Ukraine Crisis Settlement Agreement Reached: Full Statement

An agreement in the Ukraine has just been signed, which sees early presidential elections. Europe is delighted by this development as confirmed by the following statement by the unelected Herman Van Rompuy:

Statement by the President of the European Council, Herman Van Rompuy, on Ukraine

 

I welcome the agreement reached between the government and the opposition in Ukraine. The agreement is a necessary compromise in order to launch an indispensable political dialogue that offers the only democratic and peaceful way out of the crisis that has already caused too much suffering and bloodshed on all sides. It is now the responsibility of all parties to be courageous and turn words into deeds for the sake of Ukraine's future. This agreement was facilitated by important work by the Foreign Ministers of France, Germany, Poland and the Special Representative of the President of Russia and based on the persistent efforts during the last two months by High Representative Ashton and Commissioner Füle. The EU continues to stand ready to support Ukraine.

The Foreign Ministers of Germany, France, and Poland said the following:

The Foreign Ministers of France, Germany and Poland welcome the signing of the agreement on the Settlement of the crisis in Ukraine, commend the parties for their courage and commitment to the agreement and call for an immediate end to all violence and confrontation in Ukraine.

Agreement on the Settlement of Crisis in Ukraine

 

Concerned with the tragic loss of life in Ukraine, seeking an immediate end of bloodshed and determined to pave the way for a political resolution of the crisis,

We, the signing parties, have agreed upon the following:

 

1. Within 48 hours of the signing of this agreement, a special law will be adopted, signed and promulgated, which will restore the Constitution of 2004 including amendments passed until now. Signatories declare their intention to create a coalition and form a national unity government within 10 days thereafter.

 

2. Constitutional reform, balancing the powers of the President, the government and parliament, will start immediately and be completed in September 2014.

 

3. Presidential elections will be held as soon as the new Constitution is adopted  but no later than December 2014. New electoral laws will be passed and a new Central Election Commission will be formed on the basis of proportionality and in accordance with the OSCE & Venice commission rules.

 

4. Investigation into recent acts of violence will be conducted under joint monitoring from the authorities, the opposition and the Council of Europe.

 

5. The authorities will not impose a state of emergency. The authorities and the opposition will refrain from the use of violence. The Parliament will adopt the 3rd amnesty, covering the same range of illegal actions as the 17th February 2014 law.

 

Both parties will undertake serious efforts for the normalisation of life in the cities and villages by withdrawing from administrative and public buildings and unblocking streets, city parks and squares.

 

Illegal weapons should be handed over to the Ministry of Interior bodies within 24 hours of the special law, referred to in point 1 hereof, coming into force. After the aforementioned period, all cases of illegal carrying and storage of weapons will fall under the law of Ukraine. The forces of authorities and of the opposition will step back from confrontational posture. The Government will use law enforcement forces exclusively for the physical protection of public buildings.

 

6. The Foreign Ministers of France, Germany, Poland and the Special Representative of the President of the Russian Federation call for an immediate end to all violence and confrontation.

As a reminder, this won't be the first "crisis settlement" agreement that will be promptly violated.

The hint that Yanukovych has lost control over his own government was a statement released by the ministry of foreign affairs last night. The note suggested Ukraine should abandon Russia and move towards the EU, which looks remarkably like a ministry rebellion.

“We believe that now is the time for compromise," it reads. "We urge all parties to do everything to ensure that our country has ceased the bloodshed. When the conflict is still underway, remember that the common European values unite Ukrainian citizens with each other. We believe that the signing of the Ukraine-EU Association Agreement, the support of which has in fact become a cornerstone for Euromaidan, can unite us all."

Tellingly it introduced the suggestion by saying: “At the time when the eyes of the world are turned to Ukraine, when our brothers and sisters lose their lives on the streets of Ukrainian cities, Ukrainian diplomats cannot stay aside,” which strongly suggests the note was not an official statement of policy, but represents the thoughts of the individual diplomats working for the ministry.

As soon as the protestors leave the square, they have lost.

 

They will go home and await the knock at the door.

This is what people mean when they say, “we’ve come too far to turn back now” they know that if they give up they have a life of harassment and jail ahead of them.

 

When protestors descend on their government in this way, what they are conducting is a siege. To win a siege you have to be prepared to stay for a long time. You don’t win a siege in a day.

The longer the protestors stay the more delegitimized their target becomes. Other ways to further delegitimize the power include cutting off their comms. A leader who cannot communicate is not a leader, broadcast infrastructure, telephone networks and electrical transmission lines are huge vulnerabilities. Inside every capital city is the one phone and the one phone book (with its verification code words) that connects to every other power base in the world. It’s that single phone, that is the source of power.

If you can call up powerful friends and do deals to seek support, then you have more power than anyone in the street outside.

 

Imagine the horror of the dictator who is besieged in his palace by his people and who can’t get a dial tone.

 

 

The only sure fire way revolutions can really win is if they besiege the seat of power AND cut the phone lines.

I worked across the street and socialist protesters are mostly idiots. 

 

i call you a fool because of the presumption that mere protesters have a 'chance' at winning. 

 

the power of the mob is not the power to stay in one little park and thumb their nose at authority indefinitely. that doesn't change things. the power of 'staying in a square' is the power to incite the media and incite other disgruntled people into the streets to createa  snowball effect which leads to a challenge of power and a showdown between the ruling 'president' and the public at large. 

 

you assume 1) the power truly lies with the president , when it can be switched with another puppet 2) the snowball effect is a necessary result of people staying for a prolonged period in an encampent

 

occupy wall street had more than plenty of time 2 month in full force and even more than that as some stragglers made winter camps there.

Perhaps 'dumb', however this is a mess we are all stuck with and have to figure out if there is ever to be a better society. While the Occupy movement may have been composed of many people who simply confused a strange mix of ideologies this is what dystopian organisation does to people.

This is the problem of The Prisoner (a mandatory watch these days I think), the numbered human must refuse the society of numbers while negating that he is the main enemy which forces his being 'pushed, filed, stamped, indexed, briefed, debriefed or numbered.' And all along the individual has to do this while trying to figure out how to make others in the Village not fall into the trap of being their own worst enemy - and to try and help them escape the Village in their own way.

The phone analogy is very good. In a sense we have already been cut off, we've already had our phone lines cut and we don't know what a proper human society looks like. In that sense we need to build phone lines while cutting other ones. No one is a hypocrite for trying to protest or escape the Village. Rather, the Village is constructed in a way that there is seemingly no escape. The whole point of intelligence and psyop organisation is to trap people within false noise, and should we say in rooms with countless fake phone lines?

In other words, we're all trapped in some way. There is only the relative noise of individual connections and the collective noise of all the phones online at once.

Agree on not giving up territory. That is the big lie in ceasefires the powers that be try to sell with these things. It is not over until the elections and new governments are in place any retreat beforehand weakens your position. The phones on the other hand most have a secure satellite phone and connection. You need to also jam the area and frequencies. Cutting the actual lines is not enough anymore.

You need to take the seat of power offline, off the grid. Cut the phones and the power.

Put them on generators and let them burn their fuel. If they have satellite phones burn tyres outside.

 

Jam frequencies and the Police will stay away.

 

Taking to the streets is not enough, this isn't 18th Century Paris. So long as they can call Moscow, Washington, Berlin, London, Beijing, etc, they have all the power they need. They can cut deals and bargain power.

Egypt is a different animal than the Ukraine. The military was always the final arbitor in that country. The second the Muslim Brotherhood went behind the military's back negotating territory transfer of sovereign Egyptian territory to Sudan they were done no matter what the people wanted at that point.

The Suez canal is so strategically important all sides will tolerate a strong independent military there as long as they stay neutral on the shipping lane and keep it open at all costs. The Ukraine not so much because it has a dearth of natural resources not just gas and oil.

The Ukraine is ripe for strip mining the people of their natural mineral wealth, you can't allow strong independent governments and militaries to thrive when you want to undermine a sovereign territories rightfull mineral rights and in turn fair market value for it on land they own. Egypt on the other hand doesn't really have anything to steal just a strategic transport point.

The pipelines are part of it but the bigger issue is who prices those resources and in who's currencies.

More likely 10 hrs - since the opposition agreed to turn over ALL their guns to the State, and someone in the opposition has to have more brains then to do so, which of course the State will not tolerate.

BTW - the full "definitive agreement" reads more like a draft outline of an MOU.

Note: The pipelines carrying the gas and oil still travel through both zones of support. Even partition doesn't solve the underlying strategic problem that the ethnic Ukrainians sit on the pipeline gateway to Europe. 

Partition would reduce one source of tension, which is Russian Black Sea access though.

There are huge chunks of the Russian MIC that were broken into JVs with manufacturing facilities in Ukraine after the USSR breakup. You can buy anything from a radar battery to naval frigate, and regardless of whether the purchasing government signs the contract with Rosoboronexport (Russia #2 worldwide) or Ukrspecexport (Ukraine #4 wordwide) the thingamajig gets built in a factory located in Ukraine.

BTW - for "some cost" you could probably finance the overthrow of some country like Mexico, the naval bases and naval shipyards alone represent tens of billions of dollars of capital investment.

Translation: We're meddling with things in Ukraine. Combine that with the Fuck The EU telephone call that was leaked, where Nuland and some other DC cocksucker were discussing the new government that Ukraine is going to have, and a picture starts to emerge of what we are doing, at least on the broader terms.  We want Ukraine in the EU and under the thumb of the IMF, but we do not want the EU setting up the new government in Ukraine.  I suspect that not wanting the EU involved in setting up the government is simply motivated by selfishness, i.e. we want the new government to be more loyal to the US than to the EU.  Think NATO bases on Putin's back door step.  Also, as everybody here understands, IMF deal is code for letting western bankers into Ukraine to rape its land and people just like Greece. 

 

This is bad news, and the best we can hope for is that Putin slaps Obama's pee-pee again and forces him to back down.  That could happen, as Obama is a pussy and Putin is not.  Basically, we're in there pushing Ukraine from one corrupt set of rulers to another.  In reality, the best thing for the Ukrainian people to do would be to clean house on the corruption then declare themselves united and neutral.  But that's not going to happen.  The options being offered to them by the rest of the world are not good options.  They can be under the thumb of the US/EU/IMF/BIS or they can be under Russia's thumb.

Just the facts, the EU is broke and needs more assets to leverage and encumber loot and spend.

Ukraine is the next closest rope attached to real assets to grab before they (EU) drown, the EU tried the Swiss, but they're hip and really really hard to push around or manipulate-or invade and loot, they own the high ground literally, they may even have a nuke stash-you know for defensive purposes. 

This is a non-starter, majority of Ukraine doesn't want an EU permanent marriage, stretegically we don't have the resources to defend OUR Ukraine position, and Russia could turn the tables on us across the Middle East for less than 1 million dollars in RPG "gifts" to the opposition.

We were "allowed" to occupy Afghanistan and Iraq and Libya by Russia and China because Russia didn't arm their allies with air defenses, no helicopters=no occupation, no RPGs=No Helicopters, no manpads=no helicopters.

Our "friendship" with Russia and China "allowed" our Middle East occupation, we go to war with them it's over, and the manpads come out.
