Doesn't need it... many (most?) modern AR15 rifles/carbines are "flattop" in design - meaning they only have a mounting rail across the top and people use low magnification optics mounted to the top. You add back up pop up iron sights should your optics fail. Regardless, this configuration (no sights, no carry handle) is the norm these days.

The people who commit these crimes are not battle-hardened soldiers who have experienced being shot at. LAX is full of armed police, the response time to this shooting had to be on the order of 1min.
