China's Newest Maritime Dispute

China is hardly in need of additional territorial disputes these days, but it seems to have a new one on its hands.

Last week a senior Indonesian defense official announced that China’s new drawing of its nine-dash line includes waters that Jakarta claims as its own.

 

China has claimed Natuna waters as their territorial waters. This arbitrary claim is related to the dispute over Spratly and Paracel Islands between China and the Philippines. This dispute will have a large impact on the security of Natuna waters,” assistant deputy to the chief security minister for defense strategic doctrine Commodore Fahru Zaini said, according to Indonesia’s official news agency, Antara.

The Natuna waters (named after the islands they border) are part of Riau Islands Province in Indonesia, located along the southern part of the strategic Strait of Malacca. They are part of the South China Sea. Fahru explained that a new map on Chinese passports encompasses part of the Natuna waters, raising the irk of Indonesian officials.

What China has done is related to the territorial zone of the Unitary Republic of Indonesia. Therefore, we have come to Natuna to see the concrete strategy of the main component of our defense, namely the National Defense Forces (TNI),” Fahru, who was visiting the Riau Islands, added. He went on to complain that China’s nine-dash line isn’t transparent owing to the fact that it doesn’t include precise coordinates.

Interesting, as Scott Cheney-Peters notes over at the excellent Center for International Maritime Security (CIMSEC) blog, just weeks before Fahru made the announcement about China’s encroachment, Indonesia had announced it was building up its naval, air and army forces on and around the Natuna Islands as a preemptive measurement against instability in the South China Sea.

The deployment of the TNI forces around the Natuna waters aims to anticipate possible infiltration as a result of instability in the South China Sea,” TNI chief General Moeldoko said according to an Antara report. While maintaining that Indonesia is ready to cooperate with countries like China and the U.S., Moeldoko added: “Since Natuna is strategically located, the increase of its forces at sea, on the ground, and in the air is necessary to anticipate any instability in the South China Sea and serve as an early warning system for Indonesia and the TNI.” Earlier in the year, Indonesian media reported that Jakarta would soon announce the Natuna Islands as one of the four hotspots it would focus on militarily in the coming years.

Scott, who recently wrote a piece for The Diplomat on Indonesia’s maritime woes, also noted that the waters around the Natuna Islands are where Indonesia will host the upcoming 2014 Komodo multilateral joint exercise. The exercise will include participants from the ASEAN countries, China, the United States, Russia, Australia, New Zealand, India, South Korea, and Japan.

Although the Komodo exercise’s main focus will be on Humanitarian Assistance/Disaster Response (HA/DR) operations, Indonesian officials have made no secret of the fact that they intend to incorporate the growing maritime disputes into the drills.

In announcing last summer that Indonesia would be hosting the 2014 exercise, a senior TNI Naval official said: “The exercise will focus on naval capabilities in disaster relief, but we will also pay attention to the aggressive stance of the Chinese government by entering the Natuna area.” The same official went on to state: “We want to explain that our foreign police stipulates that Natuna is part of Indonesia…. Currently there has been no claim from China over the Natuna area but we do not want the Sipadan-Ligitan incident to happen again.”

China’s decision to antagonize Indonesia could be a costly one given the amount of influence Jakarta wields in the Association of Southeast Asian Nations (ASEAN).

Australia did not occupy East Timor.It sent in a Peace Keeping force to stop the chaos and incursions from Indonesia after East Timor gained independance. Nowthings are stable the troops have left.

The first lady of Timor Leste is an Australian.

The one thing telling is the chinese are sending 3 battle ship's down that way, and they must know that if they didn't take out the airplane, then that only leaves the aussies.

Here's the deal in the ASIA there are 3 service center's that can take the airplane down MELBOURNE, SINGAPORE, and SHANGHAI.

If the chinese know they didn't do it then it means the aussies did, their only power would be to BRING HOME, and that is restricted to a US-MIL base, to handle the 'terrorists'. Which US-MIL base might aussy bring to? My guess is the new Marine base near Darwin just built to handle 25,000 marines few years ago, most interesting this same USA base  was the beach-head for WW2 operations in the pacific with the JAPS.

Good comment. One of the "untold stories" of World War II was that the USA was "isolationist." (Some historians have listed this as a cause of WWII actually.)

But while in many ways the USA wasn't materially ready for the War and certainly it's heart was not in "European Wars" the USA had certainly been planning for it and from a Command and Control point of view was ready when war erupted. (Gotta a nice big Pentagon to show for it too...don't we.)

There is an "attack" mentality that runs "through the veins" of US history...one that certainly stands out given all the "lovey dove" rhetoric we like to portray ourselves "being" Yet clearly this is at odds with a lot of historical facts..and certainly is at odds with our current behavior. (We have taken sides here...are we not duty bound now?)

I hear all those who want to portray the President as a "wussy" here. But one look at the poll numbers says "he should not want to be seen in this way." I have said "the job of President sucks." But what is going on vis a vis Ukraine "et al" is what it means to be President though too..and not just of the USA...or of Russia.

This is "events pushing you"...and this is how our Presidents...and Presidents "in General" end up being "judged."

It has been said "history hangs in the balance"...this isn't President Obama's first rodeo...I actually didn't have a problem with his "non-intervention" in Syria.

Sometimes you've got to stand before your Jury and "state your case" though too. You wanna be "leader of the free world"? This is what it means.

The "history of Syria" would have looked far different if the USA had gone in. Are we now compelled to intervene in Ukraine? Is this our "defining moment" and either we "saddle up" or "sullen home"?

The irony is that President Putin has every right to be in Kiev. Of course currently he is not...and no one in their right mind wants to "be Crimea." So why not simply point this out? You know..."like you have a DEFENDENT here."

We don't need to do this...we have every reason not to make Ukraine "our problem." On the other hand this is not true of "other nations."

We can "make the case" here...can we not? Something that says "we don't just yakkity yak." Yes, yes?

I will be paying SPECIAL ATTENTION to this case. There is cause to stop this...but amazingly not even Europe has made the argument. The political consequences are certainly plain to see.

There may be "coppycat reactions"...do we back down from them too? If so "how much back in' down we talkin here?"

Senkaku islands were too dangerous because of the close weave between the US/Japan and the USD/Yen. The US would have acted (maybe). These islands are very strategically placed near the straits and on the far reaches of the South China Sea giving them more claim over all of it.

I agree that China's economy might be sparking this as a distraction, and that Russian actions over the last couple of months have exposed the weakness of the West. 

Think about it, if there was zero threat that the US would intervene would China be deterred from any action they thought was in their strategic interest? Nope. There will be some violence in the next couple of years in the South China Sea. Hedge accordingly.

If one isn't too lazy to read the Indonesian publications available in English, (s)he will notice that there's no such crap talks in the scenes. Amidst the roar made to the South China Sea dispute, in reality the Philippines is the only party actively seeking the international attention to escalate the dispute, even Vietnam which shares the land border with China is relatively quiet and trying to settle the problem calmly.

 

Aquino is the cabal bankster's lackey working on pitting the interests of the Phillipines people against the Chinese, in the process he's attempting UNSUCCESSFULLY to pull in the entire South East Asians toward his position to create another scene in the Asia-Pacific Theater in addition to the East China Sea to provide pretexts to the China containment moves as purported by the Obama's Asia Pivot Policy!

Do you just not know anything? East Timor has never been a part of Australia and it won't be as we are not going to change our borders again for East Timor's ingrates. Timore Leste is next to a failed state. It has royally pissed off Australia, multiple times, and continually bitten the hand that feeds it. It also did the same thing to Indonesia, before that. So East Timor is skating on really thin ice because if they can't finally face reality and get their shit together, and cut all their crap, they will be resumed by Indonesia again because Australia sure doesn't want them, and neither Australia or Indonesia, nor Malaysia and PNG will want an annoying parasitic failed-state in the area. Just look at a map, anyone can see East Timor should be a part of Indonesia, and if they want to survive they don't have long left to pull their finger out and build much more cooperative relations. The moment the idiots in Dili started making strategic threats to Canberra they lost all credibility and all support. What they lack it a set of actual Leaders, and to get rid of that stupid chip on their shoulder and attitude that everyone owes them something.

If it were up to me East Timor would be a part of Indonesia again, simply because as an independent country, they aren't, they are a dependent failed state lead by incompetent leftist idiots that have been brain washed by the UN and some dumb former rebel leaders that got thousands of them butchered.

These territory "disputes" created by China are just brilliant two-headed coin strategies. They raise tensions that make the other country play nice-nice because of the specter of being drawn into a conflict they can't win. As a result, China draws that country closer, and by extension, further away from the DC US sphere--"Heads" China wins.

If things do get a little heated, they just plant a base/troops and say "molon labe." The other country backs down, the DC US can't do anything because of the precarious nature of the Petro$ and China expands her territory and access to more natural resources--"Heads" again, China wins. (Russia and the Crimea?!)

 

Reminds me of when I was boarding in a home during college. The owner laughed when I mentioned how friendly the neighbor next door was. He said that he used to be the block bully and was warned by the previous owner of long running disputes with the guy.

Upon signing the closing papers the owner had paperwork "manufactured" that seemed to put in question the property-line and the guy next door's fence and part of a patio. The owner went next door before moving in and basically told the neighbor that he really wasn't all that interested in "pursuing" it if the neighbor wasn't.

The "dispute" wouldn't have stood up in court, but the threat of legal action and possible loss of fence and patio made the neighbor quite friendly to not just the owner but the rest of the neighborhood.

I found it odd that no one mentioned the  so-called 'jihad ' against ethinic Chinese around 1,300 Chinese died in 1998 in Indonesia. I do not beleive this has anything to do with outside forces. Local animosities to Chinese merchants. Whether justified or not it s a local dystopian view of their economic clout.

US report touts South China Sea riches BIG BOUNTY:The undersea reserves of oil and natural gas in disputed areas are far higher than previously estimated, a US report said, and could prove to be even higher

There are about 11 billion barrels of oil and 190 trillion cubic feet of natural gas under the South China Sea, according to a US government report released on Thursday.

The reported oil reserves are higher than the proven oil reserves of Mexico, Angola and Azerbaijan, slightly less than the proven 14.8 billion barrels of oil in China and about half of the US’ proven oil reserves of 20.6 billion barrels, according to the CIA’s World Factbook.

The numbers — based on estimates by the US Energy Information Administration (EIA) — are significantly higher than the previously issued private US estimates of 2.5 billion barrels of oil.

“It is difficult to determine the amount of oil and natural gas in the South China Sea because of under-exploration and territorial disputes,” the EIA report says.

The estimates include both proven and probable reserves, and the report says there may be additional hydrocarbons in underexplored areas.

“Stretching from Singapore and the Strait of Malacca in the southwest to the Strait of Taiwan in the northeast, the South China Sea is one of the most important trade routes in the world,” the report says.

It notes that the area includes several hundred small islands, rocks and reefs, with the majority in the Paracel (Xisha Islands, ????) and Spratly (Nansha Islands, ????) island chains.

“Several of the countries bordering the sea declare ownership of the islands to claim the surrounding sea and its resources,” the report says.

The EIA estimates the region around the Spratly Islands to have virtually no proven or probable oil reserves.

However, the US Geological Survey estimates there could be 2.5 billion barrels of oil and 25.5 trillion cubic feet of natural gas in undiscovered resources.

According to the new report, evidence suggests that most of these resources are likely located in the contested Reed Bank (Lile Bank, ???) at the northeast end of the Spratlys, which is claimed by Taiwan, China and the Philippines.

The Paracel Island territory does not have significant discovered conventional oil and gas fields and has no proven or probable reserves.

“EIA estimates the South China Sea to be more viable as a source of natural gas than as a source of oil,” the report says.

It says producers would have to construct expensive undersea pipelines to carry the gas to processing facilities.

Indonesia has Yakont. It can get more. They can place them anywhere in their Archipelago of 3000 islands and the Chinese PLAN fleet is scrap if it goes near there. Malaysia and Singapore are well-equipped, both their air forces are capable of fighting from Australia if necessary. If China started shit there the RAN and RAAF would be involved and ANZUS would come into play, and the US would not hesitate to take down the Chinese there. So China won't do a thing. It can't even take Taiwan without getting monkey hammered with missiles. They love to play the bully card but they are hardly the one with all the clout in that region. They are very much the weaker force, and surrounded, they can not fight to take and hold anything in that part of the world. There are hundreds of millions of people in that region and they are not going to let China wander in and pick-off the bits it fancies.
