Russia Holds "De-Dollarization Meeting": China, Iran Willing To Drop USD From Bilateral Trade

Tyler Durden's picture

That Russia has been pushing for trade arrangements that minimize the participation (and influence) of the US dollar ever since the onset of the Ukraine crisis (and before) is no secret: this has been covered extensively on these pages before (see Gazprom Prepares "Symbolic" Bond Issue In Chinese Yuan; Petrodollar Alert: Putin Prepares To Announce "Holy Grail" Gas Deal With China; Russia And China About To Sign "Holy Grail" Gas Deal; 40 Central Banks Are Betting This Will Be The Next Reserve Currency; From the Petrodollar to the Gas-o-yuan and so on).

But until now much of this was in the realm of hearsay and general wishful thinking. After all, surely it is "ridiculous" that a country can seriously contemplate to exist outside the ideological and religious confines of the Petrodollar... because if one can do it, all can do it, and next thing you know the US has hyperinflation, social collapse, civil war and all those other features prominently featured in other socialist banana republics like Venezuela which alas do not have a global reserve currency to kick around.

Or so the Keynesian economists, aka tenured priests of said Petrodollar religion, would demand that the world believe.

However, as much as it may trouble the statists to read, Russia is actively pushing on with plans to put the US dollar in the rearview mirror and replace it with a dollar-free system. Or, as it is called in Russia, a "de-dollarized" world.

Voice of Russia reports citing Russian press sources that the country's Ministry of Finance is ready to greenlight a plan to radically increase the role of the Russian ruble in export operations while reducing the share of dollar-denominated transactions. Governmental sources believe that the Russian banking sector is "ready to handle the increased number of ruble-denominated transactions".

According to the Prime news agency, on April 24th the government organized a special meeting dedicated to finding a solution for getting rid of the US dollar in Russian export operations. Top level experts from the energy sector, banks and governmental agencies were summoned and a number of measures were proposed as a response for American sanctions against Russia.

Well, if the west wanted Russia's response to ever escalating sanctions against the country, it is about to get it.

The "de-dollarization meeting” was chaired by First Deputy Prime Minister of the Russian Federation Igor Shuvalov, proving that Moscow is very serious in its intention to stop using the dollar. A subsequent meeting was chaired by Deputy Finance Minister Alexey Moiseev who later told the Rossia 24 channel that "the amount of ruble-denominated contracts will be increased”, adding that none of the polled experts and bank representatives found any problems with the government's plan to increase the share of ruble payments.

For the benefit of our Russian-speaking readers, the interview with Moiseev is below and the transcript can be found here:

Further, if you thought that only Obama can reign supreme by executive order alone, you were wrong - the Russians can do it just as effectively. Enter the "currency switch executive order":

It is interesting that in his interview, Moiseev mentioned a legal mechanism that can be described as "currency switch executive order”, telling that the government has the legal power to force Russian companies to trade a percentage of certain goods in rubles. Referring to the case when this level may be set to 100%, the Russian official said that "it's an extreme option and it is hard for me to tell right now how the government will use these powers".

Well, as long as the options exists.

But more importantly, none of what Russia is contemplating would have any practical chance of implementation if it weren't for other nations who would engage in USD-free bilateral trade relations. Such countries, however, do exist and it should come as a surprise to nobody that the two which have already stepped up are none other than China and Iran.

Of course, the success of Moscow's campaign to switch its trading to rubles or other regional currencies will depend on the willingness of its trading partners to get rid of the dollar. Sources cited by Politonline.ru mentioned two countries who would be willing to support Russia: Iran and China. Given that Vladimir Putin will visit Beijing on May 20, it can be speculated that the gas and oil contracts that are going to be signed between Russia and China will be denominated in rubles and yuan, not dollars.

In other words, in one week's time look for not only the announcement of the Russia-China "holy grail" gas agreement described previously here, but its financial terms, which now appears virtually certain will be settled exclusively in RUB and CNY. Not USD.

And as we have explained repeatedly in the past, the further the west antagonizes Russia, and the more economic sanctions it lobs at it, the more Russia will be forced away from a USD-denominated trading system and into one which faces China and India. Which is why next week's announcement, as groundbreaking as it most certainly will be, is just the beginning.

Why don't we judo this move and take the opportunity to have the US government start issuing its own currency - US notes - rather than relying on the Fed Reserve Notes - which doesn't seem to have...  any... Constitutional basis at all.

Let's make some fucking lemons, people!

Pretty much what I'd been redicting for several years now.  Basically that the Fed becomes a black hole and sucks up all the debt that it's holding (yes, the bankers finally do their part- be patient!).  The Big Realignment will provide cover for the US to default on its foreign debts: not sure how they'll be handled with Japan and GB).

Wipe out the debts.  Trade collapses.  What's left?  A TON of resources, though finite and exhaustable, is better than zero/little resources (like so many others: Europe, Japan and Australia).

a way past the dollar...without war....

Currency is never more than a medium of exchange, a way of keeping track of debt until settlement.

We have been engaged in a 40 year experiment in which a mere medium of exchange has been used as a store of value by central banks.

This experiment is ending. It will end as it has not worked. If all parties play fair it can happen without war. The USA can compete in the world marketplace, we have the people and skills. We will need to regenerate our industry and get rid of all the 'finance' that currently helps us balance trade (well helps but not enough). It will take time and will be painful but it is what must happen. If the American leaders are typical politicians they will fight the tide but no one can halt this coming change.

...oh...buy gold...

Eventually regionalism wins out, in which case alignment with trade partners way the heck "over there" is going to be a bit tricky, especially in an energy-declining world.

Clearly the US fucked itself by constantly stiring up trouble there.  It could have ended up being a pretty good trade alignment within the Americas.

If this flies, its poison to Oligarchy eyes...lies, damn lies and petrodollar lies... will soon be visible from Montezuma's Halls to the shores of Tripoli.

Ukraine will look, under Kagan/Wolfowitz doctrine, like aborted new operation Barbarossa used to project  NATO's ephermeral conquest of East Europe. And Syria, the Sterile quest for a US  MAGINOT LINE, to ring fence PAX AMericana ME surrogate kingdoms.

If the BRICS bring off this heist of century they will sing :  "Take down your petrodollar wall Mr Potus. Its the end of your financialista dictat of US Oligarchy led world."

The NSA loses it comparative advantage of ring fencing the Internet users of all continents.

When Oligarchs fall out, then lies and imperial cries resound like Sarajevo's ghosts from last century.

No empire dies without a fight to bitter end. That's unfortunately History's lesson; and Gorbatchev's surrender to West is now appearing like a sleight of hand--Mikhail Kutuzov tactics after Borodino and Moscow burning-- that Old Mother Russia plays on the western world.

Moscow never surrenders to invading armies. Wow, shades of an iconic image from War and Peace.

I don't think that anyone has to ask anything.  I think that this thing is pretty much auto-piloted.

Empires collapse.  All their elements of control goes away: leaving only some internal capabilities, until those too eventually faulter.

Breaking down the BRICS though, like I've been saying for years, there's really only one solid piece there, and I think that we know which one that is.  Not to say that this won't be a further tightening of their alignment.  It's just that all wagon trains are being circled by entropy and no "winner" comes out alive.

"No empire dies without a fight to bitter end."

Britain didn't fight to the bitter end, it bascially handed over the reigns to the US.  This is actually one of the rare times in which an empire took another door out.  For the US there is really no one else to pass to.

I've made a case for the US taking advantage of all of this as a way to default on its debts.  I really think that this is the best deal that it has available to it. I don't think that Russia and China want this, but I think that at the end of the day they too are going to have to swallow it so that they can finally shake of US world dominance.

Instead of these fucked up currency deals, why don't they just do global trade in gold? You don't even need to stop using fiat currency. Just do an on-the-fly calculation to see what the conversion rate should be. I'm selling something in yuan and it works out to 3.2536 ounces of gold. You're paying in rubles, so give me however many rubles it takes to buy  3.2536 ounces of gold. No US dollars needed. Even gold doesn't change hands. Simple.

Even simpler would be free floating exchange rates. We already know what these are. You can type in something like JPY/CHN in google finance to see the conversion ratio. This is how online purchases from US stores work for Canadian customers. The price will say $10 US, so the Canadian gets charged however many Canadian dollars it takes to buy 10 US dollars. Why is this so fucking complicated? Why do they need special swap deals to do basic elementary school math?

Fool, you speak of the tail as if it could wag the dog.
The math is there only because of the swaps. Without the swaps the situation goes chaotic and the ratios are not dependable. You could have variations worse than bitcoin.
The swaps, the large volume deals of trade of once currency for another, one nation's goods for another, is what sets the ratio.

When it isn't stable there is no ratio: no deal going from one to the other, except via a 3rd currency, such as US dollars.

#1 it requires removal of companies from the index which perform poorly, rather than following the same companies. Some of them folded. That's like you fucking up all the time and only counting your 10-best of anything you do. It's a fake picture. It measures nothing.
#2 the big boost came from WW2 and this required other continents be smashed while North America be safe. That era is over: now everyone important has nuclear weapons this situation never can repeat. All die all at once or all flounder all at ounce or all act indepedantly to slowly build what's needed into a real economy.

By far, the most important outcome of the destruction of the dollar as the world's reserve currency is that Putin will destroy the public myth of the well-endowed all-conquering Black Man that has been promulgated for the last couple of decades by the West's MSM.

When the dollar crashes, the most powerful (half) Black Man in human history, Obama, will be utterly humilated on the world stage by an old, short, balding, mousey-looking, small-peckered white dude named Vladimir.   Most of the Obama-infatuated white women will then come back home to daddy, perhaps even some of the hot German and Scandinavian Supermodels (although they really do like 'em big and Black).

A better title would be "China holds massive Russia stroke session", they love their $600B a year US trade deficit, they dump the dollar and  eat mega-shit head-on-a-stick collapse, right now China gets free oil, China is in a fiat printing cartel, their liabilities are larger than ours.

Imagine  the political effect of 500,000,000 people suddenly unemployed and realizing their bosses/govt invested all their life savings in US immigrant loan fraud.

....and all their domestic collateral is actually all owned by foreign corporations, but not the prolific permanent pollution.

China will tell the Russians whatever they want to hear, just like with the Americans.

It's still hard for me to believe that President Obama that is the head of The Democratic Party in The United States could be led down the garden path,so to speak and completely misguided on world affairs such as the Ukrainian crisis. There obviously was a big geo-political mistake made within the Democratic Administration when they kept on all the right wing neo-cons that catered to Dick Cheney in various Government Departments.God,it's almost unbelievable how stupid these people are when talking at the Russians. They're very ignorant of historical events and the economic laws they're passing very hastily. The economic decisions taken against Russia are very poorly thought out in regards to the new EurAsia Trade Pact. We're talking half the world's population in new Asian trade agreements bipassing the U.S. PetroDollar system. It's shocking that there is no long term planning in neo-con land except to deceive a President that also happens to belong to The Masonic Lodge.I would have thought that he was a lot smarter Mason but now I'm looking at Obama as a stupid, rash minded fool that's been misguided.

The US dollar will get stronger over the next decade, not weaker -- unfortunately, since a stronger dollar will hamper recovery.

Closing an oil deal in rubles or renminbi is just propaganda.  It doens't matter.  What do you think they're going to do, hold each other's currencies?  lol.  Please.  They're going to buy dollars.  Nobody in their right mind would hold rubles or renminbi given the recent history of those currencies.  You may as well hold dongs or Bolivian fuertes.

For some reason, the trading of public insults continues to impress the minions... meanwhile, it's all theater.  Business will continue as usual.  And there will never be another global world war, because we are in a nuclear age, and despite what they tell you about nukes, they have actually served as a great deterrent over the last sixty years.

As long as the U.S. has 80% of the world's naval tonnage and comprises 40% of global military spending, the dollar is under no threat at all.

What? Why? I won't buy dollars, why would they? Dollars have no purpose but to buy AMERICAN things priced in dollars.
What's not from American has zero need to be priced in dollars and has for the last few decades been priced that way only out of spiteful mass-murder using drones or covert military units.
Assassinations: use our dollar or we kill your children.
But now it's come back around the other way: kill our children and we kill your economy, supply lines and trading.
And it's working.
10 years from now US dollars and bitcoins will both be items of history, not legal/able to be used whatsoever.

As for global war: you won't so easily figure out who puts a bio-weapon into the air, a virus into the water supply. It can incubate, spread & kill faster than your labs, any labs, can figure it out to nuke someone in return.
By then it's far, far too late.
We're far beyond the nuclear age now, 50's caveman, this is the age of nano-machines & engineered viruses.

Something to ponder?

Edgar ( TIME/ Life Magazine[s]/ Publications ) Snow, the famous journalist in China throughout the 40's,50's and 60's brought to the world's attention, the rising, soon-to-be powerhouse in all of Asia-- the PRC and its seemingly stoic leader, Mao Zedong of communist China. Mao invited Snow to China in 1970 to privated ask Nixon to visit him in China. Nixon was elected as a commi-buster, btw?

Nixon excepts the invite and plans are set for early (the first ever visit to China by a US President) 1972. But, before going to China he takes care of some carefully orchestrated paperwork?

The 'Nixon Shock'! Surprise!?! No moar Bretton-Woods or 'Gold Standard',... just the good faith of the USA fiat (  http://en.wikipedia.org/wiki/Nixon_Shock   ) paper currency was to suffice!  Coincidentally, this occured six-months before the trip to China on Aug.8,1971.

Nixon goes to China on Feb.21, 1972 (   http://en.wikipedia.org/wiki/1972_Nixon_visit_to_China      )-- again, as I've mentioned previously... Pakistan played a key role in this visit via secret meeting with commi-Kissinger? While in China,... Shanghai was brimming from ear-to-ear with market exuberance.

Sadly, Taiwan (ROC) got sold out for (   http://www.history.com/this-day-in-history/nixon-visits-china    ) peace in North Vietnam, which, btw, never came about?... because Nixon and Mao only cared about one thing-- making capitalism richer and communism stronger?

So which 'ism' is it gonna be for Russia?, once the derail'd FX trolley hits it current accounts balance/ deficit, aka. apex/nadir (    http://en.wikipedia.org/wiki/Foreign_exchange_market   ) or better said... the Blue Shift/ Red Shiftwhen the 'Big Bang', goes POP!!!

JMO

thankyou Tyler

The main difference is they didn't think gold would be important & they didn't think Russia & China could de-throne the dollar, but far as I can tell, they didn't "deliberately" try to make them be rid of dollars.

Then again, perhaps more details about the real process & outcome were never revealed in the book.

Do you really think making the dollar go away is going to change anything?

Extreme wealth survives everything, and wealth inequality will also survive.

You will still be poor when they roll out whatever currency replaces the dollar.

People that think the currency matters do not understand what is going on in the world.  It does not matter what the currency is, when the top 5% hold 90% of the wealth, and the top 1% own 50% of the stock market.  INEQUALITY is the problem, and it doesn't matter how you denominate it.  You can be sure that ineuqality will survive the apocalypse -- hell, the apocalypse of which you dream will actually make things worse for the poor and better for the rich, who will no longer be hampered by the existing constraints.

Tue, 05/13/2014 - 21:55 | 4757479 laomei

Shale gas is a dirty dirty dirty business with some crazy consequences.  And all those resources are state-owned in China (fortunately).  China's got some rather considerable untapped oil reserves as well, but it won't be tapping them anytime soon.  When you are dealing with massive trade surplus, it only makes sense to buy it from allies and spread that cash around.  Furthermore, every unit of imported fossil fuel you are burning, is 1 more unit of domestic that will be there later when you need it most.  It's also a great excuse to increase international trade.  Whinch in turn makes trade partners more reliant on you, which can be exploited.

Tue, 05/13/2014 - 22:19 | 4757540 RMolineaux
RMolineaux's picture

Let´s get our realities straight.  Shale gas is much more expensive to extract than conventional.  That is why, although known for over 50 years, shale is only being developed now.  Russia still has plenty of conventional gas, thereby easily underselling anyone relying on shale.

the poker analogy is a good one, and funny too.

Obama is not smart enough to play any game requiring the use of the brain. Besides, he's got to follow instructions from you know what, just like GW Bush before him.

People with real intelligence, knowledge and a backbone don't get to live in the White House. The puppeteers love dumb, malleable ones. Who would want the troubles of a Dealey Plaza op and Warren Comm cover up every couple of years?

THe powers that be, having seen no militant rebellion against the semi-illiterate borderline mental retard GW Bush for 8 years, had every incentive to install an even worse president. They have been proven right again. Obama is in his second term now.

What does it say about the caliber of the American electorate and the general populace?

I really wish Obama would stick that Springfield .45 to his head and threaten Putin again.

Puppets follow orders as their strings get pulled and they are only vetted after being thoroughly compromised, so that the strings hold firm. Any choice in the playcraft that Mr. O has is probably being utilized in avoiding giving more speeches based in absolute lies, as it seems Mr. Kerry is infamously doing that sort of leg work these days, but then he is, like Bush Jr before him, another member of a secret society, all of which answers to the PTB, the SG, who themselves have strings getting pulled, but then, they all do it by choice, always by choice, either based in knowledge or ignorance like most of the herd, as ignorance is never a useful excuse when everything is being considered and compiled in units of energy... either negative or positive, you can't have a decent game without boths sides of the equation.

Getting rid of the dollar is unavoidable, though the US/NATO/Sheikdom has tried to for quite some time. 'Resistance is futile' until it seems not to be, and then the damgates are thrown open and the next Flood begins.

This whole NewWorldOrder thing isn't working out so well...

(The order itself isn't anything new. It just moved its HQ to the new world.)

Right, you see because corrupt Chinese government officials, worried about Xi Jinping's crackdown and about to bankrupt Chinese tycoons are SO interested in holding roubles so they can flee to Putin's Russia. GMAFB ZeroHedge. I lost enough money listening to your fever swamp pumping of gold. Fortunately I bought in at 950 and there abouts but my mining shares are a total FUBAR.

And you're blaming ZH for your investing woes because why?  The first rule of investment is do your own goddamn homework.  Shit, you might as well listen to Cramer's insanity or Vampire Squid, Inc.  If you don't do your own research and make your own judgments, then your losses are your own fucking fault.
