California Highway Patrolman Caught On Tape Pummeling Black Woman
"Life, liberty, and the pursuit of police brutality?"
In what has quickly become viral as yet another example of extreme (and unchecked) police behavior against the people, California Highway Patrol says that it is investigating footage posted on YouTube that shows a policeman repeatedly punching the face and head of a prostrate woman. As the disturbing clip shows, "the policeman just pounded her," and described by a witness, "If you look at the video, there are 15 hits. To the head, and not just simple jabs. These are blows to the head. Blows. Really serious blows. And this is ridiculous to me... I find it hard to believe there [was] no other remedy in this situation."

As The BBC reports, the California Highway Patrol (CHP) says that it is looking into the details of the incident, which has been condemned by civil rights leaders.
As a matter of policy, every time there is a use of force by our officers, there is a review conducted to determine whether the use of force was appropriate," a CHP statement said.
"That will be done in this case. However, since there is an ongoing investigation, it would be premature to comment on this specific video segment without reviewing the entire incident."
When the video starts, the officer is seen trying to detain the barefooted woman, who walks a few steps away from him.
But the officer is seen forcing her to the ground, briefly struggling with her before repeatedly pummelling her. A few moments later, a plainclothes officer enters the picture and helps his colleague put the woman in handcuffs.
A CHP spokesperson was quoted by CBS Los Angeles on Friday as saying that the agency was trying to bring Tuesday's incident "to a just conclusion".
Starting at around 15 seconds, the CHP officer just loses it...
But, as CBS reports, the community wants answers...
The video caught the attention of local civil rights leaders, who expressed shock and outrage at their own news conference.
"Speaking for the women of this community, we are angry, we are upset," said Lita Herron of the Youth Advocacy Coalition.
Community activist Earl Ofari Hutchinson, speaking at the local leaders' news conference, agreed.
"Over the years, CHP has had a very good track record in terms of community relations," Hutchinson said. "That's why this was so shocking."
But Hutchinson said that "excessive force, abuse of authority, is not going to be tolerated," calling for a federal investigation and for the officer to be immediately suspended pending the results of the federal probe, reports CBS Los Angeles.
Hutchinson said the group has not received any information from the CHP about the context of the video, although he could not think of a reason that could justify the officer's actions.
"We don't know at this point [what occurred before the recording]. The only thing we have the video," he said, insisting that no matter what transpired "the officer crossed the line."
"To subdue, that's one thing. But to beat, that's another thing," Hutchinson said.
CHF Chief Chris O'Quinn added...
"I can say that the tape only shows a small part of what transpired. There are events that led up to this. Until that's collected and put into -- perspective, we aren't going to be able to make a determination."

There certainly seems to be excessive force used. From the film clip, it appears that the police officier wished to inflict serious bodily harm. That is felony. A transparent investigation of the circumstances needs to occur and, if indicated, charges need to be brought.

Seems to me it was brought about by cops protecting the "Blue Line' instead of protecting their oath and the people. Any cop that does not hold himself/coworkers to a higher standard than they do "John Q Public" (as the cops are supposedly trained better) deserves to be placed in the POS category.
As to legal checkpoints, AR Supreme Court found them Unconstitutional, so the State Police did away with the Vehicle Safety Inspection required to tag your car. Now they call them "Safety Checkpoints". Having been through several checkpoints, I have seen the breathalizers, and narcotics dogs, but oddly enough, they have NEVER checked my tires, wipers, horn, exhaust, Etc...
Just because they can do an end around to make it "legal" damn sure doesn't make it right.

There are still Andy Griffith type cops, but they are relatively rare and rural.
It is also a large gray area thing in that cops have to deal with bad and even psychotic people all the time. My dad was a cop for a few years and he told some amazing stories. I am sure that if you had a break in or were in physical danger calling 911 this same guy in the video would probably race to help you. The same guy can do both things. The problem is the mentality behind a militarized police force.
When you have both Fox News and MSNBC documenting the same thing you probably have a very large issue.

Having been a retired cop with 25 years- I can honestly report these two things. No academy anywhere teaches "punching people" as part of it's arrest techniques. I can also state that academies do not teach the "police dogpile." However, the police dogpile is still the most effective means of subduing combative subjects because at some point you still have to put handcuffs on combative people.

I can think of one time when a cop dragged a guy out of the car while he was handcuffed and bounced his head off a concrete floor. I let that cop have it and I called him out back. I told him that maybe he should try bouncing my head off the pavement.

We don't have the whole thing, so its hard to know. Even the clip on TV is chopped to show the worst part. I generally go with the victim in these, but it looks like she is not listening to the cop to stop, and even after he grabs her she is trying to spin away from him. We see some of the punches, but what else did the victim try to do just before? You can bet that any resistance on her part will not get shown on TV. She could have avoided the whole incident had she not walked into traffic in the first place, or if she stopped when the officer asked her to stop.

spin i see here is interesting, the most interesting is the hiring of ethnic groups to police the activities of other ethnic groups where racism may be involved. whether this is the ethnically based by beaters and victims who are all americans but have different origins (mexican v chilean or pakistani v nigerian or singaporean against german - all are americans); all police behavior regardless of the source of ethnciity should encompass reasonable.
i can see very little to support the actions of the beater in this case from this short clip. perhaps it will lead to the context of why on earth would it cross the beaters mind that he needed to do this. maybe the victim had just thrown her baby out of a window, maybe the beater did not have a tazer - who the hell knows - a 20 second clip can't give you context or facts.

You'll be driving along at 60 or 70, minding your own business, and then you hear WOOOOOOSSSHHH... It's always a CHP car with no lights and no siren, going 50 mph faster than you. Often at night. If you had changed lanes at that moment, you would be killed instantly. Happened to me countless times.

The teen is Tarek Abu Khdeir, cousin of Mohammad Abu Khdeir who was burned alive in East Jerusalem in apparent revenge for the Israeli teen-agers found killed.

there are bad apples everywhere, but when it comes to police, the worst thing you can do is resist arrest.
