California Highway Patrolman Caught On Tape Pummeling Black Woman

"Life, liberty, and the pursuit of police brutality?"

In what has quickly become viral as yet another example of extreme (and unchecked) police behavior against the people, California Highway Patrol says that it is investigating footage posted on YouTube that shows a policeman repeatedly punching the face and head of a prostrate woman. As the disturbing clip shows, "the policeman just pounded her," and described by a witness, "If you look at the video, there are 15 hits. To the head, and not just simple jabs. These are blows to the head. Blows. Really serious blows. And this is ridiculous to me... I find it hard to believe there [was] no other remedy in this situation."

As The BBC reports, the California Highway Patrol (CHP) says that it is looking into the details of the incident, which has been condemned by civil rights leaders.

As a matter of policy, every time there is a use of force by our officers, there is a review conducted to determine whether the use of force was appropriate," a CHP statement said.

 

"That will be done in this case. However, since there is an ongoing investigation, it would be premature to comment on this specific video segment without reviewing the entire incident."

 

When the video starts, the officer is seen trying to detain the barefooted woman, who walks a few steps away from him.

 

But the officer is seen forcing her to the ground, briefly struggling with her before repeatedly pummelling her. A few moments later, a plainclothes officer enters the picture and helps his colleague put the woman in handcuffs.

 

A CHP spokesperson was quoted by CBS Los Angeles on Friday as saying that the agency was trying to bring Tuesday's incident "to a just conclusion".

Starting at around 15 seconds, the CHP officer just loses it...

But, as CBS reports, the community wants answers...

The video caught the attention of local civil rights leaders, who expressed shock and outrage at their own news conference.

 

"Speaking for the women of this community, we are angry, we are upset," said Lita Herron of the Youth Advocacy Coalition.

 

Community activist Earl Ofari Hutchinson, speaking at the local leaders' news conference, agreed.

 

"Over the years, CHP has had a very good track record in terms of community relations," Hutchinson said. "That's why this was so shocking."

 

But Hutchinson said that "excessive force, abuse of authority, is not going to be tolerated," calling for a federal investigation and for the officer to be immediately suspended pending the results of the federal probe, reports CBS Los Angeles.

 

Hutchinson said the group has not received any information from the CHP about the context of the video, although he could not think of a reason that could justify the officer's actions.

 

"We don't know at this point [what occurred before the recording]. The only thing we have the video," he said, insisting that no matter what transpired "the officer crossed the line."

 

"To subdue, that's one thing. But to beat, that's another thing," Hutchinson said.

CHF Chief Chris O'Quinn added...

"I can say that the tape only shows a small part of what transpired. There are events that led up to this. Until that's collected and put into -- perspective, we aren't going to be able to make a determination."

California Highway Patrol officials on Friday said they were investigating an alleged altercation between an officer and a woman on the side of the 10 Freeway this week.

 

The incident was filmed Tuesday night by a passing driver and shows a woman walking toward a male officer on the side of the freeway near the La Brea Avenue exit.

 

It's unclear if the two were speaking to each other, but the officer throws the woman to the ground and hits her several times near the face before another man rushes in, according to footage in a KTLA-TV Channel 5 report.

 

The second man was a CHP officer in plain clothes, officials said.

 

At a Friday news conference, CHP officials said the woman had been walking in traffic and the officer was trying to restrain her. The woman was not injured and is undergoing psychiatric evaluation.

 

CHP officials would not identify the officer or woman but said they would conduct a full investigation.

Our Tai Chi instructor is a cop has told us that the police can lie all they want at a "situation".  And of course they can be bullies, often are.

If stopped, be polite, yet politely defend your rights particularly if you are in a hairy situation.  

I will say, though, that I have never been mistreated by the cops, even when stopped for traffic violations.

Once I got older and looked like I could afford a lawyer, the cops got a lot nicer.

They are costumed thugs. Exceptions to that rule are few and becoming fewer.

You guys are all fired up, but i don't think this is the best example of police brutality (of the hundreds that surely occur eveyday across the USA that go undocumentsd).

Other than punching her, he is probably doing what should be done. Take her off the freeway median strip, which probably wasn't going to happen with words alone.

Too bad there's no audio. I bet there was a "Fuck you, asshole!" when the woman decided she was cross the freeway, cop or no cop.

Who knows what really happened. 

Of his punching her, this is probably not that far from what is necessary to safely apply handcuffs to a large person (male or female) who is likely to not dociley roll over and allow cuffs to be applied. 

Did I think the punches were a bit much? Yes. 

But I don't think a big deal should be made of this. One month suspension wi/o pay. Not much else.

Were you to spend much time in the slummy parts of centrail cities, you'd have some symptahy for cops who've been given the horroble job of keeping riffraff from tearing the down the town.

Punching someone you're trying to subdue is stupid.  If you connect to a facial bone, you will cut them AND your hand.  If they have HIV or some other blood disease, you've just created a danger to your health.  Learn a basic f-king straight arm bar, or if they're trying to hit you learn the cross-arm bar.  No threat of cutting them and you, and the moment you lock their arm in and apply the counter pressure, all of their "flailing" ends. 

The reason everyone is "getting fired up" over this is because there is ZERO context to pardon a steroid-abusing facist from ground pounding a civilian when multiple means of gaining compliance exist, and are taught to LE officers.  I suppose I'd accept 1-month suspension w/out pay...for each punch.  And a mandatory series of drug tests for steroids and HGH.

This is not a secret and has been the norm for decades.  Dumb people who for the most part blindly follow orders and won't challenge the status quo are what apparently make the best cops.

I know a kid, the son of the liquor store owner down the street.  He's attending police academy now.  Good kid, extremely polite.  Maybe he was an asshole on the playground and I just didn't know, but I'm guessing it's more likely he'll turn out to be one of those cops you actually appreciate meeting and talking to.

The point is there are cops who will watch that video and recognize the inappropriate use of force.  Don't lump them in with the asshole administering the beatdown.  They are just as abhorred as you, but now they have to go out and try to do their jobs with kind of shit hanging over their head.  Do not turn your back on the good cops.  They are with you and they are cops because they wanted to be for all the right reasons.

Cops should be GINORMOUS individuals. That should be an actual qualifier for the job. Let's say a minimum of 230 lbs weight and 6'3" height with the proviso that they have to gain an additional 30 lbs. within one year of hire, not necessarily muscle, blubber will work. At one time in this country before the wacky modern era banned all thoughts that people are differently endowed, police were hired on this basis I think judging by old stock photos and silent-era movies.

The reason is that a big person does not have to use as much force as the smaller guy. This would eliminate a lot of excessive force situations. I was speaking with a young man in his final year of college yesterday and he fits the profile perfectly. He is aboiut 6'7" tall and probably weighs in at 280 lbs. He was in business studies but dropped out because the "business statistics class (among others) was too challenging." He is now in criminal justice.

add: Of all the cops in different cities, the ones in SF are the scariest.

This black woman was crossing a busy highway andhas endangering many people lives on the highway. Police had to take immediate action to protect drivers and passengers. Yes, a policeman was aggressive but in this situation he couldn't be nice. He did his job. This woman was not an innocent bystander.

All he had to do was take her down and sit on her until he was able to get her cuffed up. 

The only thing that would make this type of behavior acceptable, would be if he was defending his own person at a level commensurate with the amount of force used against him, and he clearly is not.

I've been on thousands of calls and dealt with a fair number of the 1% that actually must be subdued physically ....... and I have never, EVER, had to sit there and pummel somebody's head like that.

Due to provisions of the Police Officers' Union Negotiated Contract, the officer involved is not required to make a statement for 72 hours and then will have one carefully prepared by the Police Union Lawyers.  There is no chance he would agree to be tested for intoxicants.

Unfortunately, court decisions have negated any loss of pension, even if an officer is convicted of murder ("think of the poor officer's family", is the cry).

In the end the "Review Board" will decide, "she was resisting arrest", "she disobeyed an order of an LEO", "the officer feared for his life when she reached for her cell phone which he mistook for an AK-47", "all departmental procedures were followed", and "how much are we going to pay to make it all go away?".

The courts, political administrations and the justice departments are biased in favor of their fellow employees (the "security wing"), the cops.  They work for the same collective, The State.

The city coucil makes the local law and the council has the power to change personnel policy to require urinalysis test on any employee.

Outstanding comments and true. Andy Griffith of Mayberry was your neighbor, friend and fellow citizen. He was not there to harrass the shit out of you and make revenue for new office furniture or a courthouse. Andy Griffith was an actual person in the sense that he represented a large part of policing in America and an ideal.

Now, it seems to me cops have the ever dangerous "Them against us" mentality. They call us civilians as if they are an army and we are a sort of occupied territory. They cover for each other rather than consider what is right. I will guarantee that if you followed them with cameras each day they probably break every traffic law on the books along with a few other non-traffic laws. The law is for civiliians.

They work for the State and not you. They are an extension of the state and as the state gets more pervasive and controlling it will get more abusive. These guys, like all the other bureaucratic machinery are not going to give up their paychecks, pensions and perks to do anything for you. If the State tells them to run a week long speed trap to bring in extra revenue (they never say it directly) they will do it even if it pinches their conscience a tad. It becomes a game. When it is a game and you know it should not be a game it leads to cynicism. Cynisism leads to corruption. Corruption results in abuse. When the abuse is in the open and unpunished you have oppression.

When I was a kid, girls acted like girls - not savages. 

In my experience, black females are far more militant, obscene, aggressive and provocative than black males. By far. I cannot remember the last time I had a negative encounter with a black male. 

I had a very negative encounter with a black female recently. I was standing line at a restaraunt when she walked right up to me, looked me directly in the face, smiled and cut directly in front of me in line. 

I knew I was under video surveillance and I knew better than to lay hands on a double protected minority, so I simply stepped directly on her instep, stopping for a second or two with all my weight on her foot with my boot as I stepped back in front of her. She got the fucking message. 

The average black female has much more of a militant chip on their shoulder than does the average black male. They are not shy about getting your face, cursing you and slapping you. However, they have no stomach for anyone who is willing to stand up to them and not put up with their shit.

Very true. I tend to watch peoples behavior and to try and learn from it. 

If a man is blocking the aisle in the grocery store with his cart and sees you coming - he'll move it. He respects you as a man and understands the rules of fucking with another man over stupid shit, and that it's not worth it. Men tend to be a lot more respectful and polite toward each other in this regard. 

Women, on the other hand, are a lot more brazen. They know the rules are different and they take full advantage of it. Many have no problem whatsoever blocking your way, pushing their cart into you and simply being disrepectful and arrogant. 

Unlike a man, they know they aren't going to get their ass beat for being an asshole. And in any confrontation they'll throw the 'you don't hit women' card just as fast as the blacks will throw the race card. 

This country has lost a shitload of civility and respectfulness as a result of making certain populations off limits to criticism and common sense.

I had an acquaintance at my old apartments who was waiting and trying to get on the with city PD. He was a muscle bound typical young guy who spent all his extra money at strip clubs and bar hopping. I do not know if he ever got on but I thought "No way" to myself. I am an ex military officer and frankly I find too many cops are borderline for their work. In the military you don't have privates going around armed on their own recognizance to enforce anything. In the military you are specifically trained also not to ever follow an improper order even if from a superior. You have a personal moral obligation and of course you are never in a position to oppress your own citizens.

My dad was a cop for a few years when I was very young. They did not have ticket quotas, directly. What they did was hand you two stacks of forms, one stack was for tickets and the other for warnings with the command, "Use them all by the end of the month." The ticket stack was twice as tall.

I assert that the cops are actually a continuum of the larger overall problem. The IRS abuse, speed traps, even NSA spying are part of the natural tendency of all governments. Essentially I say it this way, "It is easier and more profitable to harass the sheep than fight the wolves." You get the meaning, I am sure.
