That actually looked kinda fun... But tires are no joke, I've heard stories of kids messing around and putting them on railroad tracks and they were actually enough to cause a derailment. If they could get them high enough or secure them somehow they could probably flip the fuckers.
No one has a welder? Make some three pronged tank traps out of heavy steel stock. Light the tires on fire to hide their presence too. I just wouldn't be standing around though when the APC does get stuck because them. The crew isn't going to be very happy...

An even looking barricade with really dense spots every 4 feet and the rest easily crushable would flip those tanks at those speeds.
I don't really look forward to trying but it is useful to watch and see what doesn't work.

My recommendation is a chainsaw to the nearest tree with at least a 24 inch diameter. Cut the stumps 48 inch segments then stagger by laying them horizontal to the intended APC direction.
Separate them by at least 7 feet to help ensure they'll only hit one side. Brace the stumps on the backside with wedge shaped logs. If possible, drill the wedges and spike them with a 12 inch spike with at least 6 inches of ground penetration.
Cover the logs with trash and other irrlevant crap.

You can glean a lot from paying attention: Notice how they calmly rebuilt the barracade after the tanks are gone. Even an old lady in business attire picks up something and tosses it onto the pile.
Lesson: These folks are in it for the long haul. All of them, of any age. No slackers in that video.

'Course i've no idea what's available there, how much time they have between patrols, or if they really want to stop the APCs but... A load of rebar, sledge hammers, a portable welder and some heavy scrap steel could help make a difference on that so-called barricade.
A better option (if given enough lead time) would be a decent excavator to dig a trench wider than those APC's are long, just past the "barricade" so they don't see it 'till they are in it. At that point Mr Molotov could play, or not, depending on how serious things are.

Is there some mythical time when the powers that be in Russia didn't treat the Ukrainians like shit? How many of them starved to death under the largely Russian dominated Soviet Union? And in stupid good faith Ukraine gave up its nukes and did a lot of demilitarization with the understanding of Russia saying it would honor Ukraine's borders. It is difficult not to feel some sympathy for the Ukrainians.
It seems to me a lot of the Putin love is out of sheer schadenfreude for the West and Obama or is from Russians themselves. Yeah Ukraine had/has a shitty corrupt government, but from the Russians I know, Russia aint all that much better.

Notice how the tanks are spread out and cannot support each other. Also, keep in mind that tanks need to refuel; the tank goes through, the barrier gets repaired, and then what happens with the refueling truck?
As far as "drunk tank driver" meme, driving straight at it with speed seems like a decent way to get through the barrier, if you don't want to stop and get out and check it on foot, which is what you should do if you have enough soldiers.

You can see the track just about fly off on the lead vehicle. I wouldn't be suprised if it was off track and they just kept going for a while. Standard soviet tactics - lead vehicle punches through an obstacle and then the rest blow through.
The modern equivalent of pikes is the anti-tank mine, and those suckers would be so easily placed under that baracade trash.

Looks like all you gotta do is angle your barricade a little and you might be able to roll one if they get cocky and try to jump it again.
That's what I was thinking. Stunt drivers use a bar or ramp with a torsional twist to flip cars for movie takes, and something like that could easily be incorporated into the barricade. If the tanks are going to hit it at that speed, it's worth a try.
Another thing: A linear shaped charge (easily available from construction and mining firms) embedded into the street and detonated at the right time would peel the treads right off the tank, rendering it useless.

Any obsticle more than 1-HESCO barrier tall, especially as a series (think funneling the tank/APC where you want).
Mobility kills, are probably preferable to a real kill on your own soil anyway. Maintenance and support vehicles (and facilities) are the easy targets, especially fuel trucks.

If they had built the barricade unevenly so that the left side (for example) was fairly solid, and the right side looked solid but was empty fluff, the barricade would have some effect.
