Petrodollar Alert: Putin Prepares To Announce "Holy Grail" Gas Deal With China

If it was the intent of the West to bring Russia and China together - one a natural resource (if "somewhat" corrupt) superpower and the other a fixed capital / labor output (if "somewhat" capital misallocating and credit bubbleicious) powerhouse - in the process marginalizing the dollar and encouraging Ruble and Renminbi bilateral trade, then things are surely "going according to plan."

For now there have been no major developments as a result of the shift in the geopolitical axis that has seen global US influence, away from the Group of 7 (most insolvent nations) of course, decline precipitously in the aftermath of the bungled Syrian intervention attempt and the bloodless Russian annexation of Crimea, but that will soon change. Because while the west is focused on day to day developments in Ukraine, and how to halt Russian expansion through appeasement (hardly a winning tactic as events in the 1930s demonstrated), Russia is once again thinking 3 steps ahead... and quite a few steps east.

While Europe is furiously scrambling to find alternative sources of energy should Gazprom pull the plug on natgas exports to Germany and Europe (the imminent surge in Ukraine gas prices by 40% is probably the best indication of what the outcome would be), Russia is preparing the announcement of the "Holy Grail" energy deal with none other than China, a move which would send geopolitical shockwaves around the world and bind the two nations in a commodity-backed axis. One which, as some especially on these pages, have suggested would lay the groundwork for a new joint, commodity-backed reserve currency that bypasses the dollar, something which Russia implied moments ago when its finance minister Siluanov said that Russia may refrain from foreign borrowing this year. Translated: bypass western purchases of Russian debt, funded by Chinese purchases of US Treasurys, and go straight to the source.

Here is what will likely happen next, as explained by Reuters:

Igor Sechin gathered media in Tokyo the next day to warn Western governments that more sanctions over Moscow's seizure of the Black Sea peninsula from Ukraine would be counter-productive.

 

The underlying message from the head of Russia's biggest oil company, Rosneft, was clear: If Europe and the United States isolate Russia, Moscow will look East for new business, energy deals, military contracts and political alliances. 

 

The Holy Grail for Moscow is a natural gas supply deal with China that is apparently now close after years of negotiations. If it can be signed when Putin visits China in May, he will be able to hold it up to show that global power has shifted eastwards and he does not need the West.

More details on the revelation of said "Holy Grail":

State-owned Russian gas firm Gazprom hopes to pump 38 billion cubic meters (bcm) of natural gas per year to China from 2018 via the first pipeline between the world's largest producer of conventional gas to the largest consumer.

 

"May is in our plans," a Gazprom spokesman said, when asked about the timing of an agreement. A company source said: "It would be logical to expect the deal during Putin's visit to China."

Summarizing what should be and is painfully obvious to all, but apparently to the White House, which keeps prodding at Russia, is the following:

"The worse Russia's relations are with the West, the closer Russia will want to be to China. If China supports you, no one can say you're isolated," said Vasily Kashin, a China expert at the Analysis of Strategies and Technologies (CAST) think thank.

Bingo. And now add bilateral trade denominated in either Rubles or Renminbi (or gold), add Iran, Iraq, India, and soon the Saudis (China's largest foreign source of crude, whose crown prince also happened to meet president Xi Jinping last week to expand trade further) and wave goodbye to the petrodollar.

As reported previoisly, China has already implicitly backed Putin without risking it relations with the West. "Last Saturday China abstained in a U.N. Security Council vote on a draft resolution declaring invalid the referendum in which Crimea went on to back union with Russia. Although China is nervous about referendums in restive regions of other countries which might serve as a precedent for Tibet and Taiwan, it has refused to criticize Moscow. The support of Beijing is vital for Putin. Not only is China a fellow permanent member of the U.N. Security Council with whom Russia thinks alike, it is also the world's second biggest economy and it opposes the spread of Western-style democracy."

 

This culminated yesterday, when as we reported last night, Putin thanked China for its "understanding over Ukraine." China hasn't exactly kept its feelings about closer relations with Russia under wraps either:

Chinese President Xi Jinping showed how much he values ties with Moscow, and Putin in particular, by making Russia his first foreign visit as China's leader last year and attending the opening of the Winter Olympics in Sochi last month.

 

Many Western leaders did not go to the Games after criticism of Russia's record on human rights. By contrast, when Putin and Xi discussed Ukraine by telephone on March 4, the Kremlin said their positions were "close".

The punchline: "A strong alliance would suit both countries as a counterbalance to the United States." An alliance that would merely be an extension of current trends in close bilateral relations, including not only infrastructure investment but also military supplies:

However, China overtook Germany as Russia's biggest buyer of crude oil this year thanks to Rosneft securing deals to boost eastward oil supplies via the East Siberia-Pacific Ocean pipeline and another crossing Kazakhstan.

 

If Russia is isolated by a new round of Western sanctions - those so far affect only a few officials' assets abroad and have not been aimed at companies - Russia and China could also step up cooperation in areas apart from energy. CAST's Kashin said the prospects of Russia delivering Sukhoi SU-35 fighter jets to China, which has been under discussion since 2010, would grow.

 

China is very interested in investing in infrastructure, energy and commodities in Russia, and a decline in business with the West could force Moscow to drop some of its reservations about Chinese investment in strategic industries. "With Western sanctions, the atmosphere could change quickly in favor of China," said Brian Zimbler Managing Partner of Morgan Lewis international law firm's Moscow office. 

 

Russia-China trade turnover grew by 8.2 percent in 2013 to $8.1 billion but Russia was still only China's seventh largest export partner in 2013, and was not in the top 10 countries for imported goods. The EU is Russia's biggest trade partner, accounting for almost half of all its trade turnover.

And as if pushing Russia into the warm embrace of the world's most populous nation was not enough, there is also the second most populated country in the world, India.

Putin did take time, however, to thank one other country apart from China for its understanding over Ukraine and Crimea - saying India had shown "restraint and objectivity".

 

He also called Indian Prime Minister Manmohan Singh to discuss the crisis on Tuesday, suggesting there is room for Russia's ties with traditionally non-aligned India to flourish.

 

Although India has become the largest export market for U.S. arms, Russia remains a key defense supplier and relations are friendly, even if lacking a strong business and trade dimension, due to a strategic partnership dating to the Soviet era.

 

Putin's moves to assert Russian control over Crimea were seen very favorably in the Indian establishment, N. Ram, publisher of The Hindu newspaper, told Reuters. "Russia has legitimate interests," he added.

To summarize: while the biggest geopolitical tectonic shift since the cold war accelerates with the inevitable firming of the "Asian axis", the west monetizes its debt, revels in the paper wealth created from an all time high manipulated stock market while at the same time trying to explain why 6.5% unemployment is really indicative of a weak economy, blames the weather for every disappointing economic data point, and every single person is transfixed with finding a missing airplane.

There is no way the Russian expansion in Crimea will be seen positively by China, which shares thousands of miles with Russia.

 

I think you missed the plot. It wasn't the Crimea voting to be independent...it was basically voting to leave the Ukraine and come home to Russia/Daddy...where they 'should' be. i.e. this is a positive thing from a Chinese perspective.

Quite a bit of forward speculation in this article. Nevertheless, much of it was predictably on the cards. Wait for Brazil to step in too.

Add into that mix the other things going on among the BRICS: eg, their own replacement for the IMF etc.

I still believe one of the West's aims in Ukraine was to annexe it to the EU and open its doors to NATO. Putin is no fool and has some wise advisors around him, unlike our Western leaders who are surrounded by monkeys and banksters.

What else should Russia & China do in the knowledge that the West is slowly trying to isolate each of them and pick them off one-by-one?

All of this is to be considered the "ad campaign," where the general populace is being "educated" about the shift.  Again, the EU is broke (put Ukraine in this pot as well) and Russia doesn't see it as in their interests to give away their precious resources.  New customer alignments...

I would say that the big issue here is that TPTB are wanting to hide the FACT that this has everything to do with resources, as trying to explain this to the general populace (as if many would even believe a true message coming from TPTB- circular function, it would never work) AND continue to hold their positions of power, and, well, probability = extremely low.  And so the game of "pretend we can have perpetual growth on a finite planet [if not for those evil-doers]" is still on...

Is "seizure" the proper word here when 78% of Crimeans voted and 96% of that vote is to be part of Russia and not part of Ukraine? Is that really a seizure by Russia?

It was Sec of State Kissinger who started this game to spite the USSR under Nixon including selling super magnet technology to China. Forty years later similar move by Russia will have profound effect on US $ reserve currency status and will give China another mass market in Russia for consumer goods and industrial products alleviating China industrial overcapacity. With another China consumer export market and another energy export market for Russia means prices will go up for both consumer and energy prices in the West, a natural result of a weakening reserve currency.
How in the world did we unleash the likes of Nuland and Neocons without any consideration of outcomes starting out with spending $4 billion of taxpayer money to overthrow Ukraine regime. The naive thought that Russia would give up Crimea warm water port was more than miscalculation ---it was senility on the part of our policy makers. While Yanukovich regime was certainly corrupt, current yet unelected stooges not much better.
Another analogy is how USSR collapsed due to military overspending and debt in maintaining the Soviet Empire. US is now following same model as witnessed by $ 1 Trillion spent in Middle East with little to show. Without a reserve currency status the debt ridden house of cards will collapse with a resounding thud . Ukraine may just be that catalyst. Tragedy is Gorbachev understood reality and changed course while in US there does not seem to be will or strength to confront entrenched power merchants/marauders within our Executive Branch, electorate or party system.

it wasn't miscalculation, how don't you get it? putin reacted exactly as expected because ukraine(crimea) has always been the red line for russia and even you stress it. everything is going according to the plan. they have always wanted conflict and now they have it! olympics was perfect timing by the neocons(or whoever is behind this mess) because putin was busy counting medals of russian athletes, while western NGO-s were initiating the coup.

I am NOT of the opinion that China will end up being top-dog.  It doesn't have enough resources to hold their fundamentals together.  And, unless one has been sleeping, it's pretty hard to see that their required growth targets (which are factored in order to achieve their goals) are starting to fall off dramatically; the key here is that the "leadership" will be unable to deliver what they are so strident about- as a comparison I'd be interested in seeing what Russia's leadership is forecasting (whether it is less fantasy).

China is not totally unaware of the US threats made against them in the US media by the Neocons. CNN has paraded all their favorite Neocons since the Crimea situation broke. Many called for war, many others demanded increased military spending to finish Russia and move on to the real threat China. I have news, the closer an insane America pushes China and Russia together, the sooner the great world empire goes down. I have seen a lot of Stupid in America, right from a child when the US was crazed to conquer Vietnam, since then we have learned nothing.

As someone who shudders at the very word "neocon" I can see that it's quite possible that this has less to do with more conquest than it has to do with sel-preservation.  I believe that the "self-preservation" part has to do with tryhing to maintain the very trade that has kept them in seats of power.

i spend a lot of time in southern Iraq. the Chinese are literally taking over southern Iraq. They will do more, work harder, work faster and for less than any western company. this is true for their oil companies (PetroChina) and for their service providers. They are really catching up in terms of quality and the western companies seem to be willing to whore out anything and anyone to the Chinese if they can make a buck or two in the short game.

Iraq's South Oil Company in Iraq loves the Chinese. Their workers get flown in on special chinese charter planes while the western expats have to fly in commercial and deal with the visa regime (oh, so sorry, your visa isn't right...turn around and back to Istanbul for you). The Chinese are also very humble and will take less than the US companies. 

anyone who underestimates the Chinese in the oil patch does so at their own peril. i agree on geophysical and seismic the west still takes the cake but in the construction areas - laying pipe especially - the Chinese can do it 'good enough' for many. I can see the Chinese very easily laying some serious pipe across Russia...

Largely true.  You won't like one thing below, but you are correct about the core of your thinking.

1) There isn't going to be a replacement for oil.  Electric cars are silly.  740 watts per horsepower and it takes horsepower to move bulk freight.

2) There isn't going to be a continued to the moon increase in US oil output.  It will peak and resume its natural, normal decline.

3) Gold has no function in modern civilization.  You can't lay a gold nugget on a counter and buy anything.  There are no gold testing equipment kits under the cash register counter and there never will be.  And if you try to back a currency with it, economic growth is constrained to mining output.  Put a few tons on a rocket and launch it into the sun and you destroy all finance in such a situation.

4) Oil is everything.  Natural gas is a close second.

It's really a matter of what your requirements are.  I was quite clear what I was looking for and I got it (even more than I was hoping for).  I'm no expert, but based on my single experience I'd have to say that Filipinas are pretty damn impressive (my wife has beauty AND brains [probably can out-think most here]).  If there's one thing that I will out-right brag about it's her...  Note that "young" is relative: youth tends to come in an inexperienced package- the future is going to need a good battle partner.  Did I say I was very lucky bastard?

Currency does not need to be backed. Ultimately it is just a place keeper in between barter deals. Only those foolish enough to save those currency units would want it to be backed. Those who save in more appropriate vehicles (like gold) do not care if the currecny is backed or not.

This is why fiat currency is not a bad thing....something ZHers can't seem to absorb. Fiat has many benefits. Acting as a store of value however is not one of these benefits. Because 'we the people' constantly demand more, the printer of the currency is always under pressure to devalue the currency by printing more of it.

Save gold. Use fiat appropriately... you'll be fine.

I wish it were sarcasm too. Several sources have published such reports. True or not, I wouldn't know. If there is any truth to these reports all should be aware. If one had an idea and didn't share the info, then the accusation of traitor might be in order. In any case, all should be very wary of what's going on around them. Time to ask yourself which, if any government do you trust.

I forget which radio show I heard it on but you know the same old story, some government "insider" saying there are 250,000 Russian and Chinese troops here training.

I haven't seen any, guess we will find out though.

It would have to take a pretty big event to disrupt Americans enough to make any kind of foreign troop invasion successful because last time I checked Americans like their guns and shit that goes bang!

Russia needs to create a new jew free defensive economic axis in the east, its a matter of good strategy. The west has succumbed to parasitism and if the east does not protect itself the same could happen to them, clearly they are under attack.
