Merkel Warns Putin Of "Massive Damage", Russia Continues Piling Troops, Pro-Russia Oligarch Arrested, Gazprom Speaks

It's crunch time for Ukraine.

With just over two days to go until the Crimea referendum, all the actors are stepping up the diplomacy to a fever pitch in a desperate attempt to talk Putin out of formally annexing the peninsula following results which are well-known in advance will show the population's allegiance to mother Russia. But while the generic rhetoric is well-known, one surprising place of escalation over the past 24 hours has been Germany's Angela Merkel, who for the most part had been willing to stay on the sidelines in the war of words, has suddenly stepped up her own phrasing, and warned Moscow on Thursday that it risked "massive" political and economic damage if it refused to change course on Ukraine, saying Western leaders were united in their readiness to impose sanctions on Russia if necessary.

Reuters reports that the chancellor, using her strongest language since the start of the crisis and removing any suspicion that Germany might seek to avoid a confrontation with President Vladimir Putin, said his actions would lead to "catastrophe" for Ukraine and much more.

"We would not only see it, also as neighbours of Russia, as a threat. And it would not only change the European Union's relationship with Russia," she said in a speech in parliament. "No, this would also cause massive damage to Russia, economically and politically."

Merkel has acknowledged that her efforts to persuade Putin to negotiate via a "contact group" with the transition government in Kiev - which he accuses of ousting Russian-backed president Viktor Yanukovich unlawfully - have failed and time is running out.

"To be absoultely clear, none of us want it to come to such measures but we are all ready and determined to if they are unavoidable," said Merkel.

Germany receives over a third of its gas and oil from Russia and over 6,000 German firms are active there. A poll last week showed that a majority of Germans oppose sanctions against Russia. So is Merkel doing the Western thing, and bluffing in a last-ditch effort to convince Putin she isn't, or does Putin still believe he has all the trump cards, and can bring the German economy to a crawl if Merkel acts out on her threat? We will known as soon as Sunday night.

Elsewhere, John Kerry headed out to London for some last ditch Russia talks on Ukraine. Expect this "effort" too to lead exactly nowhere.

In the meantime, Russia's response is well known, which is more of the same - and the Russian Ministry of Defense made it quite clear what the next steps are when it announced that the large-scale maneuvers near the Ukraine border now involve some 8,500 troops, 270 tanks and 180 APCs.

An indication of how "seriously" Russia takes the diplomatic threats was the news that it is ready to impose counter-sanctions. WSJ reported that Russia’s economy ministry is looking at what the consequences of possible sanctions from the West would be and stands ready to impose similar penalties, deputy economy minister Alexei Likhachev said Thursday.

We are ready for any developments, all options are being considered. But we hope that it will impose specific political sanctions but not a wider range of some trade and economic decisions,” Mr. Likhachev said.

 

Mr. Likhachev said Europe is unlikely to impose harsh sanctions against Russia as both sides have strong business and trade ties.

 

Unlike Europe, which is Russia’s major trading partner, the U.S. has more room to impose sanctions, he added.

 

“Our sanctions will be symmetric,” Mr. Likhachev said.

But it wouldn't be a Russian response if Gazprom didn't make an announcement or two. Which it did:

And while diplomacy is failing all around, and a trade and all too real war are potentially on the horizon, the real issue was and continues to the money. Which is why it was surprising to learn that earlier today the a Ukrainian oligarch, Dmytro Firtash, was arrested in Vienna this week at the request of U.S. authorities, the Austrian government sources said on Thursday.  Reuters reports that Firtash, 48, is one of Ukraine's richest men, an oligarch whose close links to Russia and involvement in the gas, chemicals, media and banking sectors gave him substantial influence, notably during the administration of recently ousted, Moscow-backed President Viktor Yanukovich.

The Federal Criminal Office, had identified the man taken into custody only as Dmitry F. and said he had been under investigation by the U.S. Federal Bureau of Investigation since 2006.

As a reminder, Stratfor's take on the richest Ukrainians was that they would play a "decisive role" in the conflict:

With presidential elections set for May 25 and parliamentary elections likely to be held later in the year, Ukraine's current administration will need the continued support of the oligarchs. More immediately, with Crimea on the verge of leaving Ukraine, the new government's urgent challenge is to keep mainland Ukraine together. Eastern Ukraine is crucial to this -- the region is a stronghold for pro-Russia sentiment and the main site of opposition, after Crimea, to the Western-backed and Western-leaning government.

 

The oligarchs are key to keeping control over eastern Ukraine, not only because Ukraine's industrial production is concentrated in the east -- thus anchoring a shaky economy -- but also because many of the oligarchs have a stronger and more manageable relationship with Russia than the current government, which Moscow sees as illegitimate. Many of these business leaders hail from the industrial east. They have business ties to Russia and decades of experience dealing with Russian authorities -- experience that figures such as Klitschko and Yatsenyuk lack.

 

So far, the new government has been able to maintain the support of the country's most important oligarchs. In general, the oligarchs want Ukraine to stay united. They do not support partition or federalization, because this would compromise their business interests across the country. But this support is not guaranteed over the long term. There have been recent complaints about the new government, for example over the arrest of former Kharkiv Gov. Mikhail Dobkin. Akhmetov came out in Dobkin's defense, saying the government should not be going after internal rivals right now, but rather focusing on concerns over Russia. This can be seen as a warning to the new administration: The oligarchs' loyalty to the current regime is conditional and should not be taken for granted.

 

Ultimately, the biggest threat to the oligarchs is not the current government, over which they have substantial leverage, but Russia. The oligarchs stand to lose a great deal if Russia intervenes in eastern Ukraine. If Russia takes over eastern territories, it could threaten the oligarchs' very control over their assets. Therefore they have an interest in bridging the gap between Russia and Kiev, but it is Moscow they fear more. The oligarchs have substantial power to shape the Ukrainian government's decision-making as it moves forward. Their business interests and the territorial integrity of the country are at stake.

As always, follow the money, especially when some of the richest money ends up directly in prison in a country far away, under the orders of that global moralizer, the United States.

So Germany imports just under 700,000 barrels of oil/day from Russia.

If Russia got cheeky and said they wanted gold instead of dollars for their oil, it would cost about 500 tons of gold per year to maintain that supply at $100/barrel and $1350 gold.

Germany has a bunch of gold "stored" in the U.S. They asked for some of it back in 2013, and got 5 tons. 

This may not be the time in the movie when you want to go to the bathroom or get more snacks.

Gold is for capital transactions.

Silver is for large transactions.

Paper money, while accepted, is for day-to-day tx.  You DO NOT want to be converting gold and silver into paper money, but you do want some paper money on hand when shit hits.  Probably better to barter for paper money than convert your PMs into it.

But even if it doesn't serve much purpose for Russia, it knows we seem to have trouble locating it in our deep storage, so it may end up being more of a weapon than a jet would.

Tourism is the mainstay of Crimean business, and Ukrainians are 70% of their trade.  Unemployment is high except during the summer.  Putin isn't helping.  Also, the Tatar minority hates the Russians.  The Ukrainian minority have no love for them, and when the have thoroughly screwed things up, my bet is that the Russians have no love for him either.

 

With Crimea alone, he has bit off more than he can chew.  Eastern Ukraine would be a disaster.  There is no natural boundary between Russia and the Dnieper.  The people may speak Russian, but this was also the epicenter of the Holodomor, where Stalin starved 6 million people to death.  These Ukrainians speaking Russian doesn't make them any more Russian than the Irish speaking English.

Dude Ukrainians are not even close to Russian purchasing power and there are more Russian that want sun than Ukrainians.  Crimea will thrive back with Russia, look at how badly the Oligarchs have run the country into the ground in Ukraine.  Place is broke cause the Kosher Klan stole everything for the past two decades and spirited the cash our of the country.  Russians love Putin for bringing Crimea back, nothing hurt more a Russian than having to go through a border crossing to visit Crimea, many stopped going because it hurt so much and because seeing Crimea was like seeing your gorgeous lover taken forcibly away from you when you were on your knees and the pack of Euro and USA thugs were kicking you and stomping on you.  Stalin didnt starve the six million alone he had 18 Kosher Politburo members runing the program before he took full power later.

Why would Eastern Ukraine be a disaster when it has gold, coal, shale gas and oil and important factories to the Russian MIC, the shithole is western ukraine and Putin isnt going to bother with that hellhole, Putin makes money on his deals.  Look at Crimea, subtropical weather, pearl of the black sea, gold deposits, oil and gas offshore in the billions and billions of dollars.  I would say everything will pay for itself and more.  He also saves close to a billion a year for treasury, since lease was hundred million a year for base and he had to give huge price discount for the gas they sold Ukraine so they could keep the lease for the Naval Base, that discount ran into the hundreds of millions of dollars.  Putin makes money on his moves.

There are over 7 million (yes, that is MILLION) ethnic Russians, not just russian speakers in the Donbass area (the Donetsk Basin) in the far eas t side of the Ukraine.  Their roots are in Russia.  Their extended famiies are in Russia.  Their business ties are in Russia.  This region produces nearly 80% of the Ukraines industrial output.  The average wage is more than twice that of the far western Ukraine.  It has nothing to do with who speaks what language when and where. 

If I remember right, one of our former illustrious leaders, the actor Ronnie Reagan, justified his full on military invasion of the tiny island of Grenada in 1983 because the mommies of some 400 or so American university students there were afraid their kids might not get their morning cornflakes from the new leftist government.

South and East Ukraine - is a former Russian land, where in the times of Stalin, lived for more than 70% Russians. That there was a famine from which people died. But among those who died from hunger, 70% - it was the Russian people, but not Ukrainians. Because Stalin never struggled with the Ukrainians. Stalin fought with the class of prosperous peasants. I think that the first thing that one has to realize about the Ukraine is that when it comes to the larger global fasco-communist(progress) agenda, it does not matter who holds Ukraine at any particular time as long as here is polarization and infighting amongst the people. (If you do not believe me, just look at Egypt, Iraq and Libya as examples of their successes).

Useful idiots who fight on one side of the polarization or the other all serve the ultimate agenda. They are ignorant tools to be purchased with phantom fiat, aimed and fired.

In the big scheme of things Obummer and Pooter are both on the same side. AND, they both are also simply cardboard cutout tools.

Looks like the "Trade Federation" is circling the wagons and about to create a "blockade" around Russia and its allies.  Not sure how that is going to work for them since we are all on the same planet in this story.

No way the West can isolate its dead ass economy and survive.  It needs every sale possible just to have the appearence of a real economy.  No taper this quarter, boys.  Without China, Russia and the others that would follow that lead, Western economy goes down like a one egg pudding, OR the printing presses add another shift and gear.

One thing is for sure, "Never mess with another man's woman, never mess with another man's ego, and never, ever mess with another man's money".  The more the money/economic issue heats up, the more real and serious this becomes.  The odds of the "reset" scenario playing out have now moved to 7:1.

Without natural gas and oil from Russia, EU industry collapses.
Ukraine a split nation along ethnic, religious and language divide currently unable to achieve unity or economic viability if divided.
Why not allow EU and Russia negotiate a deal without US/Neocon involvement , or allow Ukraine electorate to decide own fate by region, oblast, city or something akin to federal/state structure in US ?
No need for Ukraine to be part of EU, NATO or Russia and no need for the "old empire" appetites of surrounding nations.
As a first step towards conciliation, replace Victoria Nuland at State Dept with usual service awards, list of accomplishments etc.

"The air crews of the Russian jets will be on combat duty with their Belarusian colleagues for purposes of air reconnaissance and ensuring defense of the air space of the Union State," the Defense ministry's spokesman said.

He has confirmed the transfer of the six Russian jets Su-27 and three transport planes with the military-technical personnel of the Russian Western Military District on board to a military aerodrome Bobruisk of the Belarus Air Force, based in the Mogilyov region, which was carried out in accordance with an Agreement signed by Russia and Belarus on joint defense of the external border of the Union State.

Earlier, the press service of the Defense Ministry of Belarus told Itar-Tass that the Russian planes had been transferred to Belarus for purposes of the inspection of the troops' readiness to fulfill the tasks set forth to the Joint regional air defense forces with the involvement of the Russian component, as envisaged in the agreements signed in the framework of the Union State.

 

"In the event of further accumulation of troops formations in the states adjoining Belarus it will take adequate measures of response on its territory," the Belarusian Defense Ministry said.

 

At a meeting of the Security Council of Belarus held on March 12 President Alexander Lukashenko suggested that Russia should deploy up to 15 planes in Belarus in connection with the growing NATO activity near the Belarusian border.

The growing NATO activity near the Belarusian border did not go unnoticed. Chief of the Collective Security Treaty Organization (CSTO) Nikolai Bordyuzha declared at the State Duma on Thursday that "CSTO has not remained indifferent to a group of NATO aviation being stationed near the Belarusian border. We have spotted reconnaissance activity near that region. Nonetheless, we think that planning any measures today is premature," Bordyuzha said.

In Tom Clancy's Red Storm Rising, the Soviet Union goes to war with the West because terrorists blew up oil fields in Russia and Russia has to get the oil from the Middle East. But first they need to take the military of the West out. Now they just need to switch off the gas. Europe is for over 30% dependent on Russian gas. That means powerplants (since a lot of them were converted from coal to gas) and industrial installations. Soros said that Europe faces 20 years of stagnation. They will face a whole lot more if they can't swallow the bitter pill that Russia annexed Crimea. There is really no need to plunge the continent in another banker's world war just you lost a geopolitical game. I mean well to the people of Ukraine but in Europe we should not jeopardize the lives of 500 million people over that of 40 million in Ukraine.
