No trust me they are much warmer than Canada. As for the white, its some sort of stuff they paint on the trees for preventing a type of pest and sun damage.

It is done to young trees that have not developed their mature bark or that will not develop a thick enough bark. In cold sunny climates it is to reflect winter sun off the thin bark, not allowing it to warm up and then suddenly freeze when the sun sets. It's usually done in orchards where the aesthetics aren't a concern. In the home landscape it is silly as we have tree wraps just for this purpose until the mature bark begins to develop.
In scorching hot climates the white paint reflects the heat off the trunk. It is seen most often with citrus trees which never develop a thick bark for protection from the sun. In fact citrus' are shrubs and want to have their lower stems covered with foliage for protection, but we trim the plants into trees thus exposing the tender tissues. Painting with a watered down latex helps repel the sun and heat.

Couple of thing - the image is taken not this year, but a few years back. There are no leafs on the trees there yet. The nature looks like it is late May.
Second, without providing any other information, the image could be taken anywhere, including the US.
