You are not correct.
All BILLS for funding shall originate in the House. THIS one started in the SENATE. The House PASSED it (due to the section that specifically stated that nothing in the bill shall be construed as a 'tax' , or 'revenue-generator', in an early version). THEN, that Roberts dude decided that Obamacare IS a tax (one of the arguments against it was that it WAS, in fact, a tax, and therefore not legal under Constitutional law), thus rendering the entire bill UNCONSTITUTIONAL (as it had NOT ORIGINATED in the House). Of course, most people are so distracted that they seem to miss this simple fact.
Article I Section 7 - Revenue Bills, Legislative Process, Presidential Veto
All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
There are 665 instances where the word TAX and permutations are used (taxpayer, taxable, etc.) within the bill.
