Narendra Modi: The Good, The Bad, & The Ugly

Given the surge in India's stock market, echoing the reflexive pro-business exuberance of last year's Japanese stock market, the similarities between India's newly-elected PM Narendra Modi and Japan's Shinzo Abe are coming thick and fast... some good (pro-business), some bad (potential dislike of the US) and some potentially ugly (strong nationalist tendencies).

After a prolonged period of political drift and paralysis, India’s new government will be led by a man known for his decisiveness. Just as Japanese Prime Minister Shinzo Abe’s return to power in late 2012, after six years of political instability, reflected Japan’s determination to reinvent itself as a more competitive and confident country, Narendra Modi’s election victory reflects Indians’ desire for a dynamic, assertive leader to help revitalize their country’s economy and security.

 

Like Abe, Modi is expected to focus on reviving India’s economic fortunes while simultaneously bolstering its defenses and strengthening its strategic partnerships with likeminded states, thereby promoting regional stability and blocking the rise of a Sino-centric Asia. The charismatic Modi – a darling of business leaders at home and abroad – has promised to restore rapid economic growth, saying there should be “no red tape, only red carpet” for investors.

 

The 63-year-old Modi mirrors Abe’s soft nationalism, market-oriented economics, and new Asianism, seeking close ties with Asian democracies to create a web of interlocking strategic partnerships.

 

In a country where the gap between the average age of political leaders and citizens is one of the world’s widest, Modi will be the first prime minister born after India gained independence in 1947. This constitutes another parallel with Abe, who is Japan’s first prime minister born after World War II.

 

There is, however, an important difference in terms of the two leaders’ upbringing: While Modi rose from humble beginnings to lead the world’s largest democracy, Abe – the grandson and grandnephew of two former Japanese prime ministers and the son of a former foreign minister – boasts a distinguished political lineage. In fact, Modi rode to victory by crushing the dynastic aspirations of Rahul Gandhi, whose failure to articulate clear views or demonstrate leadership ran counter to the Indian electorate’s yearning for an era of decisive government.

 

Modi, like Abe, faces major foreign-policy challenges. India is home to more than one-sixth of the world’s population, yet it punches far below its weight. A 2013 essay in the journal Foreign Affairs, titled “India’s Feeble Foreign Policy,” focused on how the country is resisting its own rise, as if the political miasma in New Delhi had turned the country into its own worst enemy.

 

Many Indians want Modi to give a new direction to foreign relations at a time when the gap between India and China in terms of international stature has grown significantly. India’s influence in its own backyard – including Nepal, Sri Lanka, and the Maldives – has shrunk. Indeed, Bhutan remains India’s sole pocket of strategic clout in South Asia.

 

India also confronts the strengthening nexus between its two nuclear-armed regional adversaries, China and Pakistan, both of which have staked claims to substantial swaths of Indian territory and continue to collaborate on weapons of mass destruction. In dealing with these countries, Modi will face the same dilemma that has haunted previous Indian governments: the Chinese and Pakistani foreign ministries are weak actors. The Communist Party and the military shape Chinese foreign policy, while Pakistan relies on its army and intelligence services, which still use terror groups as proxies. The Modi government is unlikely to let another Mumbai-style terrorist attack staged from Pakistan go unpunished, employing at least non-military retaliatory options.

 

Restoring momentum to the relationship with the United States – damaged recently by grating diplomatic tensions and trade disputes – is another pressing challenge. But Modi’s commitment to pro-market economic policies and defense modernization is likely to yield new opportunities for US businesses and lift the bilateral relationship to a new level of engagement.

 

America’s strategic interests will be advanced by likely new defense cooperation and trade that boosts U.S. arms sales and creates avenues for joint military coordination. The U.S. already conducts more military exercises with India than with any other country.

 

Modi is the sort of leader who can help put U.S.-India ties back on track and boost cooperation. Yet there is a risk that his relations with the U.S., at least initially, could be more businesslike than warm, owing to an American slight that is hard for him to forget. In 2005, the US government revoked his visa over unproven allegations that he connived in Hindu-Muslim riots in 2002, when he was Chief Minister of Gujarat. Even after India’s Supreme Court found no evidence to link Modi to the violence, the US continued to ostracize him, reaching out to him only on the eve of the recent election.

 

With the US having expressed no regret for its revocation of his visa, Modi is unlikely to go out of his way to befriend the U.S. by seeking a White House visit. Instead, he is expected to wait for US officials to come calling.

 

By contrast, Modi is likely to remember states, such as Japan and Israel, that courted him even as the U.S .targeted him. Modi’s 2007 and 2012 visits to Japan opened new avenues for Japanese investment in business-friendly Gujarat.

 

Moreover, Modi has forged a special relationship with Japan and built personal rapport with Abe. When Abe returned to power, Modi congratulated him with a telephone call.

 

Modi’s victory is likely to turn Indo-Japanese ties – Asia’s fastest-developing bilateral relationship – into the main driver of India’s “Look East” strategy, which, with America’s blessing, seeks to strengthen economic and strategic cooperation with US allies and partners in East and Southeast Asia. Abe, who has sought to build security options for Japan beyond the current US-centric framework, has argued that his country’s ties with India hold “the greatest potential of any bilateral relationship anywhere in the world.”

 

A deeper Japan-India entente under Abe and Modi could potentially reshape the Asian strategic landscape. It is no surprise that Abe rooted for a Modi victory.

But it's not all silver linings... (as The Diplomat's Ankit Panda notes)

The BJP’s massive margin of victory might yield a new type of Indian politics, effectively reducing parliamentary barriers to passing new legislation. With 274 seats, the new prime minister and his party will be able to maneuver whatever measures they see fit through parliament without the hassle of having to deal with often-fickle coalition partners or a recalcitrant opposition. It remains to be seen how the BJP will manage its coalition partners within the NDA. The smaller parties within the NDA, including the Shiv Sena and the Telugu Desam Party, might find their influence wane within the coalition given the BJP’s majority. Additionally, the outcome in the next Rajya Sabha (the upper house of India’s bicameral legislature) elections will likely moderate the BJP’s ability to wield power unchecked — the party is expected to be the minority in the Rajya Sabha.

 

Even before the NDA had conclusively reached a majority in parliament, investors took the took India’s SENSEX Index to an all-time high, bringing the Indian Rupee to a 10-month high against the U.S. dollar as well. Modi and the BJP are widely perceived to be able to succeed economically where the Indian National Congress failed. Although the BJP will not immediately reverse several of the Congress’ populist schemes that have driven the Indian government into fiscal unease, it is expected to address broader economic issues such as inflation and development. Part of Narendra Modi’s popular appeal is also rooted in his image as a politician free of the taint of corruption. During the UPA’s 10 years in power, several high-profile scams exposed corruption at the highest levels of Indian government, jading voters and driving them to the BJP.

 

Among Modi’s critics, concerns will persist about the future of India’s secularism and the fate of India’s Muslim minority. Modi’s record as the chief minister of Gujarat has come under incessant scrutiny by observers both in India and abroad. Some allege that his complicity in the deadly 2002 Godhra riots that resulted in the deaths of hundreds of Muslims render him unfit to lead a country as pluralistic as India. Despite widespread concern, both in India and abroad, it appears that Indian voters have chosen to elect Modi on the merits of his economic vision rather than whatever his views towards India’s Muslims might be. The BJP as a whole is a Hindu nationalist party, influenced heavily by the often-militant Hindu organization, the Rashtriya Swayamsevak Sangh (RSS).

Overall, these elections demonstrate that Indian democracy is functional where it counts: holding a government accountable for poor political, economic, and social outcomes. It remains to be seen if the BJP will deliver what India’s voters want, but for now, the party seems to have won the broadest mandate of any single party in Indian politics in decades.

Reforms Are Critical...

The two key variables that will be critical in reviving India’s growth trend are: (a) improvement in the external environment and (b) a pickup in the pace of structural reforms. Our global economics team expects that global growth will improve further to 3.7% in 2015, moving closer to the last 30 years’ average, giving us the confidence that the external environment will be supportive of India’s growth recovery.

Policy reforms at home will be even more critical. Over the past five years, the government’s policy was focused more on redistribution and less on boosting productive income growth. Moreover, bureaucratic hurdles and corruption-related investigations have exacerbated the challenges of weak demand and low corporate confidence. This has held back the much needed capex cycle and has been a drag on economic growth.

And Imperative

Overhauling bureaucratic processes and enacting reforms to lift sustainable growth is imperative. The macro stability risks of higher inflation, a wide current account deficit and asset quality issues in the banking system associated with such a policy approach has forced a recognition among policy makers of the need to pay greater attention to reviving the productive dynamic.

Higher economic growth rates are needed to generate the productive employment opportunities for India’s large and growing working age population. Moreover, India’s literate and well-connected middle class is now reaching critical mass.

 

It seems the visa issues have been cleaned up (having sacrificed the ambassador):

President Barack Obama tonight congratulated Narendra Modi for his electoral victory during a telephone call and invited him to visit the US at a mutually agreeable time to further strengthen the bilateral ties.

 

"The President invited Narendra Modi to visit Washington at a mutually agreeable time to further strengthen our bilateral relationship," the White House said following the maiden telephonic conversation between the two leaders.

 

The phone call was stated to be brief.

 

Modi, during his US visit would be eligible for an A-1 visa, State Department Spokesperson Jen Psaki said.

 

"The Prime Minister of India will be welcomed to the United States. As Head of Government, Modi would be eligible for an A-1 visa," she said.

We assume the US needs all the friends it can right now.

Narendra Modi might be seen as a Jesse Ventura in some ways. He surrounded himself with some very good people while the Chief Minister of Gujarat state. Policy decisions were taken wisely and smoothly versus the typical babu mentality decisions seen in India. He cut down corruption in his home state and his partly authoritarian demeanour which is needed when ruling Indians helped him a lot. The corruption in the last 4 years at the national level had been horrendous. The common man in the US (in general) is far better off than in India and here in the US commoners are not at the mercy of the ground level corruption which is a big problem. He helped solve those in Gujarat and his work was out there to see for people. And most of all ironically, in many ways, Muslims in his home state may have been economically far better off than Muslims in other unprogressive startes. In some ways he is seen as a messiah.

That said, I fear that he will have to bear the ignominy of seeing the Indian real estate market crash, a Sensex that heads back to 5000 from 25000 and possibly a withdrawal of IT jobs back to the USA. The price of crude oil certainly is not providing relief. There may be some politically motivated communlal backlash. This could happen depending on how all these global QE programs culminate. Gold may eventually save his countrymen though.

And the Hindu families whose women and children were burned to death in a train fire set by the innocent Muslim sweethearts will perhaps also feel somewhat better off now that their apologists are out of office. The Christian issue is much different however much of it comes of missionaries going into small villages where they bribe poor people into "converting" and start schools where they treat the Hindu children like dirt.

This is no ordinary election, it is intended to be a phse shift. Thus the full mandate to a man who is essentially a "full" Hindu right-winger, has shown strong dictatoria tendencies and is a friend of big business.

No politician loves his poeople. Nowhere, none

The only question that really comes to mind is : Will the Mohdi Indian business Oligarchy be pro Putin's Euro Asia or pro Pax Americana?

And as secondary issue how does Mohdi intend to interface with traditional regional rivals : China and Pakistan ?

Given that China has strong ties with the Military command that runs Pakistan; which may now want an alternative to 60 years of sucking at the US military obsolescence teat; aka US aid which has been their knee on ground tribute to US hegemony since Dulles days;  thus ending their role of regional trojan horse to Pax Americana plays trying to destabilise India since Nehru days.

As the American MIC, aided by the French, PIVOT into Africa; where the fight for what remains of that continent's resources will hotten up even more than in the neo-colonial past, under the naked spur of Chinese investment menace thru their massive implantation to exploit land/RM -but not labor--in their own Yuanista outsourcing meme (mostly in english speaking regions); we now see the emergence of an Asian PIVOT around Chindia and Russia to counter the hold of the West on MENA and sub saharan Africa.

I think we are witnessing a total break from reality on the political front globally.

The proles have power for 3 months every five years pre-elections (or four depending).

That is it. After that, follow your elected master.

And this mad mantra we have had in the developing world for decades now, export or die export or die has brought about this upside down world of home-made things becoming un-affordable and imports being cheap, world over.

It (the dosa) was from a house warming party I stumbled into a few weeks back, given to me by one of the most gentle & kind women I have ever encountered. The desserts were amazing, some form of sweet licorice-y treat and the carmalized peaches were wonderful.

Yes, I see it here too. Corporations seem to think everything can be "outsourced", in my case its intellectual labor and over 30yrs experience in solving complex problems relating to my industry.

They're in for a very rude awakening...lol...they seem to be blindfolded, holding an elephants tail, thinking its a snake ;-)

But there you have it. He is backed by the RSS which is a truly militant hindu organization, in which Modi (and my dad as an example) got their wings.

He is borne on the politics of polarization and probably plans to continue on that path, especially with a full mandate like he has got.

The core issue in India today with its burgeoning 1.25bn people which has risen as follows:

1964: 474m

1984 : 723m

2014: 1,250m

50 years and growth of 263% while resources and land mass under agriculture have declined at the same time. Poverty has improved slightly but malnutrition is high. Medicare and sanitation is quite bad for majority while urbanisation has been more or less a disaster in India, with land prices higher than Manhattan in some urban areas. 

With a population breeding like rabbits, even the problems evolve over time. What was a major problem i.e. poverty, 30 years ago, is not a major problem, but it has evolved into unemployment with urban poverty combined which is a BIGGER problem when Govt does not have resources to build housing for the poor unlike China. Pollution was not at all a problem 30 years ago while today it is the worst on the planet at a time when the Govt has no finances to increase or even maintain similar healthcare as 30 years ago hence private healthcare is booming for the 1%. Corruption was not as bad 40 years ago, but today there is no Indian who has not paid bribe on a regular basis and buildings and bridges keep falling regularly.

Resources are scarce while problems are growing and all of this is quite apolitical. If they fix one thing, something else falls apart.

Borders remain porous and Bangladeshis and Nepalese pour into India thus making the situation worse in cities like Calcutta in the East.  

Porous borders are also required for smuggling of gold and criminals as well as black money.

With billions being looted from the banking system over the last 1-2 decades across all states due to political pressure for creating private congolmerates, banks are extremely weak (currently having highest Non performing loans on their books in their history) and at least USD 2-3bn gets poured into their capital every few months which is a very big sum in India, due to its 10% size of its GDP compared to US or Europe.

Lately, there has been talk of reducing Govt stakes in banks and privatising more of these nationalised banks in India. Many billionaires have been unable to sell their goods to the public since most are poor and foreigners have stopped investing and over a dozen large foreign banks have shut shop in the past 5 years, therefore liquidity is scarce and capex has come to a halt. Due to low sales of all retail items except mobile phones, malls are closing, car sales are plunging, retail sales are dwindling and job losses are rising rapidly. With no social safety net, crime is rising alarmingly and most upper middle class people are thinking or have already exited India towards UK, Singapore, US, Dubai, Canada etc. They do not see advances in education or reduction in crime in the future, regardless of who is in power.

If Modi cannot bring foreigners, who are very scared due to tax issues, land acquisition headaches, extremely poor infra, almost world's highest inflation, world's worst red tape, world's worst labour laws and lack of local sales, unemployment will become an even bigger issue by next year. 10 years ago, foreigners came because inflation was not bad and domestic sales 'seemed' like they will rise due to the billion people but it has turned out to be a curse, just ask Nokia or Posco or Norway Telecom or Wal Mart or Vodafone!

If banks fail or are unable to lend and foreign loans which were banned by RBI last week, which was a channel to transfer FX risk to banks and lower their margins, by converting INR loans into USD loans and reduce interest rate from 15% to 5% with the SAME bank from their overseas branch or bring in black money, things will get worse again in a very short period.

Politics is one thing, economics is another. S&P has been waiting since Apr 2012 to downgrade India and interest rates and weak finances indicate that it should be downgraded. India's currency since last 50 years has depreciated at a rate of 5-6% pa. No one can stop it. From 0.5 INR to 1 USD in 1947, it trades at 60 INR to 1 USD in 2014. INR used to be local currency across Middle East until 1970's in Yemen, UAE and other countries.

FX Reserves have risen in India in the last 12 months but that's because deposits have been brought in with heavy discounts last year. Once this money leaves in the next 2 years, it may create another problem. If anyone has noticed, Indian Govt was so desperate that they stopped marketing to Non resident Indian's to invest in INR deposits but only in USD deposits to eliminate the INR currency risk. With this trump card now used, Indian Govt does not have any other trump card to attract foreign funds should a new crisis engulf them.

Religion will only become a problem if economics is fine. With economics in trouble, crime will rise and 1.25bn people will not take it lightly. It is a Facebook nation now and tides can change quite suddenly and very quickly.

With no opposition in Parliament, if his party makes any strong laws and protests start, they will turn Ukraine and Thai and Venezuelan protests on their head! Before end of 2014, Modi will face a major crisis whether foreign or domestic (economic or unrest/terror) and we shall see what decisions he takes. India's future at this sensitive and critical juncture depends on just one man - Modi.

I agree that feeding your family is very much an issue (I certainly like to eat every day myself!) however the Indians who want to build a Hindu shrine on the site of Rama's palace have a different issue in their minds that is for some, even stronger than eating. Also the Muslims who want to show their dominance over Hinduism by maintaining a decrepit mosque on the very same site also are showing interest in something other than eating. Which is to say that this Marxist belief that everything in life can be distilled into economic interest is wrong. The Muslims in India (especially northern India) ruled the roost for eight hundred years or so. They still express more power than their numbers would expect but they do this by block voting for the Congress Party who in turn give them privileges that Hindus don't get. However this is changing so we should expect lots of trouble as what amounts to medieval practices fall away. Personally, I weep for the innocents that have suffered on both sides and pray that all involved find tolerance and compassion for each other and that they then live in peace.

What India needs more than anything, if you ask me, and maybe if you don't ask me, is more of a sense of its own identity as a modern country, not an ancient pigsty, and not a lazy old ex-colonial territory still dreaming of the paradise of socialism.  If that's nationalism, then make the most of it.  I suppose one might have said the same about China fifty years ago (or today), with much less or zero of the colonial hangover.  There are mountains to move and Modi won't move them all, but if he can make some progress, and even make it respectable to make more progress, he'll be a huge success and a historic figure in his country's history.

Vis-a-vis your China analogy, I know that Gen. Chiang Kai-Shek was not exactly a saint, but is there anyone today who can seriously maintain that he wouldn't have been hugely preferable to Mao? How the aspect of the world today might have differed if Communism never took over in China is as intriguing as it is difficult to imagine, but I can still say without a doubt that the wrong man won that struggle. India is avoiding (or reversing) a similar mistake by putting a conservative nationalist into power, and I salute them.

The name APCO Worldwide suddenly gained fame (or notoriety) in Malaysia after Opposition Leader Anwar Ibrahim drew comparison of the firm’s image-building campaign for its Malaysian client to a similar campaign by the Israeli government. It became a serious issue as APCO Worldwide is formed of Israel’s ex-Mossad Intelligence officials and has a notorious background. It is infamous for whitewashing Mass Murderers into Messiah, running propaganda campaigns for the invasion of Iraq and later swiftly positioning itself to help American companies plunder Iraqi wealth and resources. Now the firm seems very well placed in doing the same with India, plundering it’s wealth and resources.

The same firm APCO Worldwide is also reported to be handling the entire election campaign to the strategy of BJP’s prime ministerial candidate Narendra Modi. What makes it noteworthy is that the firm is controlled by none other than the Rothschilds who colonized India for almost four centuries through the East India Company.
