Russia Announces It Will Send "Humanitarian Aid" To East Ukraine

Tyler Durden's picture

While Poroshenko extends today's ceasefire (under threat of military action if nothing is solved by then); the phrase "hearts and minds" comes to mind as Russia unleashes its latest softly-softly headline in providing 'humanitarian aid' to the eastern regions of Ukraine. While 'asking' Ukraine to help determine the route for the aid, the press release explains this is 'aid' for the eastern regions of Donetsk and Luhansk following "numerous appeals" by the people. It appears that the "aid" does not include US-Iraq-style "special advisers."

As Russia explains...

Humanitarian assistance to the eastern regions of Ukraine

June 27 the Russian Foreign Ministry sent a note to the Foreign Ministry of Ukraine regarding the provision of humanitarian aid the eastern regions of Ukraine.

The note says that in connection with numerous appeals by the people of Donetsk and Luhansk requesting urgent humanitarian assistance, Russia has prepared to send a motorcade to deliver humanitarian cargo weighing 60 tons, consisting of food and personal hygiene products. Ttrucks will head out on June 28 toward Donetsk and Lugansk, and possibly also in other regions of Ukraine, where there are refugees.

The note expressed hope that such humanitarian assistance will assist the residents of the regions and refugees, and will help reduce the number of the latter in the future.

Russian Foreign Ministry appealed to the Ministry of Foreign Affairs of Ukraine with a request to assist in the implementation of humanitarian action, including in terms of determining the route of motorcade through Ukraine.

*  *  *

So no 'boots on the ground' from Russia - but winning hearts-and-minds as Ukraine loses control of its gas and water supply.

This is right out of the West's playbook.

Putin sends humanitarian aid to the East.... Meanwhile the USSA sends mercenaries, cluster bombs, expired MRE's, threats and Nazis.

Take your pick, Ukies.

Good point! Indeed, Putin has watched and learned how America uses humanitarian concerns to move into places it seeks to influence. Putin was very wise to first have the duma cancel the law passesd authorizing use of force and ending the military threat. Just as soon as that was made clear, now Putin moves to use humanitarian aid to enter East Ukraine. If Kiev says no, or shoots at the convoys, then things could go badly for Kiev.

I say Putin, by this act, has shown himself a master of diplomatic action. He has put Kiev front and center before the world as an attacker of cities and peoples, while He, Mr. Putin, is the man coming with food, water, medicine and cloths.

The Kiev government is likely to say "NO". Why? Because the Right Sector and Nazi influence on Kiev is still very strong, and they seek ethnic cleansing. There very words have betrayed this goal, and their action seem to confirm it. The tens of thousands of Ukrainian citizens being driven from their homes by bombs and shells are proof enough.

Putin has made a master move by this humanitarian convoy action, now we wait for Kiev!

Yes, Jackie "Putin Fetish" Burton, great point.  When you help someone, they will often have good feelings towards you, that's remarkable geo-politics!

When you fuck over people, like Russia has previously fucked over Ukraine, you might have some hostile feelings as well, like for example, "please get the fuck out of our country and worry about your own (already pretty damn big) soverign nation".

The reason the Russian economy sucks, empire has been lost, and your best people leave as soon as they can get a visa, is because of actions like this.  Instead of creating a true development partnership with a place like Ukraine, you just want to take what you want.  Real development takes trust and consideration.   The modern developed world is based on long-term trust relationships, not short-term, juvenile, petty power grabs.

yep....this is one point the Chinese haven't yet understood.   Being seen as the world's humanitarian lover of all people is actually quite advantagous on the global landscape.   Russia's got a lot to erase to capture the worlds image of love and charity, but if Russia and China both turned "charitable" it would further complicate the US position.

The alternative to allowing trucks in now might very well be having a no-fly zone imposed over Ukraine and enforced by Russia as they re-enact the Berlin airlift. Even the ICRC has come around, despite the Swiss government still sucking Obama's dick while Putin is cockslapping Barry all over the world stage.

We can't put up a no-fly zone everywhere.  Just don't have the man power, the hardware, or the spare parts.

That's when you know their losing complete control.  Bad choices everywhere, but there's no going back - that is the worst choice!  At least for them as it could end at the end of a gallows.  Much better to send our sons, including mine (Marine, Navy) to do the dirty work and hope for the best.

he is not in Russia, he wrote "their" instead of "they're", it's a typical native English-speakers' mistake, we, Russians will never make it. besides, Russia has capability to not only impose no-fly zone on Ukraine but to defeat it within a week, but will not do it due to political reasons. Putin being an oligarghs' and US puppet is the most important one.

This is a subtle item.

You may have crude oil imports, but you have no diesel or gasoline if you can't refine it -- and refineries accomplish this by boiling the crude to extract the constituent liquids.

What powers the boil?  Natural gas.  So the Ukraine refinery probably isn't going to work.

Russia can send gasoline and diesel to east Ukraine as humanitarian aid items, and they can power the rebel equipment while the Ukraine army has no fuel.

Thus the Russian threat to cut off all supplies to prevent either stealing off the top, or reverse flows.  This is a real problem with much of Europe.  The US has put them in a bind with the whole overthrow of the Ukranian government.  What path will they choose?

Amongst all the separatists in the beseiged cities ar loyal Ukrainians who have been shot at daily with artillery, mortars, machine guns and the kitchen sink who have lost water, power, banking services, government social services. So Russiawill send in humanitarian aid while the West prepares to reward their loyalty with NOTHING.  Of course, if they can't settle things before the end of the cease fire they will be rewarded with bigger shells, more mortars, tank fire and aerial bombing. Thank you very much!!

This move by Putin is his answer to NATO. Putin is first offering up the carrot. His demand that the Duma reverse the military option went over well in much of the world. Saying "No" to an invasion. Now he steps right up and invades with humanitarian aid convoys.

It is a fact that the people there desperately do need this aid. Refugees are growing to tens of thousands and the bigger towns are running out of many things needed. Medicine especially.

Kiev is probably going to say no. Because Kiev is under the control of the USA. CIA and US Military are running the war in the east. State Department and CIA are running the civilian government. It was hoped that tanks and infantry with lots of artillery would work. But the defenders are highly motivated and have proven to be real fighters. Not afraid to fight the old fashioned way, infantry combat face to face. They have shot down 10-15 Helicopters and at least one fighter jet. A transport plane full of Kiev's new American trained special forces. To top it off, they ambushed and destoryed one of Kiev's nazi militia death squad brigades last week. Capturing 8 of them alive, and even Kiev admits their brigade was totally wiped out, as it is being reformed and funded right now.

Putin is just ripping Obama's face off.

While Obama golfs and talks Climate Change in front of Walmart as his approval and popularity plummets, Putin rides on 80% approval ratings.  Obama is the Most Disappointing POTUS ... EVER.  Worst than Bush even thought Bush was also evil.  Worst than Carter even though Carter was incompetent.  I love the idea of the USA.  Now, it's just a bad Oliver Stone Movie.

Putin will go down as PUTIN THE GREAT, maybe even PUTIN THE GREATEST if he keeps getting gifts from the West.

Some of the prolific, pro-Russian commentators here are likely not just armchair warriors but professional propagandists / straw-men employed by the Russia Federation:

"The Guardian reported: “A pro-Kremlin group runs a network of internet trolls, seeks to buy flattering coverage of Vladimir Putin and hatches plans to discredit opposition activists and media.” Since then the disinformation campaign has infested comment threads on numerous Western sites."

"comments are made by individuals ‘paid to troll, and to denigrate in abusive terms anyone criticising Russia or President Vladimir Putin.’"

"Some comment sections now resemble ‘a sea of incredibly aggressive and hostile users,” with the most obvious having created accounts since February 2014, the date on which the Russian government began to flood the sites (Chris Elliott in The Guardian, 4 May 2014)."

"Kremlin controlled media is involved in an onslaught of rhetoric aimed against Ukraine and designed to confuse and persuade audiences in Russia, in Ukraine, and particularly in the West."

"disinformation is being spread about Ukrainian "atrocities" in what appears to many observers to be a Russian military and propaganda buildup for war against Ukraine."

"Russian authorities are unabashedly cleansing the media landscape of independent voices that have the power to shape minds..."
