George Soros On "Sustaining Ukraine's Breakthrough"

Following a crescendo of terrifying violence, the Ukrainian uprising has had a surprisingly positive outcome. Contrary to all rational expectations, a group of citizens armed with not much more than sticks and shields made of cardboard boxes and metal garbage-can lids overwhelmed a police force firing live ammunition. There were many casualties, but the citizens prevailed. This was one of those historic moments that leave a lasting imprint on a society’s collective memory.
How could such a thing happen? Werner Heisenberg’s uncertainty principle in quantum mechanics offers a fitting metaphor. According to Heisenberg, subatomic phenomena can manifest themselves as particles or waves; similarly, human beings may alternate between behaving as individual particles or as components of a larger wave. In other words, the unpredictability of historical events like those in Ukraine has to do with an element of uncertainty in human identity.
People’s identity is made up of individual elements and elements of larger units to which they belong, and peoples’ impact on reality depends on which elements dominate their behavior. When civilians launched a suicidal attack on an armed force in Kyiv on February 20, their sense of representing “the nation” far outweighed their concern with their individual mortality. The result was to swing a deeply divided society from the verge of civil war to an unprecedented sense of unity.
Whether that unity endures will depend on how Europe responds. Ukrainians have demonstrated their allegiance to a European Union that is itself hopelessly divided, with the euro crisis pitting creditor and debtor countries against one another. That is why the EU was hopelessly outmaneuvered by Russia in the negotiations with Ukraine over an Association Agreement.
True to form, the EU under German leadership offered far too little and demanded far too much from Ukraine. Now, after the Ukrainian people’s commitment to closer ties with Europe fueled a successful popular insurrection, the EU, along with the International Monetary Fund, is putting together a multibillion-dollar rescue package to save the country from financial collapse. But that will not be sufficient to sustain the national unity that Ukraine will need in the coming years.
I established the Renaissance Foundation in Ukraine in 1990 – before the country achieved independence. The foundation did not participate in the recent uprising, but it did serve as a defender of those targeted by official repression. The foundation is now ready to support Ukrainians’ strongly felt desire to establish resilient democratic institutions (above all, an independent and professional judiciary). But Ukraine will need outside assistance that only the EU can provide: management expertise and access to markets.
In the remarkable transformation of Central Europe’s economies in the 1990’s, management expertise and market access resulted from massive investments by German and other EU-based companies, which integrated local producers into their global value chains. Ukraine, with its high-quality human capital and diversified economy, is a potentially attractive investment destination. But realizing this potential requires improving the business climate across the economy as a whole and within individual sectors – particularly by addressing the endemic corruption and weak rule of law that are deterring foreign and domestic investors alike.
In addition to encouraging foreign direct investment, the EU could provide support to train local companies’ managers and help them develop their business strategies, with service providers remunerated by equity stakes or profit-sharing. An effective way to roll out such support to a large number of companies would be to combine it with credit lines provided by commercial banks. To encourage participation, the European Bank for Reconstruction and Development (EBRD) could invest in companies alongside foreign and local investors, as it did in Central Europe.
Ukraine would thus open its domestic market to goods manufactured or assembled by European companies’ wholly- or partly-owned subsidiaries, while the EU would increase market access for Ukrainian companies and help them integrate into global markets.
I hope and trust that Europe under German leadership will rise to the occasion. I have been arguing for several years that Germany should accept the responsibilities and liabilities of its dominant position in Europe. Today, Ukraine needs a modern-day equivalent of the Marshall Plan, by which the United States helped to reconstruct Europe after World War II. Germany ought to play the same role today as the US did then.
I must, however, end with a word of caution. The Marshall Plan did not include the Soviet bloc, thereby reinforcing the Cold War division of Europe. A replay of the Cold War would cause immense damage to both Russia and Europe, and most of all to Ukraine, which is situated between them. Ukraine depends on Russian gas, and it needs access to European markets for its products; it must have good relations with both sides.
Here, too, Germany should take the lead. Chancellor Angela Merkel must reach out to President Vladimir Putin to ensure that Russia is a partner, not an opponent, in the Ukrainian renaissance.

Ukraine's "breakthrough" is nothing of the sort. It is crudely directed history masquerading as a spontaneous democratic uprising. And an uprising resulting - surprise, surprise - in the perpetuation of the same conceptual structure that was overthrown: government, a gang of thieves writ large. Ukraine needs a central government like a whole in the head. Through his "Open Society" operations Soros gets a kick out of playing the revolution game with people's lives. And that makes him an asshole of the first order. The world will be better off when he's gone. Godspeed.

A democracy without a constitution to protect citizens rights and freedoms (the kind you blatantly endorse) is what they already have. It’s always interesting to see what a fad it is amongst the Streaming Lame Media Sheeple, which is to say the majority of the vocal posters on Zerohedge, to hate George Soros (Come on, let the "LINKS" flow). Anyone who isn’t under the influence of said Streaming Lame Media (SLM like Alex Jones, Glen Beck, etc.) has to be a little puzzled.
Apparently Soros is lambasted for how he behaved during the war years, years when Soros was between the ages of 9 and 14. One wonders just how courageously all of the Soros detractors behaved when they were 9-14 years old, their country was invaded/occupied by the world’s then-pre-eminent military power, and people of the same ethnicity as (the Zerohedge posters) were being rounded up and exterminated simply for being of that ethnicity.
Another dig against Soros is that he uses his wealth to try to affect changes that mirror his political and social philosophies. In other words, he does EXACTLY what posters and Contributors on Zerohedge try to do, except Soros has been infinitely more successful in life and thus can get his message a wider airing. Zerohedge posters, for the most part, can only afford a computer and internet connection, or maybe server space to operate a blog, to air their message, or perhaps make a small donation to a favored political candidate such as Ron Paul. Soros can afford to fund a wide range of candidates and he can buy air time, something Zerohedge posters cannot do, but there is nothing to suggest (given their prolific use of free space on Zerohedge to repeatedly post the exact same beliefs and philosophies over and over again) that if they had been fortunate enough to achieve the same level of success as Soros, they would refrain from using their status to broaden the audience of their message. Soros does it more widely because he can; that is all that differentiates his style from any regular Zerohedge poster.
While Soros has funded groups and institutions whose philosophy may differ from the groupthink of the Zerohedge posting community, lost amongst all that is the fact that he has (much more quietly) donated billions (with Carl Sagan’s “B”) of dollars to efforts aimed merely at alleviating human suffering and creating a more level playing field in a world where fate or anyone’s god is somewhat random and capricious in how luck and opportunity are handed out. Soros has made donations in excess of $8 billion over his career, and though he still has a fortune of around $25 billion, the sums donated are a considerable portion of his wealth. Can we suppose all Zerohedge posters have donated a greater percentage, and only use the excess to load up on yet more guns, ammo, metals and freeze dried turkey tetrazzini? What social good does any of that serve? Oh! It’s purely self-serving.
Tyler knows any article containing the word “Soros” is going to draw clicks and pay bills. Still, given Tyler’s past affiliation in the investment community, and particular his earlier employment as an analyst at a hedge fund, one would have to surmise Tyler has respect for what Soros has been able to achieve in the investment world. Maybe trading success doesn’t have the greatest social utility, but anyone buying metals in order to make or preserve wealth is a hypocrite if they criticize Soros for doing the same thing (trying to make and preserve wealth). Of course Soros does do it better. Oh, sorry, I forgot! All of the posters are just buying metals to bring the system down. It’s pure altruism. Sure.
Contrary to the local groupthink, Soros made his money not via “inside information” (I’m aware of the French connection) or even his connections, and certainly not because---as the more naïve crowd here loves to say---because he is “an agent of the Red Shield” (he is far more wealthy than any current descendant of that family), but because he has always had an ability to filter the thousand bits of data that exist in any market at any time, and filter the two or three points that have real import. Frankly, it is uncanny. Compare and contrast the relative performance of Soros and his former partner Jim Rogers since the two split up to get some idea of where the talent in Quantum rested. When most are baffled by the noise, Soros has a way of tuning out the noise and cutting to the chase. Again, it may not be a socially useful skill, but neither is hitting a golf ball or smacking 500’ home runs, or even writing a blog that regurgitates things everyone who wants to know already knows. Still, nobody has ever done it better. In any event, when has social utility and monetary remuneration ever gone hand in hand?
No doubt the crowd here will be “outraged” by this missive, and accuse me of the usual: being a “statist”, putting my tongue somewhere it shouldn’t be, or on Soros’ payroll. Think what you want. I frankly don’t give a shit, partly because I believe most of you are unfair in a manner I can only describe as bizarre when it comes to Soros, and mostly because I don’t much care what people for whom I have no respect think. Be part of an echo chamber just to feel a sense of belonging? No thanks.
People might want to recall that Soros was not bailed out. He didn’t need it. He may have taken advantage of the bailout in the sense that he read (correctly) what bailouts/ZIRP/QE/Cronyism would do to the markets, but that is absolutely no different than people loading up on metals because they thought all of that would be gold and silver positive. Again, Soros’ main difference was that he was both right and unwedded to any of his positions, which means he could follow both sides of the old adage buy low and SELL high. He isn’t one to whine about “manipulation” or to save his ego by saying, “well, I bought at $X, so I’m still okay”.
It seems to me that if scorn is due, there are plenty of deserving candidates out there besides Soros. Whether it is the CEO of a large, bailed out financial institution, a bought-off public official, an incompetent regulator, or a K Street lobbyist, the list of the truly guilty is rather long. Dimon? Blankfein? Corzine? Geithner? Feinstein? Bush and Obama? There’s a good start.
Now everybody try to remember how you behaved when you were nine years old, and then imagine what you would actually try to do if you suddenly found yourself with $25 billion dollars. Think of how sick and tired your “friends and family” are hearing your daily preaching about the truth as you see it, and then be honest when you think what you would do if you actually had the power to do it.

The last few days I have had time to read a lot of ZH posts, much more than usual. This leads me to believe the government has some regulars here, and a special hit squad who appear and reappear under a new names.
Some posts are just too obvious not to be government trolls. But this is to be expected in the age of full government control, a nation where you every thought and deed are recorded by your loving govenment in the drive to keep you safe, safe from rational thought, and safe from uncontolled news.

West Ukraine's economy has failed. I wait to see how the banking lords of the EU come in and save the people from poverty, unemployment and government corruption. The East and South have all the industry, the industry the EU wants to shut down, so Germany can export more. That is why East and South Ukraine are not going to become part of EU. That thought is being dangled in front of them like a carrot. I suspect they will find it too tempting to resist, and will join in the bailout effort. It will be tempting indeed at the "bargain" cost of only $30 Billion.
This will stabilize Ukraine in the short-term, but all the while Putin will be calling the shots from behind the curtains. If the elections in May *somehow* don't go his way, he will make that abundantly clear. More likely, the situation will continue to be indecisive; Putin will maintain his shadow-control and the west will have "green shoots" of influence. (HA!)
A bailout may be unpopular among the EU, but when has that ever stopped Brussels before? Still, I expect some cost-sharing...by the end, I think the US will pick up 1/2 to 2/3 of the tab.
The only losers will be Ukrainians (and the US), if everything goes according to plan, and "the plan" is more wealth redistribution from the west (again, especially the US) to Russia. Obama loves that shit.

Russia won't invade because their pipelines are hostage. In an invasion, the Ukrainians can't attack the Russian forces so I wouldn't be surprised to see them wreck the Russian infrastructure. If they lack the expertise for insurgency, it should be easy enough to import extremists. There are lots of groups that would hit the Russians just for the lulz.
Russia also won't invade at least until the bailout is done, because NO ONE is going to bail out a country that's currently occupied. That would be a too-obvious payment directly to the occupier.
