Contract based on the freely expressed will of the peoples and voluntary obschekrymskom Crimea on a referendum held in the Autonomous Republic of Crimea and Sevastopol city March 16, 2014 , during which the people of Crimea decided to reunite with Russia.
Republic of Crimea is considered to be adopted in the Russian Federation from the date of signing the Agreement . Since the adoption of the Russian Federation in the Republic of Crimea, the Russian Federation formed new entities - Republic of Crimea and the federal city of Sevastopol.
The text of the Agreement includes a preamble and ten articles which set out provisions relating to the adoption of the Russian Federation in the Republic of Crimea and education in the Russian Federation new subjects , including provisions for the new territories of the Russian Federation , the citizenship of the population , public authorities of the subjects of the Russian Federation.
Under the Treaty, since the adoption of the Russian Federation and the Republic of Crimea education in the Russian Federation and new subjects to January 1, 2015 the transitional period during which resolved the issues of integration of new subjects of the Russian Federation in the economic, financial , credit and legal system of the Russian Federation , in the system of state authorities of the Russian Federation , as well as issues of military duty and military service in the territories of the Republic of Crimea and Sevastopol city of federal significance.
Legislative and other normative legal acts of the Russian Federation within the Republic of Crimea and Sevastopol city of federal importance of the adoption of the Russian Federation in the Republic of Crimea and education in the Russian Federation new subjects , unless otherwise provided by the legislation of the Russian Federation.
Normative legal acts of the Autonomous Republic of Crimea and the city of Sevastopol , Republic of Crimea and the city with special status of Sevastopol operate in the territories respectively of the Republic of Crimea and Sevastopol city of federal significance until the end of the transition period or until the adoption of the relevant normative legal act of the Russian Federation and (or) the normative legal acts of the Republic Crimea, a normative legal act of the Russian Federation and (or) a normative legal act federal city of Sevastopol.
Normative legal acts of the Autonomous Republic of Crimea and the city of Sevastopol , Republic of Crimea and the city with special status of Sevastopol, contrary to the Constitution of the Russian Federation shall not apply.
Treaty shall be ratified in accordance with Article 15 of the Federal Law "On International Treaties of the Russian Federation" and in accordance with Article 10 of the Treaty.

Looking from the other side - isn't this quite a sensible solution?
Eastern and Western Ukrainians have completely opposed goals, they were only united by who was robbing them - i.e. who was in power ATM. Now, they're still be robbed, but at least some public policy might be to their liking.
Also it is very good Global development (if Western powers don't push this into war). Right now fences between pastures were made sacred. Ukrainian fence was holding in all the cows branded with Ukrainian brand and milked only by Ukrainian governement (if it paid any dues to Russia or USA - it was only done later). Now Putin kicked the fence over, loughed about it and just took some cows that prefered to be milked by his cronies. Sacred fence of a border was demolished without some huge misery for the cows.
Now, if there is no war, this might fuel future secessions everywhere. Well, not in Russia, there cows actually like to be shaved and robbed as long as they can be a part of something "great". But what about for example USA? There are hard splits between coasts and central States. Also there are many European countries with minorities. Maybe they won't secede next year, but who knows what happens when there's a lot of misery from sth like a 2nd Great Depression? Also, secession is the best way against NWO-style monolythic supreme-power of central authorities. You can't really do much to people of Switzerland - small country, that has most power held by even smaller cantons. They dislike it some policy? They move to next canton and can still go for drinks with their friends, as it's just the next town over. While 350mln USA can kick it's citizens repeatedly in the balls and they will still scream "USA! USA!" like with war-zone conditiones imposed on civilians after one small bombing.
It's interesting to note that the only drama here is in the rhetoric. So far, everybody has done the obvious thing, and everybody has gotten what they wanted. Putin could never have allowed Crimea to get out from under Russian control. While the government of Ukraine was compliant, having Ukraine take responsibility and cover the costs of Crimea was a great deal for Russia. Russia could just rent what they wanted. Now the West has sponsored a coup and installed a Ukrainian government antagonistic to Russia, so Russia has to own Crimea, and take over responsibility and costs. No huge problem; Russia was getting a sweet deal and now that deal is over, but their need for Crimea hasn't changed so now they'll pay the ownership costs. Fine with them.
On the other hand, now the US/EU/IMF gets control over the government machinery of Ukraine, which is what they wanted the whole time. Ukraine's finances are a disaster, so they'll enforce the usual "disaster capitalism" remedy. Ukraine will oh-so-gratefully accept a package of loans, which allows them to pay the Western banks whatever they say they are owed, and then hands over control of the taxation system to those same western banks. The junta insiders will be allowed to siphon off as much of the loan money as they need to live like kings, while the people of Ukraine will see their pensions and benefits disappear, their pay slashed, their taxes raised exponentially, and their standard of living plummet to 3rd World status or below, as the cost of living won't fall.
So, despite all the huffing and puffing, everybody gets what they want (except the little people in Ukraine who are about to get hooked up to the Matrix to have their bodies and souls mined for debt). And the huffing and puffing itself is part of the plan as well.
The only real issue is what does the neo-Nazi genie do now that it's gotten out of the bottle. If the Banderists of Svoboda and Pravy Sektor start massacring Russians, Poles and Jews like they usually do, then there's going to be actual trouble. The problem with conducting foreign policy via professional terrorists is that then you have to deal with professional terrorists. As long as they can be kept far, far away from your own home, you can pretend that the ends justify the means. When they get pissy and fly your own airplanes into your own buildings, it does cause a management problem for you.
This whole thing is following the Kissinger/Brzezinski Grand Chessboard plan right down the line, with the added financial extraction cherry on top.

One fact that has been overlooked by most of the media is that the UKraine government owes Russia an additional $4 Billion U.S. dollars in special loans (furnished under the auspices of the British government and British banks) and these loans become PAYABLE-IN-FULL IMMEDIATELY should the the Ukraine debt-to-GDP ratio exceed 60%.
Should Ukraine accept any loans from the U.S., EU, World Bank or IMF, Ukraine will exceed this 60% ratio and this $4 Billion USD from any loans given to Ukraine will have to be repaid to Russia immediately.

You know, I'm not so sure I disagree with Putin considering Obama's gang and the UN started this little coup in Ukraine with the "UN" snipers shootin' up the place. In 1994 (or so) Ukraine and Russia signed the 'Partition treaty' which allowed for 25k troops to be stationed in Crimea as well as a few thousand armored vehicles, certain types of ammo etc. So when Russia "invaded" with 16k troops and they only went to the bases (for the most part), do we really have a strong leg to stand on? When I lived in Falls Church, Virgina even a half-inch of snow was enough to PANIC drivers. I remember in the late 1970's (maybe it was 1979-1980) there a HUGE snow storm that dumped about 3-plus feet, closing our road for days. The drifts totally covered our cars - only the antennas were visible! We and our neighbors had to "hoof it" to a supermarket near the Tyson's Corner area to get food. Finally, the people on our street and the neighboring streets shoveled out our streets BY HAND.
Having been raised in Massachusetts, I considered that event a REAL snowstorm.
