This is why I find the multitude of non-interventions (Syria being the latest) fascinating. Nixon had a "secret plan to win the war" for a reason (hint, hint...he needed a war.)
We have "peace" for the most part breaking out all over. By this I mean "the USA is not initiating contact"...not that there isn't any shortage of opportunities to do so of course.
In short "this war is being paid for" (meaning budgeted.) That makes end arounds well nigh impossible because all spending bills originate in the House.
In other words you can still assume the "authority" for this or that...but trying to make this into a "plan" requires monies requested, fit into a plan, budgeted, accounted for, recognized as such...acted upon...etc, etc.
This ain't Chicago where you just "spend with impunity."
You already have massive Federal Agencies that stake claim to the bulk of largesse...not the least of which is a "bailout regime" otherwise known as "moral hazard."
This type of regime does in fact imperil the bulk of Federal Programming as the de facto nature of the budget process is to simply "cut, cut, cut."

And a recovery exists only in nominal terms as a consequence?

All budgeting done currently will therefore be forced to take into account the additional trillions needed to continue to finance the Bailout Regime.
That means red-lining entire Federal Programs in order to support the regime.
