US Kicks The Growling Bear, Issues More Russian Sanctions; Restricts Debt Market Access

Just as they promised (and acting unilaterally as Europe declined to go along with The White House), President Obama has unleashed a set of 'sectoral' sanctions to wreak havoc in Russia. The sanctions include the standard travel bans but adds rules that block several of Russia's largest firms from American debt markets. The plan - to restrict funding availability for Russian firms to under 90-days - is however, dead-on-arrival. As we explained here, Russian companies, facing $115 billion of debt due over the next 12 months, will have the funds even if bond markets shut as "the amount of cash on balance sheets of Russian companies, committed credit lines from banks and the operating cash flows they will get is sufficient for the companies to comfortably service their liabilities." This will do nothing but raise Putin's ire even more.

As NY Times reports,

President Obama escalated sanctions against Russia on Wednesday by targeting a series of large banks and energy and defense firms in what officials described as the most punishing measures to date for Moscow’s intervention in Ukraine.

 

While the latest moves do not cut off entire sectors of the Russian economy, as threatened in the past, the administration’s actions go significantly further than the financial and travel limits imposed so far on several dozen individuals and their businesses. The new measures will severely restrict access to American debt markets for the targeted companies.

 

The moves were coordinated with European leaders, who were meeting in Brussels on Wednesday to consider their own package of penalties against Russia. The Europeans declined to go as far as the United States, instead focusing on a plan to block loans for new projects in Russia by European investment and development banks.

 

The disparate approaches reflect the deeper divisions between Washington and Brussels over how tough to be with Russia.

But - as we noted here - Russian firms can handle a debt market closure for one simple reason: they actually make money.

Russian companies, facing $115 billion of debt due over the next 12 months, will have the funds even as bond markets shut because of the Ukraine crisis, according to Moody’s Investors Service and Fitch Ratings.  

 

Firms will have about $100 billion in cash and earnings at their disposal during the next 18 months, Moody’s said in an analysis of 47 businesses April 11. Almost all 55 companies examined by Fitch are “well placed” to withstand a closed refinancing market for the rest of 2014, it said in a note on April 16. Banks have more than $20 billion in foreign currency to lend as the tensions prompted customers to convert their ruble savings, ZAO Raiffeisenbank said.

 

“The amount of cash on balances of Russian companies, committed credit lines from banks and the operating cash flows they will get is sufficient for the companies to comfortably service their liabilities,” Denis Perevezentsev, an analyst at Moody’s in Moscow, said by phone on April 17.

And now we await the blowback, as just like the last round of US sanctions merely accelerated the Russia-China holy grail gas deal, so this one should should lead to a promptly completion of the BRIC bank. The only good outcome, considering the Fed is desperate for someone, anyone, to sell bonds, is that Russia and its $110 billion in TSYs, should promptly oblige.

Um, it's a story about a new 80 m diameter mysterious hole that appeared in Yamal, Siberia.  They do not know the cause, but have apparently ruled OUT a meteor impact (and some other causes).  The Russians are sending a team there very quickly.

It's an interesting story for anyone interested in geology, natural history, etc.  Take a look, maybe you would agree.

the US produces 1 billion short tons of coal per year, making imports worth nine-tenths of a percent of US domestic production

The US is the #2 coal producer in the world.

#1 is China, and overwhelmingly so.  They produce nearly as much coal as the US plus all the rest of the world combined. 

And the scary part is . . . China is a coal importer, too.

All coal is not created equally... Coal mined in the eastern US has far too much sulphur in it to be burned in US power plants due to EPA regulations... However, they don't have a problem with it in China...

the US has top reserves in the world for anthracite and low sulphur bituminous coal... over double that of Russia... hell, the US exports the stuff to EU so they can burn clean coal... in fact, for all types of coal including said type the US accounts for 23% of the world's reserves...

the US simply doesn't have a "coal problem" and certainly not one swayed by imports (which are practically nothing compared to domestic production)

Just finishing up on Day 4 of the Battle for Kursk. Von Monstein and Hoth are taking on over 1000 Russian t-34's plus 3500 artillery pieces and tens of thousands of land mines with 400 Tiger tanks...and have broken into the clear.

Not looking so good on the Northern half of the pincer. Model had slammed the door on his end they would have enveloped 10,000 tanks and the bulk of the Soviet Army.

Hitler is going wobbly though...

There is a great documentary on youtube showing the antitank traps and crossfire positions the Russians set up for the incoming Panzers...damn that was one heck of a battle.  Next to Stalingrad its gotta be my favorite ever.

It says that the antitank trenches dug would of stretched from Moscow to Madrid (4200km), pretty amazing prep work, I cant believe the Germans didn't shift south or north with their attacks and leave the entrenched russians there, anyone know the reason for not shifting?

there were only less than 300 (246) tigers at kursk. as it turned out, the southern pincer did a lot of damage with a mainstay of long-gunned (L/60) pzIII tanks.

No, Bletchley Park had cracked the German codes and the UK gave the Russians the German's battle plans. As German strategy allowed little local alteration the Germans were doomed before a shot was fired.

The EU is failing to de-escalate too. If Russia can take a Penninsula (Crimea) by force why can't Israel? (The Sinai.)

This whole thing (War on Terror) is spinning out of control and there is nothing any of us can do about it now. Don't know how the growing season is looking in Central Europe but the USA is going to have all time records across the board in the ag space.

Couldn't think of a worse time to launch an invasion of Ukraine proper (and Central Europe in general) than from pollination to harvest...which would be from right now through September/October.

This would be an unprovoked aggression as well...and I find it beyond exasperating that no one really cares about that stuff any more.

In other words "force will be met with force" not words.

That is a HUGE Battlespace over there that would impact global food supplies IMMEDIATELY.

Then again...maybe that's the plan.

And that Fed wants the russians to sell USTs, because of course, bond market is operating under rule of law, as if anybody gives an excrement to the collateral shortage in repo market for as long as Fed is there to NOT enforce the law.

The Federal Reserve is a private central bank.

The Treasury and SEC do nothing to US banks committing obvious fraud in the US.

BNP was only sanctioned because the French pissed off Princess Obama by completing their sale of Amphibious CVs to the Russians.

Forcing the Russians to sell T-Bonds will only accelerate inflation in the US, and make selling T-Bonds to anyone but the Federal Reserve even more difficult.
