Today, America's Foodstamps Program Gets A 6% Haircut: What Happens Next?
Today, one of America's best-known welfare programs with 47.6 million participants or 15% of the total population, the Supplemental Nutrition Assistance Program also known as "foodstamps" or EBT, is due for a substantial haircut: beginning Friday, there will be a phased in $5 billion reduction (6% of the program) for the 12 month period starting November 1st 2013. So what happens next?
Nick Colas of Convergex explains.
The U.S. Supplemental Nutrition Assistance Program (a.k.a. Food Stamps) is the largest means-tested social support program in the country, with $6.3 billion in direct monthly cash transfers to individuals for the purchase of food. Some 47.6 million people (15% of the total population) are in the SNAP program as of the most recent data (July 2013) and these individuals receive an average of $132 per month. This support is set for a cut on Friday, with a $5 billion reduction (6% of the program) for the 12 month period starting November 1st 2013. From a Wall Street perspective, these numbers may seem small at 0.0003% of GDP. From the perspective of Main Street, however, is means a cut of $36/month for a family of four receiving full SNAP benefits. Record levels for stocks, record level for SNAP participants… An odd societal disconnect, to be sure.
We’ve written about the U.S. Supplemental Assistance Program (SNAP, also known as food stamps) in these pages over the years even though the topic bears no direct relationship to corporate earnings, interest rates, the Federal Reserve, or any other recognized business topic. The reason for this focus is threefold:
- It is a very large visible government program with monthly data updates. There are, for example, 47,637,407 Americans in the SNAP program as of the most recent update (July 2013) from U.S. Department of Agriculture. A total of 23,074,914 households receive an average monthly benefit of $272.51. This amounts to $6.3 billion in monthly support. As a percent of the population, this is 15% of all Americans and +20% of all households in the program.
- It is a good measure of how deeply the economic recovery in the U.S. is reaching through the socioeconomic strata. Qualifying for SNAP means you make no more than 130% of the poverty line and generally have limited assets. Those 47.6 million people in the SNAP program are, for all intents and purposes, a record high for food stamp participation once you exclude months where the program includes disaster assistance.
- It generates a large amount of hate email direct to my inbox and voicemail from both ends of the political spectrum. From the right comes criticisms over certain parts of the US population using EBT cards (the debit cards used to distribute the program’s payments) to buy beer and potato chips. This, yes, does occasionally happen. From the left, we get missives that feel a lot like that guy who told the world to “Leave Britney alone!” Food stamps, these folks argue, are part of living in a just society, which doesn’t allow anyone to go hungry. Half of all the people enrolled in SNAP are children, so it is pretty easy to see their point of view as well.
In the spirit of bringing our two warring readerships together, I would propose the following statement: “Something has changed about America since the Financial Crisis, and the still widespread popularity of the SNAP program is emblematic of that shift.” Or, in the words of Bill Parcells, “You are what your record says you are.” The American economic record, based on the Food Stamp data, is still pretty lousy:
- Before the Great Recession of 2009, enrollment in the SNAP program ebbed and flowed with the state of the U.S. economy. There are links to the data after this note, with the high water marks in 1976, 1981, 1992-4 and cyclical lows in the late 1970s, 1980s, and 1990s.
- From 2004 to the present day, SNAP enrollment has doubled from 23 million people to more than 46 million. The cost of the program over that period has moved from $25 billion annually to $75 billion in 2012.
- The notional economic “Recovery” which has helped domestic equities more than double from their March 2009 lows is entirely absent from the U.S. food stamp data. As mentioned, enrollments are still essentially at record highs.
- Sometimes big numbers are hard to visualize, so here’s a few ways to think about the size of the SNAP program. For example, if every SNAP participant lived in one state, it would be 20% more populous than California. If every person in the program linked hands, human chain style, they could circle the Earth (assuming a 3 foot reach per person).
We’ll sidestep the inevitable political discussion for a moment longer, and point out that things are about to change in the food stamp program. On November 1st, everyone in the SNAP program will see lower payments. Here’s the hows and whys:
- Monthly payments increased because of the 2009 American Recovery and Reinvestment Act, but these increases expire on Friday. The jumps were substantial – the average benefit per person increased to $125 in 2010 from $102 in 2009 and topped out at $133/person in 2010 – 2012.
- The change cuts $5 billion out of the program for the November 2013 – 2014 period, on a base of $75 billion (based on the latest run rate of $6.3 billion/month). The USDA estimates that this will be a $36/month reduction in benefits for a family of four.
- The Center for Budget Policy Priorities, using USDA data, stated in a recent note that 80% of SNAP households live below the Federal poverty line ($19,500 for a family of three) and 40% live in households making less than half that amount. The SNAP program helps feed 25% of all US children and over 9 million seniors.
Let’s see if we can dodge the political bullet for one more paragraph, with a few more fact-based points:
- The SNAP program is explicitly NOT designed to provide the only income available to economically distressed Americans for the purpose of purchasing food. There’s been a raft of celebrity and CEO ‘Live on SNAP benefits’ challenges, where these economically fortunate individuals chose to live on $133/month in food purchases. This ignores the fact that the program is intended to be “Assistance” rather than 100% support.
- There are further cuts in the program coming in 2014 – 2016, to the tune of $11 billion over the period. It is an odd quirk of the SNAP program that its funding is part of the annual Farm Bill in Congress. That means these future cuts could be overturned as House and Senate consider this legislation. For right now, however, these proposed reductions would take the SNAP program down to $60 billion from the current $75 billion run rate. Truth be told, the pressure within Congress is to cut these payments further, rather than to increase them.
- If you are looking for a capital markets impact, retailers in southern and western states are one place to look. There are 13 states with over 1 million SNAP participants: Arizona, California, Florida, Georgia, Illinois, Michigan, North Carolina, Ohio, Pennsylvania, Tennessee, Texas, and Washington. The economic “multiplier” on food stamp purchases is about 2:1, so the $5 billion reduction in 2013-2014 looks more like $10 billion in the real economy.
To sum up (apolitically, of course)… The amount of money 15% of the U.S. population uses to purchase food is about to go down, and by enough so this group will notice its absence. It may not matter to the economic data on which Wall Street hangs its fedora, but it is certainly enough to spark a political response. How this plays out, I honestly have no idea. We are in uncharted waters here, as the historical record clearly shows.

Nick Colas may be a grand market strategist, but the sentiment in his analysis of the U.S. Supplemental Nutrition Assistance Program (a.k.a. Food Stamps) is displaced.
Does he not realize that U.S. Census Bureau statistics on money income do not include non-cash benefits such as those from the Supplemental Nutritional Assistance Program (food stamps), or Medicaid? That’s official; it’s from The Center on Budget and Policy Priorities.
Since 1970, the Center reports, “cash public assistance for households that are not elderly or disabled has declined sharply, while non-cash assistance has increased substantially. “
Which leads me to the latest report from the Senate Budget Committee. That report shows that households below the poverty line receive welfare payments the equivalent of $61,320, tax free, while the median household wage for non-welfare recipients is $50,054, or $43,680 after taxes.
Townhall.com has the story:
“It's official. Taxpayers are no longer simply helping the poor, they're subsidizing the lives of welfare recipients at a better rate than their own.
“The Senate Budget Committee has released a report showing households living below the poverty line and receiving welfare payments are raking in the equivalent of $168 per day in benefits which come in the form of food stamps, housing, childcare, healthcare and more. The median household income in 2011 was $50,054, totaling $137.13 per day. The worst part? Welfare payments are equivalent to making $30 per hour for 40 hours a week. The median wage for non-welfare recipients is $25 per hour but because they pay taxes, unlike welfare recipients, the wage is bumped down to $21 per hour. From the report:
“For fiscal year 2011, CRS identified roughly 80 overlapping federal means-tested welfare programs that together represented the single largest budget item in 2011—more than the nation spends on Social Security, Medicare, or national defense. The total amount spent on these federal programs, when taken together with approximately $280 billion in state contributions, amounted to roughly $1 trillion. Nearly 95 percent of these costs come from four categories of spending: medical assistance, cash assistance, food assistance, and social / housing assistance. Under the President’s FY13 budget proposal, means-tested spending would increase an additional 30 percent over the next four year…”
Is Colas not aware that, as Investors Business Daily has pointed out, Barack Obama’s administration has partnered with the Mexican government to make sure Mexican nationals living in the U.S. don’t miss out on food stamps?
Or that the USDA Flyer: We Don’t Check Immigration Status for Food Stamps advising Spanish-speaking residents that they need not declare their immigration status to qualify for food stamps has been supplied to the Mexican embassy for posting in its network of approximately 50 consular offices?

Government: Using today's example of government as shining examples of governance is kind of pointless because everyone is swimming in a sea of horseshit, the debt that accompanies it and the dismantling of the REAL services that a government is supposed to do.
A government is air traffic control for resources and a tracking system to figure out when a problem happens. That's it.
- It is not an economic engine, that takes care of itself with honest money.
- It is not your mother to bitch to or feed and clothe you.
- It is not an army either but an organization standard. Need resources, apply resources by asking.*
- It is not a competition to who's dick is bigger. It's how it's used and asking for better techniques to continuously improve and the real reason this is all broken...
- It is not an Archive. No one throws bad ideas away, even after being given metrics, real world experience and a career of non deliverable project objectives. Nothing to show for all that wasted time, resources and people. Things need to get organized and allowing that to happen with a minimum of overhead is important. Magic doesn't work in this situation, people sitting down and throwing ideas on the table do.
Why?
Because eventually people get together and will organize something anyways and when they do. Then it turns into the current situation then it's in the ditch. People have to be clear in what they need, want and can afford. Really think about that. You are communicating through a mechanism that is the only international effort that is primarily collaborative and done through volunteer labour with government organization.
I don't have enough fingers and toes to count the extra after hours time it took to get most of all of this set up. And that took organization. Not business, they couldn't be fucked to give another business the time of day. The professional organizations were just useless, most of them are big pots of nepotism. It was the technology groups in the governments as technicians, engineers and geeks that built all of it.
You are typing on the single piece of proof of how government can work. And you know exactly what doesn't. Break the problem down because bitching about doesn't fix it. Keep what works, throw the garbage out and recycle it.

So if you wish to expand to a nth size you are going to have to be greedy. So instead of attempting to hammer a square peg through a round hole when you have an really obvious weakness, you refocus that resource into being productive.
Change the direction on what people are greedy about, the fact remains everyone steps around the idea of all things being equal. They aren't. Any project I've been on works best when I've had the broadest ranges of personalities and strengths. Then while running the project you watch and listen. Example project.
I hire five guys. A brain, some Back office muscle, a statesman and a smiler. All these guys have a base skill set and some specific skill that needs to answer back to the statement of work as I was given. The Brain I stick on a keyboard to make amazing things. The Goons and myself go perform the logistics monkey work in the server room. The Statesman I glue to the Smiler to sit in boardrooms all day and figure out where the client wants to hamstring themselves. Somewhere in the week everyone stops for a sanity check. Rinse and repeat until the project is done.
In the example offered, no one was greedy. It works well, but say I get a greedy guy. In IT there are greedy guys. They don't want money though (lol not exactly true in contracting), they want to learn. They still get paid like anyone else.
Where do you put it? Where would you put the greedy guy? You put them in a role of earning responsibility to temper the steel of the greed. It should never be given.
I know far too many in Engineering and IT that dodged the VERY important step of supporting the role just because of a certification. Or under weirder conditions, the Militaries around the world are really bad for this, they stick a guy on course and throw him in the yard with the other dogs. Can't do that, all you end up with a guy that hasn't got the experience to back up the knowledge.

Politicians may go to church for show but you will very seldom see VERY wealthy at church. If one read the gospels and tried to live the way Christ advocated you really would be happy, but people do not read there own bible or spend time in prayer to know the creator.

As for foodstamps, it is the only form of welfare I do not mind my tax dollars being used for. However, the items should be limited to proteins, wheat pasta or rice and vegetables. While the general amount per person is not much, subsiding sugars or carb laden white starches increases obesity and other health conditions which are also now subsidized.
Means testing should be applied as well. I do admit wincing seeing the welfare queens having kids to get more benefits as long as possible but they are exceptions and not the norm during this depression.
If I really had choice, I would cut all subsidies in the financial and military industrial complex first but my vote no longer matters. Voters are like fans on the top row of mile high stadium these days.

Welfare benefits (even for coroporations) are too high in this country...but there should be some safety net. If we ONLY focued on the most basic needs, food, shelter (and i'll toss in education to help break the cycle) the cost of entitlements would be significantly lower and we'd at least keep people from dying in the streets. and i think only focusing on the most basic would finally motivate those that can help themselves to do so.

I live near an area where there are a lot of people who truly depend on EBT for their food.(not luxury car driving scammers buying steak & lobster). With our "non-inflation" hitting food costs very hard, the local grocery had already become a sad & depressing place, People at the end of the month have desperation in their eyes, and the store is now stocking weird cheap "meat"items, including packs chicken feet.
The EBT cuts will just be a new miserable experience for these folks while Jamie, etal. live the subsidized good life. I once read that one of the worst forms of torture is to tie up at starving person and place a banquet in front of him. We get to be tied up and starved while the elites go to the banquet.
And I'll bet not one of them has ever considered a patio garden with tomatoes, squash, beans, or what-have-you. If they only knew that they could grow more food than they could possibly eat if they put their minds to it.
Most of them probably do not have a patio. Most of them, like me, probably live in an apartment. My wife has the house, I live in an apartment. Even if I did own a home, I would not want the problems of a garden of food stuff growing. It only invites the wildlife, and family cat from next door to come over and sup at your expense.
