39 Democrats Fold, Side With Republicans' "Keep Your Cancelled Health Care Plan" Bill

Tyler Durden's picture

The Republicans' "Keep Your Health Plan Act of 2013" bill has passed the House (as somewhat expected). However, what is more critical - as we noted previously - is that a large number of Democrats broke ranks and voted for the bill.

39 House Democrats voted in favor, shunning Obama's proclamation that he would veto the bill (which he described as "threatening the health care security of hard working, middle class families,") anyway if it came to his desk. It is unlikely to pass the Senate.

Why this is a big deal? Here's what Obama said about the bill:

With health care costs rising at such low rates, "this bill would be a major step back," reads the White House statement on the law. H.R. 3350 rolls back the progress made by allowing insurers to continue to sell new plans that deploy practices such as not offering coverage for people with pre-existing conditions, charging women more than men, and continuing yearly caps on the amount of care that enrollees receive. The Administration supports policies that allow people to keep the health plans that they have. But, policies that reverse the progress made to extend quality, affordable coverage to millions of uninsured, hardworking, middle class families are not the solution. Rather than refighting old political battles to sabotage the health care law, the Congress should work with the Administration to improve the law and move forward. The final line reads, "If the President were presented with H.R. 3350, he would veto it."

Obie says unilaterally that you can keep your healthcare plan if you like your healthcare plan after he said you couldn't keep your healthcare plan even if you liked it after he said that you can keep your healthcare plan if you like it, which in its last incantation is illegal as he has not the power to unilaterally change the laws and he's going to therefore VETO the bill passed in a bipartisan nature that you can keep your healthcare plan if you like it even if he said you couldn't but meant to not say you could but misspoke.

With enrollment numbers the way they are, it's kind of obvious what the public thinks of BummerCare.  These expedient Dems are just now realizing that, and jumping ship in the hopes of being re elected so they can campaign that "they never wanted BummerCare."

We are seeing the Twilight of the Progressives. They have been screwing up our economy, social order and pretty much everything for decades now. They did not touch any of the 3rd rails though. As long as rest of the hand outs keep coming they were safe not touching certain topics. They just blew up our health cares system (it was already in trouble). There will be no mercy for this screw up!!!

People may relax and then the demorepublicraps will screw them over again and again. Just following the bosses orders, ya know.

“But we have to pass the [health care] bill so that you can find out what’s in it….”

"the day another 30 million lose their health care coverage to a web site?" this plan was never funded but "Rahmbo'ed through." what are the "pre-existing conditions" people are being refused for now? the ability to pay period? i mean the bulk of small businesses will not be able to afford health insurance within six weeks.

If this does not pass the Senate and or Obie vetoes it, then the R's should take the Tea Party line and simply suggest that since they (the D's) don't want a bill, they wouldn't change it or vetoed the changes, then set up a vote to cancel the law.

Then step back and let the D's sink on their own

At this juncture, with a buncha D's finding out what's in the bill after they passed it, having listened to their illustrious Botoxed Leader Nazi P., it appears to me that the only thing standing between a Full Monty clusterfuck Progressive Socialist Agenda on Healthcare is the Tea Party (what party?) wing of the Republicans.

They really had no choice with midterms coming up. There most likely going to be a lot of people voted out over Obamacare. We are only in the pre-lims of the suffering that Obamacare is going to be on every single person's wallet either thrugh taxes, wages/ojb lost, increased premiums or some combination of. We haven't even gotten to the next stage of clusterfuckery when people actually try to go to the doctor using these plans.

As long as people keep voting in incumbents or establishment backed candidates on both sides of the aisle nothing changes this is just the illusion of choice at work here. If the establishment (doesn't matter the composition of Congress R or D) can't hold control they will just make voting illegal and null and void the Congress somehow if the masses wake up in time for midterms. You watch and see this...

Yep it doesn't matter if it is Republican or Democrat authored bill that reinstates those cancelled and to be cancelled policies, the prices are going up because there is no way to spread that risk to keep them at the same price points as when they got cancelled. It is all getting priced into a smaller risk pool excluding the exchange plans. Those reinstated and illegal grandfathered plans are going to cost significantly more than legal private plans. And to top it off since they have say they don't conform according to the Commander in Cluster Fuckery they will most likely have to still pay the penality to the IRS even though they have private insurance. Did anything think the meglomaniac was going to take the ego bruising laying down without taking out on the US public over this.

Much as I loathe to quote blowhard Erick Erickson, I think he’s right on this:

“So this Republican measure [Upton's H.R. 3350] gets passed by the House, passed by the Senate, signed by the President, heralded by the media as a bipartisan success, and . . .?

And rates continue going up. The insurance companies that play along do so by letting people keep their existing plans at a much higher monthly premium. The public anger about Obamacare grows.

And now the Republican Party owns it too. They, after all, passed the Upton legislation. They, after all, promised the American public that the Upton legislation would allow people to keep their insurance plans.

Congratulations Republicans, you are now, if Upton does pass, co-owners of the rate shock Americans are suffering and your plan, as so many of you privately acknowledge, really does absolutely nothing.

So desperate are Republican leaders to avoid admitting they should have listened to Ted Cruz, they’ll become co-owners of Obamacare rather than fight for full repeal or defunding Obamacare.”

Exactly.  The Republicans should be doing everything they can to repeal/defund this zombie law.  Instead the truth is, besides a select few, they want more control/power.  It is akin to trying to fix a totaled car.  Or a better example an exploded body.

It is a joke to think insurance companies are suddenly going to go back to their old plans.  As long as there's shit on the table they won't eat.

I think the Repubs know that Harry Reid will not take it up in the Senate.   The GOP may have boxed them in.  If Reid brings it up - it totally sells out Obama.   The Dems who defect and vote for it would be a huge blow to Reid, Pelosi and Obama.  They know that no Repubs will vote against it in the Senate. Obama will get no help from his shitty RINO lap dogs like Rubio, Graham, McCain, Flake, Alexander.

So assuming Reid did let it go to the floor:

1. The Dems vote no and it dies. They lose.

2. The Dems vote yes and Obama then has to decide to pass it or veto it.

Assuming it passes and he signs it then ObamaCare would probably implode.

I preferred Cruz repeal and the House to defund but Obama shut down the govt (or part of it) to stop that.

When I first heard about Upton's Bill - I said no.  I think it may now be the right strategy.

One day a man with a pet monkey walks into a bar. The monkey begins eating everything in site. The Peanuts, The olives out the drinks,  the limes in the beer. Finally the monkey jumps up on pool table and swallows the cue ball whole. "Holy crap" the bartender exclaims, "is he always doing things like that?" "Yeah he'll eat just about everything he see's" replies the owner. A few weeks later the man with the pet monkey is back in the bar. This time the monkey grabs a cherry shoves it up his behind pulls it out then eats. "MY GOD THAT WAS DISGUSTING!!" shouts the bartender. "Yeah" replies the man. "He still eats everything in sight but after that cue ball he measures them first.

Just to show what we already know - that neither the Dems nor the Reps have even the remotest f'ing clue about what they are doing - here's a post from an insurance actuary who claims that what they're trying to do isn't even possible:

"I am an actuary at a health insurance company and the economic impact Obamacare will have on healthcare/health insurance is far from "Affordable". If anything, the Republicans should have asked for a name change on the bill.

I have experience in pricing policies on the individual market and for regulatory risk pools. When my company entered the individual market years ago, the best-selling plans were, by far, the higher deductible plans with the lowest premiums.  It was what consumers could afford to buy.  The government should not have been surprised at the feedback.

Obama today has relented to pressures by "allowing" insurers to bring the plans back for a year. He truly doesn't mean it. He wants to assuage the public without undermining his signature legislation.

Regardless, it is not uncommon for states to require a 60-day notice for filing prior to a plan launch. It's November 14th. Insurers have already passed the 60 day notification period to the states. I will be surprised if the insurers are even ABLE to re-instate plans;

Premiums would need to be developed, approved by the state, letters sent out, premiums collected, coordination with health providers, letters to the consumers. Unlike HHS, our IT teams have to go through UAT testing before any changes become live. These things take time.  Obama may even be counting on it. Why? Because if the medically underwritten population stay on their "cancelled" policies, that means less traffic to the exchanges Obama wants to promote, and less cost-subsidization which will wreak havoc on exchange premiums in 2015.

Washington state has already declared they will not allow Obama's "fix" to go through. Rising premiums are only a symptom of the disease."
