The Wages Of Fear
In “The Wages of Fear”, Yves Montand and three other down-on-their-luck French expats agree to drive two truckloads of unstable nitroglycerin hundreds of miles across an impossibly difficult South American terrain. Driving 30 minutes apart so that the destruction of one truck won’t blow up the other, the two teams wind their way across one obstacle after another, facing the constant danger that an unanticipated bump will mean their deaths. One truck blows up in just such an unexpected way, killing two of the drivers in a giant fireball. A third driver is killed in the effort to traverse a final obstacle, a huge pit of oil and muck, but the lone truck and single surviving driver make it to their destination with the deadly cargo intact. Paid double wages … enough to live comfortably for years … and recovered from his exhaustion, the surviving driver must only drive the unloaded truck back to the origination point, where his girlfriend has already started putting together a celebratory party. But living with constant and overwhelming fear has changed the surviving driver’s psyche. He starts taking crazy chances driving the perfectly safe truck home, ultimately taking a turn way too fast and careening to his death in the chasm below. The End.
This is what living with fear does to an individual, a tribe, or a nation … it warps their view of the world and creates massive behavioral change even after the source of that fear is removed. These are the wages of fear, and this is the hidden and awful cost of 9/11 and Lehman’s collapse.
In the immediate aftermath of 9/11, we created a massive NSA eavesdropping and spying apparatus to combat the very real and immediate threat posed by a decentralized terrorist organization that we suspected had significant sovereign sponsors. Today al Qaeda is a pale shadow of its former self, and its sovereign sponsors are in retreat or eliminated. We won this war. Yet we have not scaled back or reduced our spying apparatus. On the contrary, we have created a bureaucratic and judicial structure to support the program, and we are expanding its technical and operational scope to identify and combat potential threats to national security. Why? Because our collective fear of another 9/11 has created a social and political sanction for such a bureaucratic capture. And because these potential threats to national security will always be present, this emergency NSA eavesdropping policy has become a permanent government program with enormous social and economic costs.
In the immediate aftermath of Lehman’s collapse, we created a massive monetary policy program called Quantitative Easing to combat the very real and immediate threat posed by a deflationary spiral as markets seized up. Today there is zero chance of a deflationary freefall with a US epicenter, and we have returned to our regularly scheduled entertainment of a lackluster business cycle. We won this war. Yet we have not scaled back or reduced our QE apparatus. On the contrary, we have created a bureaucratic and judicial structure to support the program, and we are expanding its technical and operational scope to identify and combat potential threats to economic security. Why? Because our collective fear of another Great Recession has created a social and political sanction for such a bureaucratic capture. And because these potential threats to economic security will always be present, this emergency QE policy has become a permanent government program with enormous social and economic costs.
In the parlance of strategic military doctrine, we have transformed our goals from fighting a responsive war against a specific threat that has injured us to fighting a preventive war against a potential threat that might injure us in the future. There’s nothing inherently wrong or stupid with fighting a preventive war, but it has a very different set of goals and effective social modalities than a responsive war. If this is our choice … fine, but let’s make it an honest choice as opposed to a fait accompli imposed on us by powerful interests. It’s always important to call things by their proper names, but never more so than when you’re fighting a war.
The classic example of a preventive war is the Japanese attack on Pearl Harbor in 1941. Squeezed mercilessly by the coal, oil, and steel embargo imposed by the US, the Japanese leadership concluded that although they would probably lose a war with the US, they would definitely lose the peace. Rather than accept the slow decline of the status quo and the economic constraints imposed by US policy, Japan decided to accelerate an outcome by launching the Pearl Harbor attack.
While there are quite a few historical examples of insurgent or up-and-coming countries like Japan challenging dominant or status quo countries with a preventive war, it’s actually rather hard to find examples of a dominant country starting a preventive war. That’s probably because dominant countries have other policy levers they can pull – like a coal, oil, and steel embargo – to keep the insurgent countries in their place without resorting to war. But we have a very good example of the consideration of preventive war by a dominant country in the internal US debate over how to deal with the growing power of the Soviet Union and China in the 1950’s and 1960’s. By examining the arguments in favor of preventive war (or its close cousin, pre-emptive war) made by some US strategists during this period, and why those arguments were ultimately rejected in favor of a less aggressive policy of containment, we can gain some insights into the risks and rewards of the preventive wars we are currently fighting and why we might prefer a less aggressive approach.
Here’s a snapshot and a few indicative quotes from probably the most effective and outspoken proponent of a preventive/pre-emptive stance regarding US nuclear policy – Curtis LeMay.

It’s easy from our modern perspective to poke fun at how LeMay presented himself with a giant cigar, and it’s very hard to get comfortable with a man who directed the low-altitude firebombing campaign of Japanese civilian populations and who ran on a national ticket with noted segregationist George Wallace. But LeMay was also a brilliant contributor to the US victory in the Cold War. He almost singlehandedly transformed SAC into the most powerful warfighting force in human history (my favorite story is the mock bombing run he ordered on Dayton, Ohio to figure out which of his pilots could hit a target), and it would be a mistake to underestimate his arguments just because we don’t like his politics.
LeMay’s advocacy of preventive/pre-emptive war is based on a very specific utility function – nothing is worse than US military defeat. If that’s your view, that it’s better to be dead than Red, then a preventive attack on a relatively growing Soviet Union or China is an easy call. Far better to strike today, when the correlation of forces (to use a phrase favored by Soviet strategists of the day) were still tilted to the US, than tomorrow when we might not be so fortunate. Because the avoidance of US military defeat was LeMay’s end all and be all goal, he was prepared to “do whatever it takes” including “the killing of a nation” (his words) in the furtherance of that goal.
Anyone who says that he or she is prepared to “do whatever it takes”, whether it’s Mario Draghi and Angela Merkel talking about support of the euro, Ben Bernanke talking about preventing deflation, George W. Bush talking about pursuit of terrorism, or Barack Obama talking about growing the economy … is making a preventive war argument just like Curtis LeMay. Not a preventive war against a particular nation, but a preventive war against some conceptual social ill. Of course, you can’t defeat a conceptual social ill like you can defeat a nation. You can’t accept the surrender of General Deflation. These social ills will always be with us in one form or another, which means that a preventive war in the modern context is a permanent and constant war.
It may not seem like we are on a war footing when it comes to NSA eavesdropping or QE, because the trappings of war … mobilizations, set battles, etc. … may not be present. But the language associated with a war footing is definitely present, and this is what creates the social space that allows these policies to exist and thrive. I am struck almost every day by how the language of extremism and war pervades our domestic political and social institutions, on both the left and the right. I hear the voice of Curtis LeMay everywhere! Unfortunately, I think it’s a voice that tends to promote the wages of fear, and I’m certain it’s a voice that drives game-playing in markets. But it’s also a voice that diminishes as it is identified for what it is, and that’s a pretty worthy goal for Epsilon Theory.

Ever since FDR cranked up the US war machine in the 1940s they’ve been eager to have to have a War on This and a War on That since war, WWII style has been the only situation where total government control of the economy was palatable to most Americans.

Mercury, I'll add that it isn't only they who have been eager to have a war on this or that. We continue to elect leaders who promise these wars and we shun and mock those who have the right of it (cough, Ron Paul, cough). They only do what they do because we put them in place and create and reaffirm every signal that they are propperly doing our bidding.

Fear is an excellent sheep herding tool. When the ruling elite figured out we felt we no longer needed them, they rolled out the continuous terror threat machine. Well, the last time we ran up a debt to GDP ratio this high was during an absolutely gigantic war. I suppose we will eventually get out money's worth this time too. At best we won the battle but lost the war. The economic workings have been damaged permanently by suspending the most powerful negative feedback mechanism failure (bankruptcy) for the big players.

I second your thoughts. This is a bad article. With mistaken or misleading conclusions. About the only point I agree with is that 'fear' is a major tool used to manipulate the populace.
What exactly did we win, other than oil and poppy fields, with the 'War ON Terror'? Now the 'War OF Terror'. I'm sure if you ask the peoples of Iraq or Afghanistan they would agree we won that one.
The "eavesdropping and spying apparatus" of the NSA has existed decades before 9-11, just not in its present 'vacuum the world' form.

It was not 9/11, nor Lehman, that has done these things to our nation. It was the response to these events, in which the masses turned to the government that had brought these events upon us and asked them for the solution, that has done us in. Until a majority of Americans can grasp this simple, irrevocable reality, we are doomed to follow this trajectory toward tyranny.

Money: The Emergency Broadcast System
As you can plainly see, capital employs money to create artificial crisis, polluting the countryside to drive urban density. A depression, brought on by prohibitive regulation along the diminishing returns curve, is just the last leg of fiscal and monetary policy in a positive feedback loop, driving artificial real estate price inflation and deflation. Corn is just the latest scam baking pollution into the price of food for the so-contained masses.
From the perspective of labor, money is employed as an early warning system. When government refuses to live within the means allotted, increase your distance, by discounting empire money in your private life. Its value depends upon the difference between your value system and the counterparty value system, along the people-property-income prism.
By now, you should have a p/t public job, a private business and access to natural capital. To the question of whether you want to live in poverty or join the military exercise, the answer is neither. No one of consequence seeks war, the drones can be turned on their keepers at will, and a bomb to end any war can be designed at any time.
Labor raises its children to seek their own lives independently, hoping they will come back for a visit. Middle class raises its children to replicate. And capital raises its children to control replication. You are not born looking backwards. With age, automatons look back with increasing frequency, responding to expected stimulus with conditioned habit in shorter and shorter loops. America is no more responsible for the Middle East sh-show than vice-versa.
Labor doesn’t work for debt, or gold bought with debt; corporate has consumed its entire economy with increasing price on decreasing quality; and the Fed is printing all corporate payroll to simulate a tax base, paying each social class to steal from the one below it, with make-work misdirection.
All the automatons know is that money temporarily relieves their mal-adaptation anxiety, and they are just one digital transaction from bankruptcy, if they do not comply. Money begins as training wheels, becomes a scam, and proceeds to addiction, until it becomes a bomb. Silicon Valley simply globalized the system electronically, hiding it further from view.
Look at the dot.com IPO graph of gravity over time. Amazon isn’t a book store, with a magazine rack for advertisers. It’s a distribution system built by cannibalizing the book business. Amazon sells advertizing, to grow the keep-up-with-the-Jones, middle class consumption, and it is already on the heels of Wal-Mart, at the limit of marginal utility. Capital rolls out an IPO in hopes that the gravity will suck in people to solve automaton problems.
Twit is the Hail Mary as the clock winds down in a game already lost. Empire advertizing is in a contracting closed loop, desperately seeking teenagers as seed to grow the ponzi economy. Every time it thinks it has a solution, it doesn’t. Twit is all promise and no business, and the kids are already increasing their distance, again.
Capital is cannibalizing itself playing a game of cat and mouse, with kids who are playing demographic deceleration, in a world of capital control, early childhood education and electronic spying, which is why the middle class finds itself in a liquidation trap, revealing ongoing capital insolvency. Capital grows a middle class to close out labor in the short term, all it knows, only to accomplish the opposite, closing itself out, over the long term, simple physics.
Empire is a self defeating system, proceeding step by step to the limit of diminishing returns, no marginal utility of legacy capital. Cancer is a function of short-circuit replication, and the empire treatment is always another short squeeze. Germany may see 95% of America and America may see 97% of Germany, but neither is relevant to your future. Labor doesn’t act as a union to the end of cartel.
Wages only have meaning when they are considered relative to some object. Only the middle class thinks it makes sense to accept debt as money in payment for service, falling further and further behind real estate price inflation. If you look at the momentum of gravity, you will see that the dot.com ‘paradigm’ has run its course. Labor mirrors stupid, until it doesn’t, and stupid blows up.
This planet replaces the critter at the top of the food chain on a regular basis. Empire money is a simple extension of planetary gravity, an artificial construct serving as an early warning signal, a timing device. The answer to the chicken and the egg problem is neither; time is a perception. Most of the boomers mismanaged their inheritance. It happens, on a regular basis.
The empire blows itself up attempting to micromanage marriages to the end of its own replication. All you have to do is place your resistors beyond its horizon. This planet is awash in sunk cost real estate. Recycle to propulsion, with a transmission made for the purpose. Discount bank interest from price.
When Buffet talks about the value of money, what he is talking about is hindsight, the time value of delay. He’s a bankruptcy judge, as are all judges. He employs a replaceable middle class to do his dirty work, to pave his way. A last-to-lose politician is of no consequence to labor. Labor doesn’t require a rear-view mirror; it’s an option.
Define your self, moving forward, and raise the bar as you go. Life is who you take on the journey, not what. Labor recognizes labor, whether it dresses as labor, middle class or capital. You can only choose your mate. Choose human.

The more someone has the more paranoid they become to protect it, and since 9/11 this country has become so incredibly paranoid we've all lost our privacy rights. Just like the Stasi which held records on all citizens the NSA now holds records on all of us, whether we like it or not.
The only pride left seems to be the biggest baddest military in the world, yet the expense of it has skyrocketed since 9/11. The economic damage done to the us was far greater than what happened on 9/11.

Since "9/11 and Lehman’s collapse" were both INSIDE JOBS it is easy to find "examples of a dominant country starting a preventive war."
In my opinion it is physiologically impossible to feel as afraid as we should be able to feel after recognizing that the events on 9/11/2001 were a false flag attack. Similarly, it is almost impossible to comprehend the consequences of having a fundamentally fraudulent financial system, which deliberately drives booms and busts, to become bigger and bigger each time! Things are actually so many trillions of times worse than we can comprehend, that we are unable to feel as much fear as would be appropriate to feel.
The world system is exponential growth backed by weapons of mass destruction. ALL of the most important things that human beings are doing are based on huge lies, backed by the history of lots of violence. The world is already almost totally dominated by well-established systems of legalized lies, backed by legalized violence, against which there are no possible effective political means to resist.
The globalized Neolithic Civilization is terminally sick and insane, because it is all based on the history of successful deceits and frauds, against which no evidence or logical arguments have any effect, since the entrenched systems are quite able to cruise on deliberate ignorance. "Our" so-called civilization was built on the foundation of war, which required deceits for its success, and upon that foundation were built fundamentally fraudulent financial accounting systems. Therefore, things like 9/11 were deceits, which have supported astronomically more deceits, while the financial crises of 2008 were planned to happen, so that the biggest banks could prevail, in the ways that they have. Both of those trends overlap at the top of social pyramid systems.
However, all of that is runaway social insanity, because it is all based on the successive increments of short-term successes of deceits and frauds, whose longer term consequences will accumulate to become catastrophic! Add to the central social fact that society is controlled by the people who are the best at being dishonest, and backing that up with violence, and the amplification to more and more astronomical sizes, by the progress in science and technologies, that have made some human beings become trillions of times more powerful and capable than ever before in human history, and then we have a receipt for megadisasters which are way too BIG to be able to comprehend, and therefore, way too BIG to be able to actually feel appropriately and adequately afraid of!
The REAL "preventive war" that appears to be planned for is that the ruling classes, (who are only that because they were the best at applying the methods of organized crime to control civilization, but otherwise are criminally insane) have prepared for the obviously unsustainable exponential growth to end through more genocidal wars, along with democidal martial law. The success of the 9/11 and 2008 INSIDE JOBS were steps on the path towards preparing to kill off the majority of the world's population, when the overshooting exponential growth finally can not continue anymore on a planet which has already been raped, and its resources high-graded to hell.
What is worse, is that while the well-established social pyramid systems are covertly preparing their kinds of solutions to these basic problems, by attempting to consolidate their power, and wipe out the majority of the people who are currently lower down on that social pyramid, those people who are lower down on that pyramid are mostly too ignorant to be able to understand that there ARE those real problems, that the exponential growth is impossible to keep on doubling and doubling forever ... Therefore, "we" must go through drastic changes, and the needs for those drastic changes are approaching us at an exponentially accelerating rate.
Human beings are faced with problems which have been astronomically amplified in size by advances in science and technology, which only a tiny minority of the population understand bits and pieces of. Primarily, that has been channeled through the established pathways of the social system, which are primarily based on greed and fear, and which have been concentrated at the top of the social pyramid systems, to be directed by the most criminally insane people, through the combined money/murder systems, where we see things planned and executed like the INSIDE JOBS on 9/11/2001 and in 2008, etc.!
On level after level, the vast majority people do not understand that, and do not want to understand that. The doubling and doubling of the total human population and level of human activities can not continue forever, and it will approach its real limits at an exponential rate. The ruling classes are well-aware of that strategic problem, and their tactical solutions are to prepare for massively genocidal wars, along with democidal martial law. Our combined REAL enemies are trillions of time worse than we can comprehend, or feel appropriately afraid of! Those REAL enemies are the combined ways that the social pyramid systems work, which require the masses of people to believe in the biggest bullies' bullshit social stories, while what is happening in the world is pretty well totally the opposite to everything that those stories present to the public as being the case.
On a deeper level, 9/11 and the 2008 crises were successful INSIDE JOBS, because the ruling classes are getting ready to resolve the REAL problems in their preferred ways, according to their social habits, which were developed over thousands of years of the history of the Neolithic style of Civilization, through which social slavery systems were maintained by lies and violence, which kept most people ignorant and afraid, so that they could be controlled and exploited.
BUT NEVERTHELESS, THERE ARE REAL, CHRONIC POLITICAL PROBLEMS WHICH MUST BE RESOLVED SOMEHOW! The ruling classes did NOT create those problems out of nothing, but merely developed one expedient set of solutions that favour those ruling classes. Therefore, blaming everything on the ruling classes is a dead end, which does NOT provide any genuine solutions. The ruling classes primarily developed because of the existence of the chronic political problems. The current ruling classes may be aggravating those problems now, but those chronic problem would still exist, and so, must be resolved somehow.
So far, the progress in various sciences and technologies have mostly been applied to become even better at being dishonest and violent. Theoretically, we need to develop better human and industrial ecologies, within natural ecologies. However, since our actual human and industrial ecology systems are based on the runaway triumph of deceits and frauds, we are destroying the natural ecologies faster and faster, and so, there does NOT seem like enough time to possibly evolve better ecologies, especially since there are practically no means to be able to do that within the presently established systems.
I WISH that I could come up with something better to say, however, I am quite certain that the majority of people will continue to be kept deliberately ignorant until they maybe wake up too little, too late. There is too much irreconcilable social polarization, where the basic chronic political problems are being resolved through the same old systems of force backed frauds, in worse and worse ways. However, the emergence of higher consciousness about those chronic political problems is practically impossible to imagine at the present time, since all the established systems are already almost totally dominated by deceits and frauds, which are enabling even more deceits and frauds.
The paradoxes which surround the current "Wages of Fear" are that we tend to be afraid of all the wrong things, in the wrong ways, while the things that we should be afraid of are barely even perceived. The basic structure of Neolithic Civilization is what we should be afraid of, which includes the criminally insane evil of the ruling classes, as well as the abysmal ignorance of those being ruled over. We should be working towards transformations towards some Translithic Civilization. However, what I am most afraid of is that we are not going to get there, but rather destroy ourselves so badly that there is no future civilization which will be possible to survive through the current runaway social insanities of a society based on deceits and frauds being pumped up trillions of times in size by advances in science and technology.

We won the Al-Qaeda war in part by going into alliance with them. At least the Sunni component of Al-Qaeda. Other sects may still exist in some form that oppose the US global agenda. But these are mostly local, i.e. opposition to the US occupation of Afghanistan. On the broader Middle Eastern front, Isreal, Saudi Arabia and the USA have formed a tight alliance with Sunni terrorist groups and other off shoots like the Chechen terror army who operate in a number of nations. The US alliance with the Sunni Jihad is a natural result of the Israeli policy of destruction of all viable Muslim states in the region. Lebanon, Syria being the two that are facing US/Israeli/and Al-Qaeda proxy wars at this point. Iran is by far the goal, but to reach that the plan is to eliminate their allies in the Middle East like Syria and an element in Lebanon in the form of Hezbollah.
The Libyan base for formation of Al-Qaeda fighting units and arming of the same was begun right after the NATO war against Libya. These forces were then shipped with NATO funds to Turkish bases and then moved into Syria as a foreign invasion army of select terrorists. These are the guys who eat body organs, chop of Christian heads and murder non-sunni muslims where ever they can be found inside Syria.
With most of Al-Qaeda now fighting in Syria, and arming and training to fight for the USA in Iran, we in America face little threat from organized Muslim extremism. We are attacked by lone wolf nutt jobs. The Chechen bombing of the Boston race is a classic example. A set of non-America Muslim immigrants who become enraged by US drone killings of Muslims, takes it upon themselves to mount an attack on America. Here is where the CIA and the NSA fall flat on their faces! Even with two phone calls from Russian State security the FSB, the USA refuses to even investigate these two Chechens. Mostly because the Chechen branch of Al-Qaeda is owned and run by Saudi Arabian intelligence and works tio further Israel's, Saudi's and America's Middle East policies. And most importantly, to be a critical element in the terror war on Russian soil. So the US was reluctant to admit their allies in Chechen Al-Qaeda would turn on their best friends. Putin was going out of his way to warn us, but CIA loves Chechen terrorists, so they did nothing. and BANG! Up go some innocent Americans trying to run a race and have a good time. Who gets blamed? Why not NSA and CIA who get paid hundreds of billions to track there creeps down, nope, in the end, the US intelligence community tryed to release some information saying Russia was not forthcoming enough in the information they gave. So they blame the only people, the Russian FSB, who seem to give a shit about stopping terrorists. It is sad that what I just said is true, but it is. Who really are these NSA and CIA people who spend all their time tracking, spying on and tracing every move of innocent Americans, while the terror gangs run free? Would we like to know that?
Well, Jack Burton, I agreed with the first couple of paragraphs you wrote, but not the third one.
Although I am not 100% sure, I believe it is more probable than not that the Boston bombing was yet another false flag attack. The NSA and CIA, etc., actually work for the international bankers, or whomever is actually at the top of the global pyramid of power, as the most dominant of the organized crime gangs, which use other lesser crime gangs to achieve their overall purposes.
In my opinion, the international banksters took over the government of the USA about a Century ago, and have been consolidating more and more control over North America ever since. They are deliberately destroying the American democratic republic. They are using up American power in ways which are self-destructive for most Americans. There is almost nothing left of the government of the USA which is not based on legalized lies, backed by legalized violence, which forms a hyper-complicated maze of deceits and frauds. ... The bigger picture that I see is what I already just outlined in my comment above.

Wonderful Curtis was so proud of the 24/7 positioning of SAC bombers in the air as a deterrence to Soviet (now known to be less than formidible) forces. Few know that he directed some of those bombers to fly into Soviet airspace, daring the Soviets to shoot them down and start WWIII.

I cannot adequately express how offensive it is for people to say "we" did x, and "we" deserve y, and "we" decided z... when in fact, some one or a few predators did/deserve/decided.
I am always offended when people say I am/was a "citizen" of one place or other. Sez who? Not me. Anyone who claims I am part of some collective is an arrogant liar.
Whatever individual makes a decision is responsible for that decision, and nobody else is. Whatever individual takes an action is responsible for that action and all its consequences, and nobody else is.
The attempt to pretend these "we" exist or matter is nothing more than a fraudulant lie to attempt to excuse predators for the consequences of the decisions and actions they take by diluting the blame across a great many others who were not involved.
I am not a participant in, or responsible for, any action that I did not take myself (or pay someone to take on my behalf).
There is no "we". All "we" are fictions, frauds, scams - sith mind tricks. Only individuals exist. Individual predators, individual parasites, individual producers, individual prey.
I don't accept or follow orders, no matter who gives them. And that's the only solution for mankind. Refuse all orders, make our own decisions, take our own actions, and enjoy/bare/suffer all the consequences of our own actions, and enjoy/bare/suffer no consequences of actions taken by others.
