Russia's Military Begins Nuclear War Drill

While much Western attention has been bestowed on Russia’s military buildup near Ukraine, Moscow also began a massive nuclear offensive exercise on Thursday.

According to the Russian daily Nezavisimaya Gazeta, on Thursday Russia’s Strategic Missile Forces began a massive three-day exercise involving 10,000 soldiers and 1,000 pieces of equipment from more than 30 units. The major purpose of the drill, according to the report—which cites multiple senior Russian military officers—is to ensure Russia’s Strategic Missile Forces have sufficient readiness to conduct offensive operations involving the massive and simultaneous use of nuclear missiles.

Global Security Newswire previously carried a story on the nuclear exercise, also citing the Nezavisimaya Gazeta article. GSN described the exercise as “as practice for a large-scale nuclear offensive.” It added: “Exercise participants were set to position and prepare missile-firing units for launch, and to practice various administrative and support functions for the operation

As Russia’s conventional military capabilities have deteriorated following the collapse of the Soviet Union, Moscow has become increasingly reliant on operationalizing its nuclear arsenal. This has been reflected in successive Russian security documents. For example, Russia’s 1997 national security concept stated that Russia would use its nuclear arsenal “in case of a threat to the existence of the Russian Federation,” whether that threat came in the form of nuclear weapons or from a conventionally superior military power.

This threshold was further lowered in Russia’s 2000 military doctrine, which was the first released during Vladimir Putin’s presidency. This document said that Russia would use nuclear weapons “in response to large-scale aggression utilizing conventional weapons in situations critical to the national security of the Russian Federation.” This held out the possibility that Russia would use nuclear weapons even if Russia proper hadn’t been attacked. The same doctrine further noted that Russia reserved the right to use nuclear weapons in response to the use of any kind of weapons of mass destruction against it.

Shortly before reassuming the Russian presidency for a third term, Putin reaffirmed the importance he placed on Russia’s nuclear forces in a number of articles and speeches. For example, in an op-ed article in Foreign Policy magazine, Putin wrote: “We will, under no circumstances, surrender our strategic deterrent capability. Indeed, we will strengthen it.”

Thus, this week’s massive offensive nuclear drill is in line with the goals that Russia and Putin have been articulating for well over a decade. It is also consistent with Putin’s recent emphasis on conducting more frequent and sophisticated military drills to improve the combat readiness of Russian military forces. Indeed, Russia conducted a much smaller surprise nuclear drill in October of last year.

Still, the timing of the drill is likely to cause great concern in Western capitals, particularly in Washington. The drill could very well be intended to signal Russia’s resolve over events in Ukraine where Russia has been at loggerheads with the West and the government in Kiev over Moscow’s annexation of Crimea. A very visible reminder of Russia’s substantial nuclear capabilities would make sense for Moscow in a number of different contingencies, including if Russia is intending to move forces deeper into eastern Ukraine, as many currently fear.

For what it’s worth, the Nezavisimaya Gazeta article said there was no connection between the current nuclear exercise and the crisis in Ukraine. As evidence of this, it pointed out that in December of last year the commander of Russia’s Strategic Missile Forces had said that his forces would conduct a large and complicated exercise sometime during 2014. From this, the Russian daily concluded that the drill had been planned for weeks and was completely unrelated to the tensions of Ukraine.

At the same time, it ended the article by noting that testing the readiness of Russia’s strategic forces was especially important in light of the “current reality of the world situation.”

if this is accurate it is unsettling news to say the least especially after reading the full text of  the Russian foreign ministers interview with RT.

in it he specifically talks about NATO's increasing aggression and encroachment and expresses disappointment that NATO did not hold to it's promises to avoid both, in fact he almost seemed regretful in his comments. 

perhaps in the minds of those in power in Moscow a "red line" has already been crossed, as has been pointed out numerous times launching tactical nuclear first strikes is a part of Russian military doctrine.

they call it "deescalation". 

perhaps the western PTB's pushed to hard and in their arrogance have awakened a sleeping bear.

Putin said he wouldn't send troops across the border but that must depend on Obama reeling in his attack dogs in Kiev. If Russia crosses the border then they have to be prepared for the response. I don't think there would be any reaction but if there was a reaction it could get nasty.

Kind of hard to justify Russia having a permanent seat on the UN Security Council if it isn't a rogue nuclear power with a mentally ill dictator. I mean Japan and Germany have bigger economies and more advanced industry. Russia is in a race with Japan to see whose population will shrink to below 100 million first and Russia is so far behind the West it can't field credible conventional forces so what else is there but reliance on ( stolen) 1940's technolgy to make it a great power?

Japan is not relevant in this argument. The Japs would not have stopped. Their surrender rate was 120 dead to 1 surrender. America had a 3 to 1 ratio. Japs were so evil to captures because they were less than dirt for not having the nuts to die for country. As for the debate on Russia, Ukraine and the West's involvement, it is well known that the West had direct influence in stirring up things in Ukraine. They want NATO at Russia's doorstep. That is devolving into chaos as Right Sektor and Svoboda begin to realize they've been duped and go full retard. After the bomb was dropped. The Japs wanted Hirohito to be left unscathed. Were they losing? Absolutely. The decision to drop the bomb was given for two reasons. 1) to end the war 2) to see what an A Bomb would do. That's why both bombs used were different in materials. They wanted to see what the difference between plutonium and uranium would look like. I'm not coming down on you. I just think the analogy isn't correct.

What does any of that have to do with whether or not Russia belongs on the UNSC as a permanent member which was my point? Do you seriously believe I am unaware of the atomic bombings of Japan? The controversy over the sinking of the Lusitania?

The UN Security Council membership reflected the world of 1945. It has been suggested that Britain and France's seat be consolidated into a single European seat because neither the UK or France have 'empires' any more and it is a bit ridiculous to exclude Japan which has as large a population and economy as France and Britain combined from membership or even Germany which, once again, is the largest nation both by population and economic power in Europe. While Russia has a Japanese sized population as big as Germany and Britain combined, economically its economy is smaller than any of these nations.

Are nuclear weapons the price of admission to the UNSC? Well they weren't initially as only the US was a nuclear power. Russia, Britain and France became nuclear powers afterwards and Taiwan held China's seat on the UNSC for years. Only after China went nuclear in 1963 did reality change that situation as I recall so there is some reason to believe that possessing nuclear weapons is a quid pro quo for having a seat on the UNSC but if that is the case we now have India and Pakistan, both of which have large populations AND nuclear weapons. Clearly India is going to be a much greater world power than Russia if it isn't already. The Muslim world could argue that Pakistan is the equal of France or Britain and Japan could, by spending a month or two of Kuroda's $75 billion per month QE, build an nuclear arsenal as large as that of the US or Russia! So, by almost any measure,Russia no longer deserves a UNSC seat if by that we mean being in the top tier of global powers as ranked by political, economic, technological and military power.

Besides the historical criterion of having been one of the winning powers after WW2, I think the Security Council reflects less a set of objective metrics like economic strength or nuclear might, and more a subjective but pragmatic sense of which nations are major troublemakers, that is, most likely to intervene either openly or by supplying arms, and are most likely to cause real trouble if a vote goes against them -- that's why they have veto powers.

Germany and Japan have a tremendous economy but traditionally stay out of fights.  India and Pakistan are generally only problematic to each other, with a few other regional issues but little interest in global problem-making.  None of those four countries is likely to start World War III.

On the other hand, the UK, France, and especially the US are very active militarily.  Russia and China are quietly active by sending arms and support to small powers, especially to whomever the UK, France, and US are opposing (who doesn't have an AK-47?).  So, those five are the big trouble-makers.  Their veto power helps keep the rest of the UN from focusing on something that would provoke one of them to cause serious problems.

Veto powers in any system are not honors that decorate technological or economic prowess: they are intentional inefficiencies designed to keep the unpredictable realities of the world from unbalancing the system.  That system was set up in 1945 and is still largely in place: that's why the same powers, who are still at the heart of the world's problems, still wield the veto.

The real threat to Russia is Muslim birth rates and its common border with the Islamic world yet this bozo is seeking to reprise the Cold War nuclear standoff because its the only war he can fight. Can't compete economically, doesn't have the industrial or technological base to field credible conventional forces nor the manpower to use mass as a alternative to quality in an era of precision guided munitions so this is his only way to play in the big leagues. Never mind it is not credible either.

Look at how much work it takes to pull off a successful launch of commercial satellites or a space probe using tried and proven launch systems like an Ariane or Atlas rocket. They just don't pull a missile out of inventory put a satellite payload on it and launch it a 10:35 Wednesday morning come hell or high water. Too risky. The whole system is checked and double checked and they stand down if it isn't all 100% operational. You don't have that option if you are going to wage war via ICBM. You do have to fire them come hell or high water and missiles that have been sitting around in silos or on launch vehicles are going to be no where near as launch ready as a missile launching a TV satellite but, if you are trying to take out another nations nuclear arsenal you had better have a 100% succes rate not just to launch the warhead but to have the warhead hit the target. You only get one bite at the apple and you are trying to do something that has never been done before... the salvo firing of hundreds of missiles to achieve a successful coordinated attack and you won't even know where the bulk of your enemies arsenal is because it is on subs. Its not militarily credible because you cannot do it but the fact that you publicly contemplate it does give you a certain fearsome quaility in much the same way a psychotic fondling a rifle makes people nervous.

Now you know why Obama was making noise about nuking New York City besides the usual fearmongering. The Russians told the appropiate counterparts ahead of time they were going to do this drill. Unless things have changed these type of drills are announced ahead of time to not trigger any accidental retaliations due to crossed signals and intentions plus the other point is the counterparts unless that has changed will have their missile defense systems on high alert just in case said drill accidentally or otherwise fucks up and a nuke actually gets launched.
