.  To be able to use new kinds of construction and to be given such
freedom in design is something that doesn't happen very often.  Contact me
as soon as possible with your design ideas.  I'm most enthusiastic in
seeing what you develop.

Dissent is illegal. In CA, defacing or throwing away CoveredCa.com promotional material is punishable by CA state law. This is particularly spiteful, because only PDFs are available, so you'd need to print it using your own paper and ink, to break the law. You no longer even own your own printer, paper and ink, they do.

You all are missing the point that our Government hires contractors to do virtually everything it is supposed to do. This has several advantages:

(1) Someone else can take the blame

(2) Government employes don't actually have to do anything except watch and fink on the contractors.

(3) It nicely spends all available funds so an increase can be justified next year.

With billions of dollars at stake, did it ever occur to you that at least a dozen or more saboteurs may be in the group of coders that destroyed the software integrity and disrupted the workflow? I doubt that HHS even considered that such a possibility was probable, and that enemies of the state (already shown to be capable of shutting down the government and nearly destroying the currency) were at work wiping out the Web system?

McAfee was on radio last night saying the code was easily hacked (meaning your bank account info, SSN, etc. are too).  He's in (or was in) the cyber security biz, so he's got a dog in the hunt, but it stands to reason since there's no privacy, security's pretty much a non-starter too.  Good luck to those "lucky" few thousand who have managed to sign up.
