Ukraine Crisis Settlement Agreement Reached: Full Statement
An agreement in the Ukraine has just been signed, which sees early presidential elections. Europe is delighted by this development as confirmed by the following statement by the unelected Herman Van Rompuy:
Statement by the President of the European Council, Herman Van Rompuy, on Ukraine
I welcome the agreement reached between the government and the opposition in Ukraine. The agreement is a necessary compromise in order to launch an indispensable political dialogue that offers the only democratic and peaceful way out of the crisis that has already caused too much suffering and bloodshed on all sides. It is now the responsibility of all parties to be courageous and turn words into deeds for the sake of Ukraine's future. This agreement was facilitated by important work by the Foreign Ministers of France, Germany, Poland and the Special Representative of the President of Russia and based on the persistent efforts during the last two months by High Representative Ashton and Commissioner Füle. The EU continues to stand ready to support Ukraine.
The Foreign Ministers of Germany, France, and Poland said the following:
The Foreign Ministers of France, Germany and Poland welcome the signing of the agreement on the Settlement of the crisis in Ukraine, commend the parties for their courage and commitment to the agreement and call for an immediate end to all violence and confrontation in Ukraine.
And the full agreement is below (link):
Agreement on the Settlement of Crisis in Ukraine
Concerned with the tragic loss of life in Ukraine, seeking an immediate end of bloodshed and determined to pave the way for a political resolution of the crisis,
We, the signing parties, have agreed upon the following:
1. Within 48 hours of the signing of this agreement, a special law will be adopted, signed and promulgated, which will restore the Constitution of 2004 including amendments passed until now. Signatories declare their intention to create a coalition and form a national unity government within 10 days thereafter.
2. Constitutional reform, balancing the powers of the President, the government and parliament, will start immediately and be completed in September 2014.
3. Presidential elections will be held as soon as the new Constitution is adopted but no later than December 2014. New electoral laws will be passed and a new Central Election Commission will be formed on the basis of proportionality and in accordance with the OSCE & Venice commission rules.
4. Investigation into recent acts of violence will be conducted under joint monitoring from the authorities, the opposition and the Council of Europe.
5. The authorities will not impose a state of emergency. The authorities and the opposition will refrain from the use of violence. The Parliament will adopt the 3rd amnesty, covering the same range of illegal actions as the 17th February 2014 law.
Both parties will undertake serious efforts for the normalisation of life in the cities and villages by withdrawing from administrative and public buildings and unblocking streets, city parks and squares.
Illegal weapons should be handed over to the Ministry of Interior bodies within 24 hours of the special law, referred to in point 1 hereof, coming into force. After the aforementioned period, all cases of illegal carrying and storage of weapons will fall under the law of Ukraine. The forces of authorities and of the opposition will step back from confrontational posture. The Government will use law enforcement forces exclusively for the physical protection of public buildings.
6. The Foreign Ministers of France, Germany, Poland and the Special Representative of the President of the Russian Federation call for an immediate end to all violence and confrontation.
Kyiv, 21 February 2014
As a reminder, this won't be the first "crisis settlement" agreement that will be promptly violated.

Amazing what freezing accounts of Ukrainian oligarchy in European banks, seizing luxury villas on the Cote d'Azure, and cancelling visas can do in 24 hours.
Anyone organizing a pool to guess the half-life of this "definitive agreement"?
The hint that Yanukovych has lost control over his own government was a statement released by the ministry of foreign affairs last night. The note suggested Ukraine should abandon Russia and move towards the EU, which looks remarkably like a ministry rebellion.
“We believe that now is the time for compromise," it reads. "We urge all parties to do everything to ensure that our country has ceased the bloodshed. When the conflict is still underway, remember that the common European values unite Ukrainian citizens with each other. We believe that the signing of the Ukraine-EU Association Agreement, the support of which has in fact become a cornerstone for Euromaidan, can unite us all."
Tellingly it introduced the suggestion by saying: “At the time when the eyes of the world are turned to Ukraine, when our brothers and sisters lose their lives on the streets of Ukrainian cities, Ukrainian diplomats cannot stay aside,” which strongly suggests the note was not an official statement of policy, but represents the thoughts of the individual diplomats working for the ministry.

As soon as the protestors leave the square, they have lost.
They will go home and await the knock at the door.
This is what people mean when they say, “we’ve come too far to turn back now” they know that if they give up they have a life of harassment and jail ahead of them.
When protestors descend on their government in this way, what they are conducting is a siege. To win a siege you have to be prepared to stay for a long time. You don’t win a siege in a day.
The longer the protestors stay the more delegitimized their target becomes. Other ways to further delegitimize the power include cutting off their comms. A leader who cannot communicate is not a leader, broadcast infrastructure, telephone networks and electrical transmission lines are huge vulnerabilities. Inside every capital city is the one phone and the one phone book (with its verification code words) that connects to every other power base in the world. It’s that single phone, that is the source of power.
If you can call up powerful friends and do deals to seek support, then you have more power than anyone in the street outside.
Imagine the horror of the dictator who is besieged in his palace by his people and who can’t get a dial tone.
The only sure fire way revolutions can really win is if they besiege the seat of power AND cut the phone lines.
Satalite phone?

Ukraine protest leader warned 'you'll all be dead'
http://www.telegraph.co.uk/news/worldnews/europe/ukraine/10654081/Ukrain...
you sound like one of many fools i spoke with at zucotti park.
I worked across the street and socialist protesters are mostly idiots.
i call you a fool because of the presumption that mere protesters have a 'chance' at winning.
the power of the mob is not the power to stay in one little park and thumb their nose at authority indefinitely. that doesn't change things. the power of 'staying in a square' is the power to incite the media and incite other disgruntled people into the streets to createa snowball effect which leads to a challenge of power and a showdown between the ruling 'president' and the public at large.
you assume 1) the power truly lies with the president , when it can be switched with another puppet 2) the snowball effect is a necessary result of people staying for a prolonged period in an encampent
occupy wall street had more than plenty of time 2 month in full force and even more than that as some stragglers made winter camps there.
truly the 99% of occupy protesters were dumb people. just dumb. not smart. dumb. you know what is dumb, people thinking power comes from 'democracy' that is dumb. the occupy protesters are squatting in a park with their will power , they took over public space not by vote , but with their feet----with work.
these people think power comes from organized voting and democracy , yet through sheer will, the force of their squatting---they generated eyeballs and organizational attention.
so they're hypocrites that just don't understand how their own power even works. and even the ones who get it, are just fooling themselves that squatting a park can bring about a communist revolution, when they are interviewing with main stream media to get their message out.
leadership morons, follower morons, etc...morons.
and you sound just like them. and you would get mowed down with some 9mm pretty quickly. go ahead...try cutting those powerlines mr protestor. your post has occupy communist written all over the between the lines..
Perhaps 'dumb', however this is a mess we are all stuck with and have to figure out if there is ever to be a better society. While the Occupy movement may have been composed of many people who simply confused a strange mix of ideologies this is what dystopian organisation does to people.
This is the problem of The Prisoner (a mandatory watch these days I think), the numbered human must refuse the society of numbers while negating that he is the main enemy which forces his being 'pushed, filed, stamped, indexed, briefed, debriefed or numbered.' And all along the individual has to do this while trying to figure out how to make others in the Village not fall into the trap of being their own worst enemy - and to try and help them escape the Village in their own way.
The phone analogy is very good. In a sense we have already been cut off, we've already had our phone lines cut and we don't know what a proper human society looks like. In that sense we need to build phone lines while cutting other ones. No one is a hypocrite for trying to protest or escape the Village. Rather, the Village is constructed in a way that there is seemingly no escape. The whole point of intelligence and psyop organisation is to trap people within false noise, and should we say in rooms with countless fake phone lines?
In other words, we're all trapped in some way. There is only the relative noise of individual connections and the collective noise of all the phones online at once.
Agree on not giving up territory. That is the big lie in ceasefires the powers that be try to sell with these things. It is not over until the elections and new governments are in place any retreat beforehand weakens your position. The phones on the other hand most have a secure satellite phone and connection. You need to also jam the area and frequencies. Cutting the actual lines is not enough anymore.
You need to take the seat of power offline, off the grid. Cut the phones and the power.
Put them on generators and let them burn their fuel. If they have satellite phones burn tyres outside.
Jam frequencies and the Police will stay away.
Taking to the streets is not enough, this isn't 18th Century Paris. So long as they can call Moscow, Washington, Berlin, London, Beijing, etc, they have all the power they need. They can cut deals and bargain power.
Having that new gov in place didn't make much diff in Egypt.
Egypt is a different animal than the Ukraine. The military was always the final arbitor in that country. The second the Muslim Brotherhood went behind the military's back negotating territory transfer of sovereign Egyptian territory to Sudan they were done no matter what the people wanted at that point.
The Suez canal is so strategically important all sides will tolerate a strong independent military there as long as they stay neutral on the shipping lane and keep it open at all costs. The Ukraine not so much because it has a dearth of natural resources not just gas and oil.
The Ukraine is ripe for strip mining the people of their natural mineral wealth, you can't allow strong independent governments and militaries to thrive when you want to undermine a sovereign territories rightfull mineral rights and in turn fair market value for it on land they own. Egypt on the other hand doesn't really have anything to steal just a strategic transport point.
The pipelines are part of it but the bigger issue is who prices those resources and in who's currencies.

Classic Example of of “Problem ~ Reaction ~ Solution” At Work
We in the CIA thank you for your support, good citizen. As you note we are responsible for all of the worlds conflicts and have been for many decades. We are, in fact, so competent and efficient that no two beggars would ever think to leave their hovels to throw stones at their oppressors, unless they were under our control.
We thank you for your keen interest in our project of extending the sphere of freedom around the globe and bid you to remember that YOU are always under our watchful eyes.... You commie rat bastard....
They wish.
They lay down arms, Russia will have hundred's of special agents working with their Ukrainian partners going door-to-door and dragging these people off behind doors with no handles. Best scenario is a short torture and quick death.
Warning to those citizens of Ukraine: Don't give up the guns, period.
Re; This is what people mean when they say, “we’ve come too far to turn back now” they know that if they give up they have a life of harassment and jail ahead of them.
This has been said before.
Either We all stand together now, or We will surely hang apart.

there... fixed it.

Yeah, I'm looking for the over/under on this one.
This is like stopping a brawl to let both sides rest. The outcome will not be good.
Call options on 6 hours are trading ferociously at an implied vol of 80%. That seems to be consensus from the floor. Back to you.
I'm guessing until the end of the Olympics. My guess is neither side wants this to get red hot until all the athletes are out of Sochi this way the no one has pretense for putting military ships in the black sea besides the Ukraine.
It ain't going to matter what the Ukrainian people really want when all is said and done...
At most ten days- until the ramifications of "coalition and form a national unity government within 10 days thereafter" become apparent to the opposition, but
More likely 10 hrs - since the opposition agreed to turn over ALL their guns to the State, and someone in the opposition has to have more brains then to do so, which of course the State will not tolerate.
(and the three US stooges signed their names as representing the opposition)
BTW - the full "definitive agreement" reads more like a draft outline of an MOU.
Yes. . .disperse and give us all your weapons immediately. We will resolve the remaining issues by Fall of this year. We promise.
I wonder if the EU will publish a similiar statement of reform for themselves . . . including re-establishing some member peoples right to elect their own leaders rather than have them appointed for them by an outside party ?
They all better get there "agreements" signed and clean up the square by this weekend, because when the Olympics are over, Daddy's coming home and the party is over!! What's hilarious is, this deal coming out on this Friday, indicates everyone knows it too, Euromaidens, police, Government officials, everyone!!
Yes it is amazing just how unindependent and easy it is to control people when they outsource things....
When you don't control your money and resources governments can be replaced on a whim by outsiders no matter what the people inside may want.
Amazing what freezing accounts of Ukrainian oligarchy in European banks, seizing luxury villas on the Cote d'Azure, and cancelling visas can do in 24 hours.
Amazing what motivates a treaty when very well placed comments by a super power next door on the real threat of confrontation in the Eastern part of that Country if the instigators "keep it up"!
And now, back to the Olympics.....
NO
Back to the Pig in the Python expulsion....
They are fascinating creatures, but not nearly as interesting as the Demon Dog. http://beforeitsnews.com/paranormal/2014/02/real-demon-dog-captured-shot...
Over/Under on this....anybody?
If this lasts through Tuesday it will hold for awhile.
Let shit sink in. Let's see what happens when people see the proclamations get slowly tossed aside and life returns to "normal".
Hey, I know what it's like to hate a president.
NO!!!!!!!!!!!!!!!!!!!!!!!!!!!! Signed, the War Pigs
(Nuland starts handing out more cakes)
If true, a point for constitutional governence and republics.
I won't hold my breath however.
2. Constitutional reform, balancing the powers of the President, the government and parliament, will start immediately and be completed in September 2014.
Wow. In America, we can only dream of such things!
So another election will result in similar outcome. See the voting trend map here:
http://www.washingtonpost.com/blogs/worldviews/files/2013/12/ukraine-201...
Note: The pipelines carrying the gas and oil still travel through both zones of support. Even partition doesn't solve the underlying strategic problem that the ethnic Ukrainians sit on the pipeline gateway to Europe.
Partition would reduce one source of tension, which is Russian Black Sea access though.
The Russian already have access to the Black Sea
http://www.searates.com/maritime/russia.html
with their largest capacity oil export terminal in Novorossiysk but there is a good reason why the Black Sea Fleet was always based in Sevastopol....
http://www.searates.com/maritime/ukraine.html
Good point. I meant the naval bases, but I guess they could move those at some cost.
There are huge chunks of the Russian MIC that were broken into JVs with manufacturing facilities in Ukraine after the USSR breakup. You can buy anything from a radar battery to naval frigate, and regardless of whether the purchasing government signs the contract with Rosoboronexport (Russia #2 worldwide) or Ukrspecexport (Ukraine #4 wordwide) the thingamajig gets built in a factory located in Ukraine.
BTW - for "some cost" you could probably finance the overthrow of some country like Mexico, the naval bases and naval shipyards alone represent tens of billions of dollars of capital investment.
I'll be back later with some popcorn when the truce is broken and the fun resumes.
Van Rompuy, the damp rag weasel-faced piece of commie shit ... if he says it's over, it's only begun.
Don't forget "apperanace of a low grade bank clerk" in describing Van Rumpy.
"Illegal weapons should be handed over to the Ministry of Interior bodies within 24 hours of the special law..."
How do you say fuck you in Ukrainian?
I had a chuckle over that one, too. Sure, sure, I'll had my AK over to the guy I was just stooting at with it yesterday. Sure I will.
Its amazing.
Yes yes, the people must disarm, when THE LAST RESORT OF ARMS is the only reason the government (and addle brained foreign diplomats) are willing to negotiate with the people.
I've got an idea, why doesn't the Interior Ministry turn over their arms to the people, so the people may feel safer ;-)
What amazes me is that the opposition agreed to it. WTF?
If the government can't trust the people with their arms, there should be no trust.
But we're talking about generational indoctrination here, so I don't know if they understand what is required for freedom. You damned sure don't beg for it with a gun pointed at your head.
How do you say fuck you in Ukrainian?
MOLON LABE.
Same as everywhere.
There ya go.
A free man can never give up his arms, then what, prostrate himself before the ones he gave them to?...do a little groveling before this new master or perhaps engage in a little bribery, in order to help give his family a little more than is allowed by officialdom...in other words, become just like them.
No.
Never.
Or in the current vernacular: valar morghulis.
The opposition agreed to the terms because Putin picked up the phone and said 'Sign it and I'll see to it that you are put on the Board of Directors on one of my companies or I'll roll the tanks'.
Putin doesn't fuck around. He knows how to 'negotiate'.
Oh that's easy: ????? ?? ???!
Not working. Here:
http://translate.google.com/#en/uk/fuck%20you
????? ?? ???
Edit: It appears google translate doesn't want you to know that.
False flag making it look like the other side violated the treaty in 5..... 4....... 3....... 2.......
5? You started 4 seconds too late.
Ah, so it's all fixed then.
Somebody call Putin and tell him no need to roll the tanks into Crimea.
This is just a ploy to allow Vlad to move his forces for a Russian invasion to secure the nat-gas lines.
"Illegal weapons should be handed over to the Ministry of Interior bodies within 24 hours of the special law...."
Who decides what weapons are legal ?
They mean ALL.
"If you like your Constitution of 2004 you can keep your Consittution of 2004, if you give your weapons to us."
Just say "nyet".
If Ukraine does go to the West, its a sad day for humanity.
why?
US script says EU will be discredited, so the rioting should start again in 24 hours max.
there's a lesson to learn. see, in europe the constitutions are constantly rewritten. you americans should loosen up and stop being so stubborn. we live in modern world but your constitution is so old-fashioned. furthermore, your president is constitutional layer, have some trust(hope)!
That's really funny. U must be a stand up comedian. The illegal alien squatting @ 1600 Penn ave is as much a consitutional lawyer as u put it as is a polar bear.
The US constitution has been continually weakened beginning in 1865, then 1913, 1932, 1965, 1971, 2001, and every year of 0zer0's presidency, until we have almost nothing left. How does liberty die? To thunderous applause.
I bet Diebold is going to make billions on this one....fixing the vote is very prosperous.
7. Everyone gets a pony.
So the western powers and Russia came to an agreement on how the Ukraine will be run? Kind of reminiscent of how the powers that be divided up the Middle East and dissolved the Ottoman empire.
And tell us about the new powers of the Ukranian central bank. There is always a central bank involved when powers shift.
Tell me again how TPTB the carved up the Middle East and Ottoman empire achieved "Peace in our time". Didn't something happen soon after that?
Edited. I guess the violence has to stop.
This is nothing like the agreements with Iran.
You mean like this one where Isreal is sending military equipment to Iran?:
http://www.telegraph.co.uk/news/worldnews/middleeast/israel/10649567/US-...
bad link? I really wanted to see that one.
http://www.telegraph.co.uk/news/worldnews/middleeast/israel/10649567/US-...
There has to be far, far more to this behind the scenes.
Perhaps the natural gas supply prices will offer a clue.
What are the odds that this deal falls apart, after Sochi's closing ceremony peacefully concludes of course?
the deal is broken, because protesters is against of it. Yanukovych got an ultimatum to resign before 10:00AM Kiev time 22 Feb, otherwise demonstrants will start attack. this time supported by fully equipped special task force from Western and Northern Ukraine.
The Foreign Ministers of France, Germany, Poland.
There is a scary bunch.
Obviously Pussy Riot brokered the deal...
Anything to save the DOW on Friday.
Fucking herman van rumple wtf ever someone please shoot that moron.
Wanna bet there is something buried in the fine print that nullifies all this?
france germany and poland? fuck them. they goy, er got, nothing. stfu youse guyz.
Illegal weapons should be handed over to the Ministry of Interior bodies within 24 hours
Also, all ongoing illegal activity shall be reported to law enforcement.
(Let's consider just how ludicrous this is.)
Truce #2. Will be broken within a week. There will be another spasm of violence. If there is a third truce, it will mostly hold for awhile.
basically they revert back to parliamental republic
They're dumping dollars and buying Euros on this news...
You can smell the statism on that so-called agreement.
The promise on one hand is to "restore the Constitution." On the other hand, all peasants are required to surrender "illegal firearms."
Fuck That.
Notice how "democracy" and "constitution" are always used as a method to placate the slaves. As if a constitution has ever stopped a tyrant!
I don't follow your comment, it's not like Obaaaahma is violating the USSA Constitution.
It's just a piece of paper.
This is merely the pause before the storm....
meanwhile banks in ukrain started limiting cash withdrawals
Not an Amy Goodman fan by a longshot after the lies she's told and the censorship she's exorcised on her show regarding 9/11, but this is a thoughtful shared dialogue on her program regarding the events in Ukraine without the "rose colored" sunglasses.
http://rinf.com/alt-news/breaking-news/ukraine-violence-escalates-leaked-tape-suggests-u-s-plotting-coup/
Yeah but at the same time she talked to some nut professor from Drexel about how the college kids in Venezuela who are protesting are backed by the corportists.
No thanks nothing that skank can say I am interested in. She is a phony, lying marxist.... but I repeat myself.
+100
My bad. Didn't read the one on Venezuela.
It's consistent with the fact that as long as it's not in our backyard it's okay to do "those things" but let's not push it to the extreme with another nuclear power in it's "own neighborhood".
Looks like Amy along with the rest of the "rats nest" are getting a little nervous that the guys in D.C. once again have gone too far.
Where was she 12 years ago when we illegally invaded Afghanistan based on that biggest of lies?
This document appears to be signed by Lukin. The Russians are in on this and that is good for everyone.
Other news organizations say the Russians did not sign. From where did the document linked to this article come?
According to the Times Russia did NOT sign off on this and will probably work to undermine it. I think the protestors just made a fatal mistake.
They are about to occupy the parliament.
Escalation to full fledged civil war was always planned.
seems they released the old oligarch...no more revolution then lol
The tone inside Ukraine Parliament seems testy. I don't understand the language. A few are disgusted.
Settlement Reached?!...
Tell these guys

I don't doubt for one second that the Ukrainian government is corrupt as hell and some throats should be cut. But the US is in there meddling with things, right at Putin's back door. We're fucking idiots.
Translation: We're meddling with things in Ukraine. Combine that with the Fuck The EU telephone call that was leaked, where Nuland and some other DC cocksucker were discussing the new government that Ukraine is going to have, and a picture starts to emerge of what we are doing, at least on the broader terms. We want Ukraine in the EU and under the thumb of the IMF, but we do not want the EU setting up the new government in Ukraine. I suspect that not wanting the EU involved in setting up the government is simply motivated by selfishness, i.e. we want the new government to be more loyal to the US than to the EU. Think NATO bases on Putin's back door step. Also, as everybody here understands, IMF deal is code for letting western bankers into Ukraine to rape its land and people just like Greece.
This is bad news, and the best we can hope for is that Putin slaps Obama's pee-pee again and forces him to back down. That could happen, as Obama is a pussy and Putin is not. Basically, we're in there pushing Ukraine from one corrupt set of rulers to another. In reality, the best thing for the Ukrainian people to do would be to clean house on the corruption then declare themselves united and neutral. But that's not going to happen. The options being offered to them by the rest of the world are not good options. They can be under the thumb of the US/EU/IMF/BIS or they can be under Russia's thumb.
The only pee-pee that Putin is playing with is his own...
He threw Assad under bus....
Somebody ought to tell all those folks in the square about the peace agreement...
http://www.ustream.tv/channel/euromaydan-falcon
Just the facts, the EU is broke and needs more assets to leverage and encumber loot and spend.
Ukraine is the next closest rope attached to real assets to grab before they (EU) drown, the EU tried the Swiss, but they're hip and really really hard to push around or manipulate-or invade and loot, they own the high ground literally, they may even have a nuke stash-you know for defensive purposes.
This is a non-starter, majority of Ukraine doesn't want an EU permanent marriage, stretegically we don't have the resources to defend OUR Ukraine position, and Russia could turn the tables on us across the Middle East for less than 1 million dollars in RPG "gifts" to the opposition.
We were "allowed" to occupy Afghanistan and Iraq and Libya by Russia and China because Russia didn't arm their allies with air defenses, no helicopters=no occupation, no RPGs=No Helicopters, no manpads=no helicopters.
Our "friendship" with Russia and China "allowed" our Middle East occupation, we go to war with them it's over, and the manpads come out.
Not a done deal until its McCain approved......then everything goes to shit
I hope the Ukrainian's don't fall for this bullshit! The only way to get justice is to bring out the fucking guillotines for the .01% Oligarchs.
Viktor Yanukovych is a corrupt mobster who will go back on his FALSE promise.
