... does it mean that everyone saw right through the endless bluster, hollow rhetoric and empty promises of the man tasked with reading from a teleprompter, and currently in charge of one of the world's most totalitarian states? Because either someone is getting fired for forgetting to turn on the "applause" sign, or Europeans no longer care for the lies uttered by Obama on all topics NSA-related (and all other topics too). But I think you're misunderstanding the situtation, you're complaining about the EU spending a drop on US military H/W, but the US spends even more than that in the EU on these bases (Germany practically cried when the US started to close some bases under Bush because of the lost "local revenue") and also it will cost the EU even more to design and produce its own hardware.
When the US leaves (which it will have to once the dollar falls) you're going to find the Euros are going to have to both pay for their own defense and supply the manpower, neither of which it does today nor is capable of.

Sanctions won't be effective. They never are. Money like water will always travel the path of least resistence. Pressure has to be on Putin personally and nobody else.
