South Carolina City Implements Law Requiring $120 Permit To Feed The Homeless

Gandhi famously noted that:

The greatness of a society and its moral progress can be judged by the way it treats its animals.

I would agree with that, as well as the obvious observation that a society’s greatness can also be judged by how it treats its most vulnerable members. This isn’t to romanticize homelessness or to condemn it. It is merely to note that the homeless are fellow human beings going through their own struggles and difficulties. You may not want to provide them food, but some people do, and there should never be an infringement upon such a basic human right as sharing food with someone who needs it.

Civil rights are often lost in societies by politicians scapegoating unpopular minorities. This happened with jews, gypsies, etc in Nazi Germany and we must be very careful the same does not happen here. One human being should be able to voluntarily give food to another in all cases, without exception. The concept of a permit needed that costs $120 per week is fascist, anti-human and downright evil.

Feeding the homeless is about to get harder as a new policy is set to begin this Saturday, Feb. 15, in Columbia, SC. Charities and non-profits well be required to pay a fee and obtain a permit 15 days in advance in order to feed the homeless in parks.

 

One impacted charity that was interviewed by theFree Times, Food Not Bombs, has been serving food to the homeless in Finlay Park every Sunday for 12 years. The group’s organizer, Judith Turnipseed, noted that the group has an impeccable track record and always tidies up after the meal. But with the new crackdown, Food Not Bombs will have to pay at least $120 per week for the right to feed the homeless.

 

Since the Columbia City Council approved its exile plan in August, the city has been trying to herd its homeless people to a shelter on the outskirts of town and keep them away from downtown. If charities continue to provide food in downtown parks, the thinking goes, it will allow homeless people to continue to live downtown, rather than being forced to leave.

This is how it always starts. It reminds me of the fact that debtors’ prisons are making a huge comeback in the U.S. It’s always easiest to pick on the weakest members of society, which is why we shouldn’t.

Most homeless people are mentally troubled in some ways or even in a multitude of ways. This country has very minimal levels of mental health care for anybody except the wealthy.

And they don't have permanent addresses. Getting government benefits like food stamps requires you to jump through a variety of hoops including providing an address, filling out forms, being capable of dealing with bureaucrats etc.

Where are the insane asylums or whatever the properly accepted term is for the cuckoo's nest?  A good number of people who were formerly locked up are now roaming the streets and are not capable of looking after themselves.  I don't know what the right answer is for these people.  The ones I'm talking about are about as capable of making a go of it as a four year old child, perhaps a violent one at that.  Do know that forbidding charity except for by license is about as unAmerican as... well a lot of things our governments of all levels are trying to do to us.

A LARGE number of formerly institutionalized mentally ill now roam the streets - ther e are nowhere's near enough group homes or other programs available.  And a good proportion of those mentally ill that ARE homeless have SERIOUS problems that manifest themselves in major behavioral issues.   

You can argue that 'society' has a responsibility for these people - though some of them refuse ANY and ALL attempts to 'help' them - but evn a true saint would be hard pressed to deal with some of them.  Having dealt with mental illness up close and personal ther are times when you DO have to 'walk away' because some peopel ARE beyond help.  Sadly the mentally ill have a 'RiGHT' NOT to be treated despite the consequences for those around them.  And being blunt, some of them should NOT be in ANY public venue (this opinion being supported by the person runnign the local homeless shelter who has to deal with a wide range of 'clients' from the working poor to the seriously psychotic.

the ones that are allowed out of hospitals are not roaming the streets, they are in housing programs with staff who look after them. If they start raoming the streets they are sent back to the hospital

I'm just saying that this solution enables some good outcomes.  For example downtown is more attractive to business which promotes an improved economy.  And the city can install feed-the-homeless vending machines in their zone for the tourists.  You know, put in a quarter, turn the crank, and get a handful of nutritionally balanced food.  I used these on vacation at a petting zoo and it was a lot of fun.

Actually these are good laws.

These keep the naive enablers from making the problem worse.

Cities that crack down on "feeding programs" that merely enable a homeless drug and alcohol dependent lifestyle are more enlightened.

Food and shelter is available but it is only administered within a comprehensive program that addresses drug and alcohol issues, mental health, and homelessness in a structured way that doesnt continue to enable a homeless lifestyle as a choice.

Enabling is wrong.
Hunger will motivate compliance with the programs actually trying to solve the problem rather than naively maintaining it

I would feed them if I were you. They'll key your car if you don't give them at least two bucks. They'll run your car tag and find out where you live and break into your home and burglarize your house  -they may even rape your daughter or wife -or even kill you. They're very organized. Even if you were in a hurry and wanted to give a handout and didn't notice one of them  -you're probably in their database. if they can figure out your name from this post (and they probably will), you'd better sleep with one eye opn, or have a damned good home security system.  I ALWAYS tip them at least $5  - I don't want to incur their wrath. The town council obviously wants to deter any homeless from setting up camp in their town. If nobody wants to spend the $120 a week to feed the homeless, the homeless will simply move to the next town where being fed from kind strangers doesn't cost the stranger several grand a year.

Council members watch your backs.

Last year I bought a classic rat rod at Myrtle Beach's "Run to the Sun" Car Show. Enroute to driving back to NC, it overheated just inside the SC border on Route 17. Two good ol' boys in a pick-up truck and a confederate flag on their antenna pulled over and offered me a ride to the nearest auto parts store to get a new thermostat. I purchased the thermostat and some coolant and they gave me a ride back, and actually waited until I was up and running. Salt of the earth guys. Contrast this behavior with my experience around five years ago on the Dan Ryan Expressway in Chicago (otherwise known as the "African 500"). Do NOT get a flat tire on this highway unless you want to be pelted with "D" size batteries. Lay-off SC....

I recently relocated to SC, to the southern suburbs of Charlotte just across the the state line. The people here are fuckin' magnificent. Just today, a neighbor helped me cart in a bunch of medical supplies from my pickup truck.

I'm in a wheelchair (paraplegic since '94). He's about as black as the soles of my shoes. Just goes to show you difference between a genteel black American and a Chicago Afrothug. That whole city could go up in a mushroom cloud, and I'd mark it up a net positive for America.

Not everyone wants the same things done to them. For example grown ups in Egypt want their daughters' clitorises cut out, at the very least, and a good fraction take the (health) risk of carving off their labia too. So the golden rule kinda misses, well, everything that happens in most places.

People, like animals, tend to congregate where their food source is. City parks are for families and children, not deralects, drug abusers, alcoholics, schizophrenics, and criminals. I understand, and support what Columbia is doing. If you read the piece, and was paying attention, you will see that the fee only applies to "park feedings". They can still be fed elsewhere, like missions, Salvation Army centers and churches for free, where it belongs.

Finally someone who recognises what the permit is for! However, I believe the park is in the downtown and downtowns are generally deserted during the weekends. If this city is anything like the big US cities that I have seen, downtown hosts a lot of homeless people. So effectively they are feeding the homeless where they live and in a public place that is hardly used at that time. Can't see what the reason is to dissuade such an action. But then, I don't know that place and my assumptions about the homeless of the town living in the downtown or the park in question being otherwise deserted at that hour may be wrong.

Whatever the motivations of the city council, it would be really sad if this dissuaded the volunteers from feeding the needy altogether.

Here is what needs to happen: several hundred people need to show up every day with food and dare the cops to write them up or jail them. There aren't enough cops to deal with it, and the courts damn sure don't have the time and the resources.

We have the power, people! The American people's recent finger-in-the-air to OwebamaCare is just one example. Let 'em pass any law they want - fuck 'em - we won't obey it.

Just like Owebama is doing.
