They have been hoping for a return of the "up" part of the business cycle to pick them up in the current, and save them. They've been treading water for a long time now, and they're getting a little nervous.
But the business cycle is not a 'current' that comes around faithfully no matter what. It's return depends on the shit you are doing NOW, and if you screw it up, you are dead in the water.
