Government Plan Would Transform Israel Into The World’s First Cashless Society

Will Israel be the first cashless society on the entire planet? A committee chaired by Israeli Prime Minister Benjamin Netanyahu’s chief of staff has come up with a three phase plan to “all but do away with cash transactions in Israel”. Individuals and businesses would still be permitted to conduct cash transactions in small amounts (at least initially), but the eventual goal is to force Israeli citizens to conduct as much business as possible using electronic forms of payment. In fact, it has been reported that Israeli officials believe that “cash is bad” because it fuels the underground economy and allows people to avoid paying taxes. It is hoped that requiring most transactions to be conducted in cash will reduce crime and help balance the national budget. And once 98 or 99 percent of all transactions are cashless, it will not be difficult for the Israeli government (or any other government) to go the rest of the way and ban cash transactions altogether. But is a cashless society actually desirable? This is a question that people all over the world will have to start asking as governments increasingly restrict the use of cash.
Back in September, it was announced that the Israeli government had formed a committee to “examine ways to eliminate cash from the Israeli economy”…
The government on Tuesday authorized establishment of a committee that will examine ways to eliminate cash from the Israeli economy – the better to prevent citizens from cheating on their taxes. The committee will be chaired by Harel Locker, director of the Prime Minister’s Office.
This committee had the full backing of Prime Minister Benjamin Netanyahu, and some of the goals of the committee included finding ways to increase tax revenue and prevent money laundering…
Officials in the Prime Minister’s Office declared that “around the world, it is recognized that cash is a key element of the illegal economy and money laundering. It allows a wide gap between reported and actual incomes, with the corresponding effect on tax revenues.” By eliminating cash, the PMO said, “it will be possible to expand the tax base, and prevent money laundering.” The committee will study the issue from all its perspectives and make recommendations, the PMO said.
The committee has had quite a few months to examine these issues, and now they have come back with their recommendations. Just this week we learned that a three phase plan is being proposed…
A special committee headed by Prime Minister Benjamin Netanyahu’s chief of staff, Harel Locker, has recommended a three-phase plan to all but do away with cash transactions in Israel.
The motivation for examining a cash-less economy is combatting money laundering and other tax-evasion tactics, thereby maximizing potential tax collection and greatly expanding the tax base. This is important considering the enormous strain put on Israel’s national budget by the army, healthcare system and other public services.
The committee estimated that the black market represents over 20 percent of Israel’s GDP, and cash is the facilitating factor. Cash enables tax evasion, money laundering and even financing terrorism.
So what do the specifics of the plan look like?
Well, there will be very strict limits on the use of cash for individuals and businesses, any violations will be considered criminal offenses, and all Israeli banks will be required to issue debit cards to all account holders…
What the committee would like to see happen, pending government approval, is greater restriction on the use of cash, limiting the use of checks as a means of payment and exchange for cash, and promotion of the use of electronic (and therefore verifiable) means of payment.
The following guidelines were set out by the committee for the short-term:
- Limit business transactions done in cash or by check to NIS 7,500 ($2,150) immediately, and reduce that further to NIS 5,000 ($1,433) one year from the date of legislation;
- Limit private transactions done in cash or by check to NIS 15,000 ($4,300);
- Any violation of these limits would be a criminal offense warranting a stiff fine.
In conjunction with these new restrictions, Israeli banks would be required to provide all account holders with debit cards to further promote electronic payments.
But of course this move toward a cashless society is not just happening in Israel.
In Sweden, it is estimated that just 3 percent of all transactions involve cash at this point. In fact, according to an article in the Washington Post, some Swedish banks do not handle cash at all anymore…
In most Swedish cities, public buses don’t accept cash; tickets are prepaid or purchased with a cell phone text message. A small but growing number of businesses only take cards, and some bank offices — which make money on electronic transactions — have stopped handling cash altogether.
“There are towns where it isn’t at all possible anymore to enter a bank and use cash,” complains Curt Persson, chairman of Sweden’s National Pensioners’ Organization.
And the U.S. is starting to move in that direction as well.
According to a study conducted by MasterCard, approximately 80 percent of all consumer transactions in the United States are now cashless.
But isn’t there a downside to all of this?
Just about everything that we do in life involves money. So yes, a government can track electronic payments to make sure taxes are being paid and money laundering is not happening, but it would also enable a government to do so much more.
If a government can track all of your transactions, it will essentially be able to monitor everywhere you go and pretty much keep track of virtually everything that you do.
If you doubt this, just try to live without any money some time.
You won’t get very far without putting some gas in your vehicle.
And without being able to buy food, you will get hungry pretty quickly.
Are you starting to understand?
This is why governments love the idea of moving toward a cashless society. It would give them an immensely powerful surveillance tool.
So let us hope that this does not happen in Israel or anywhere else in the world either.

Nmewn, over the years i have come to the conclusion what people don't say is often far more revealing than what they do, here and in real life.
Let me also say I have come to know you and realize there is no possibility you could be remotely "controlled opposition". This accusation is made either in ignorance or a personal selective strike designed to incite a response from you. If taylor-made, I recommend caution. Then if it is all virtual why concern yourself when someone is " mean and nasty"? In this arena feelings are of no consequence unlike the construct of our PC world today. Things do get belligerent and swear words often fly when arguments get heated but interesting conclusions often emerge from the fight. Nmewn is not the only one suspicious of Bitcoin. Several computer programmers here have expressed reservation. My husband is a software architect with more than 30 years experience and will not touch it for many reasons. I think it has speculative value but not a store of value. Call me old fashioned but I prefer the tangible.

Last week I was stuck in traffic and had the joy of staring at " yes we can" , " I heart Obama", " Obama 2012" plastered on the cocksucker's car in front of me. My trifecta of personal hell. After 30 min I almost had a melt down and had the uncontrollable urge to ram the car repeatedly.
When I got home I slapped my request for budget change on Mr Miffed's desk. On stressful work days I'm allowed to walk over to the bar nearby and get a nice shot of my choice before heading on to the freeway thereby being more in a proper state of mind when encountering an undeserved asshole. You can imagine my anger when my petition was returned with a large red DENIED on the top. The small note below did not help. " there is nothing wrong with you a bucket of Prozac and a polo mallet can't cure. If that is not acceptable for you than many I suggest : CUT BACK ON ZH!"
I guess we are stuck with who we are nmewn but I really don't think that's a bad thing. May be some day we will be thanked for it . Semper fidelis

They took most of the gold back in '33 without any need to go door to door or order people to hand it over.
With a few strokes of a pen every depositors gold was gone. People had deposited money, either actual gold coins or banknotes ( payable in gold coin) in thier accounts over the years and woke up to find that they will only pay back in either silver coin or paper. That trick took maybe 90% of all the peoples gold that either existed or was promised.

But considering I am the only one who has guns out of 60 people and am considered the person to call when a spider is seen in the lab to dispatch (one gay guy was standing on his chair screaming for me the other day), I don't anticipate many problems. The depreciating asset joke came about when everyone had bought new cars ( most high end) and I was the only hold out. Since I live on a dirt road my car is always dirty and the bumper is held up by wire. People were complaining just parking by my car made theirs look bad and were always asking when I was going to get a new one. I told them I don't invest in depreciating assets. This was when gold was dropping from it high and someone really chided me about my " golden depreciating asset". It's been the lab joke for quite awhile. I just let them laugh and say nothing more. Hubris can always get one in trouble and I keep my purchases to myself which is wise for all of us.
I actually do have a small gold IRA. It's my decoy. ;-)

The fact that there is enough technology and systems in place to make a cashless society a plausible possibility indicates how advanced Technocracy and the Technocratic State is.
The control scenarios are endless. Eg didn't give your kid a hundred vaccines before he/she turned 6; well you're fined X credits and your account is frozen at The Company Store until you do.
Gates is pushing cheap mobiles in Africa to increase uptake of M-Pesa to eliminate cash based communities. He is also using same mobile phones given to "health" workers in India to track who is pregnant in remote Indian villages so the child's vaccination dates can be planned before it is born and its mother then faces constant pressure to treat her child as TPTB dictate.... total control.

Actually as others have said, this only celebrates what's already happened. I use cash for stuff below about two sawbucks, and I still pay my utilities with a check, but I'm probably the only one on the block who still does either. The only cash transactions I do above $100 are at the coin dealer once every few years, and I'm thinking of giving that up, too. So, wtf.

Israel will never be a cashless society as long as Netanyahu and his friends have their numbered bank accounts outside Israel. I am sure Israel's plan was first hatched by New World Order types as a way to control people's movements by controlling where your ATM or credit cards will be accepted. 20 years ago, there was an Israeli on 60 Minutes, a guy with coke bottle thick glasses, who was defending Israel's practice of torturing people to gather information. Excellent comment, but I think what you miss out on is the control this gives the system over all its miserable little sociopaths (like Netanyahu himself). Since the sociopath elite are the only ones with real visibility into these transactions, they will ignore all illegality until a minion crosses some line, at which point all that information will be used against them...

The majority of the "aid to Israel" didn't go to Israel. It went to companies and employees in the US who manufactured the goods that the aid paid for. Yes, the Israelis benefitted, but so did the Americans; and unlike similar aid to Egypt, Turkey and a whole host of other cuntries at least the Israelis (mostly) like the Americans.
The idea is clearly for a few to control everyone else.

The ATM was down for an hour in my cafe the other morning..if they hadn't known me I wouldnt have been able to get a coffee without cash and I didnt have any on me with no ATM nearby. Then I started thinking what if the banks wanted to play games and turn their systems off from time to time to clear update them or fix some problem? What do we do? Stand around for an hour till everyone decides all systems go. Twice in Oz last year two of the four the Big Banks suffered major attacks and couldn't pay people's wages over a weekend and they were all stuffed. Yeah, cashless sounds like a really great idea like microchips.
I'm in Australia and about 25 years ago my employer (federal government agency) stopped paying our wages as pay-packets. It was then paid direct to our accounts which could only be accessed electronically or via ATMs unless you went to the head office (700 miles away). My credit union merged with another and their merged computer system crashed so the credit/debit cards couldn't work. I had no access to my savings or pay for 6 weeks. That was a hard lesson in what can happen when Big Brother stuffs up or wants to screw you over.
I now always keep a stocked larder and some money on hand for the next time that shit happens and I pay cash wherever I can.
Australians have adopted cashless for convenience real quick - we don't use cheques (old spelling) or cash. Only 3% of what Aust spends is 'cash' and everytime we have a cyclone or storm in the northern region we see real quick how no-cash works out for folks. But hey we love our electronic pay checks and dont worry so much about the amazing fees we're charged and take comfort from being free of "unexplained wealth" problems!
BTW hope you enjoy getting cash out of your account; withdraw $5k and I have to give notice and answer questions - like they had no idea my employer deposited it into my account in the first place and now I can choose how I spend it when they are satisfied with my announced purchase???
